On the morning of October 12, General Secretary and President To Lam visited and attended the opening ceremony of the 2024-2025 school year at the Vietnam National University of Agriculture and inaugurated the "Project to enhance training and science and technology capacity" using ODA capital from the World Bank.
Also attending the opening ceremony were Head of the Central Economic Commission Tran Luu Quang, Deputy Prime Minister Tran Hong Ha and leaders of several central ministries and Hanoi city.
In her opening speech, Prof. Dr. Nguyen Thi Lan, Secretary of the Party Committee and Director of the Vietnam Academy of Agriculture, said that the Vietnam Academy of Agriculture, formerly the University of Agriculture and Forestry, was established in 1956 and is the leading training and research institution in the fields of Agriculture, Forestry and Fisheries in Vietnam. As one of the key national public schools, the Academy has always played a pioneering role in the development of Vietnam's agriculture.

After 68 years of construction and development, Vietnam National University of Agriculture has reached new heights, promoting university autonomy. The university has had strong development in training, the number of annual enrollments has met and exceeded the set targets, the scale of training at all levels has grown. The university has established many new departments, opened many new majors to meet social needs. Science and technology activities have achieved many outstanding achievements, many research groups have been established, many potential science and technology products have been commercialized; many new breeds of livestock and crops have been put into production; research activities on vaccines to prevent diseases in livestock have achieved many achievements; each year, hundreds of articles in the ISI, Scopus, WoS categories are published. International cooperation activities have also developed remarkably with cooperative relations with about 120 universities and research institutes in 25 countries around the world.
On behalf of the Party and State leaders, General Secretary and President To Lam acknowledged and praised the great achievements that the agriculture and rural development sector has achieved in recent times, contributing to the successful implementation of the Resolutions of the Central Executive Committee and the Politburo on agriculture, farmers and rural areas, maintaining national food security, making an important contribution to ensuring global food security, and taking the lead in creating a circular, low-carbon, green growth agriculture. In that common achievement, there is an outstanding and comprehensive contribution from the Vietnam Academy of Agriculture.

Emphasizing the foundation, potential, position and international prestige of Vietnam, especially in the context of the country entering a new era with the aspirations of the Vietnamese people, the General Secretary and President requested that the Agriculture and Rural Development sector in general and the Vietnam Academy of Agriculture in particular need to deeply perceive the new historical starting point vision, clearly define their roles and responsibilities to constantly innovate, strive to rise strongly, progress with the times, and contribute to building an increasingly rich, prosperous, civilized and happy country.
The General Secretary and President stated that our Party has repeatedly affirmed that education and training are the top national policies, and that science and technology are key to the country's development and prosperity. Therefore, the Academy must strive to not only be the country's leading training and research center but also a prestigious higher education institution in the region and the world, a center of innovation, and a trusted address for national startups. The Academy needs to develop a comprehensive development plan with a suitable roadmap to become a university modeled after advanced research universities in the world.
Today's university graduates, in addition to good professional knowledge and skills, must also have the ability to adapt quickly and promptly to new issues (such as artificial intelligence, automation and digital transformation, etc.); at the same time, they need to have the desire to contribute, lifelong self-learning skills, innovation skills, along with other soft skills, to ensure adaptation to job requirements. Therefore, universities, including the Vietnam National University of Agriculture, must actively improve the quality of training, training programs must ensure compatibility, integration, and internationalization according to advanced standards as soon as possible; continue to innovate training content and methods in accordance with the era of the 4th Industrial Revolution and national digital transformation.

The General Secretary and President pointed out that higher education institutions, including the Vietnam Academy of Agriculture, must continue to implement university autonomy more substantially and at a new level, according to the criteria and practices of higher education in developed countries; ensuring more comprehensive integration in higher education, but still imbued with Vietnamese culture, Vietnamese soul, originating from the reality of the country and people of Vietnam. The General Secretary and President requested the Ministry of Education and Training and relevant ministries and branches to continue researching and promulgating policies for universities to fully and synchronously implement university autonomy, in order to soon have a higher education system that can "stand shoulder to shoulder with the world powers." In addition, the Academy's research must aim to serve the goal of contributing to the construction of "ecological agriculture, modern countryside, civilized farmers;" Develop a smart agriculture that adapts to climate change, has green growth, high added value, on par with advanced countries in the world.
To further promote intellectual resources, land resources and modern facilities, the General Secretary and President requested the Ministry of Agriculture and Rural Development and the Ministry of Science and Technology to create favorable conditions for the Academy to actively participate in science and technology programs, first of all the programs on building new rural areas, adapting to climate change, low emissions and other programs. The Academy's laboratories with equipment on par with advanced universities in the world must be the main force in the system of reference laboratories, designated by the country, playing an important role in enhancing the added value and competitiveness of Vietnamese agricultural products.
In the coming time, the Academy needs to connect more closely with the locality, pay attention to connecting infrastructure, environmental sanitation, ensuring security, social order and safety; the locality should actively coordinate, support, guide and help the Academy in managing, exploiting and using land effectively, avoiding wasting resources.
With a rich tradition over the past 68 years, General Secretary and President To Lam believes that the Vietnam Academy of Agriculture will continue to achieve more outstanding achievements, constantly innovate, worthy of being the leading training, scientific research and startup center of Vietnam, soon reaching advanced levels in the region and the world; contributing more to the development of Vietnamese agriculture in the period of strong digital transformation, effectively serving the cause of industrialization and modernization of the country; further embellishing the glorious tradition of the Academy, a heroic school, well implementing the advice of beloved Uncle Ho "Solidarity, constant efforts, to progress forever" with the country firmly stepping into the new era!

On this occasion, General Secretary and President To Lam and delegates attended the inauguration of the "Project to enhance training and science and technology capacity" from ODA capital of the World Bank. The project implemented at the Academy has contributed to improving the research and training capacity of the Academy. Through this project, the technical facilities of the Academy have developed strongly, spaciously and modernly with 13 newly built works to meet the needs of working, teaching and studying, including offices of the Faculties: Biotechnology, Food Technology, Veterinary Medicine...; the Central Lecture Hall, the Center for Research Excellence and Innovation; internal traffic routes; the Central Building with the Central Hall with a capacity of 1,200 seats, the VNUA International Conference Center with a capacity of 800 seats; the central roundabout with the new logo of the Academy and a number of other works./.
