Over the past 5 years, Hue City has promoted the implementation of Resolution No. 54-NQ/TW dated December 10, 2019 of the Politburo on building and developing Thua Thien Hue province (now Hue City) to 2030, with a vision to 2045, in which the Education and Training sector focuses on building Hue City as one of the country's major centers for multi-disciplinary, multi-field, high-quality education and training.
Comprehensiveeducation is promoted and improved.
Talking to reporters of the Education and Times Newspaper, Dr. Nguyen Tan, Director of the Department of Education and Training of Hue City, said that the Education sector has actively and proactively coordinated closely with departments, branches, sectors and localities to advise the City Party Committee, People's Council and People's Committee of Hue City in building and effectively implementing many programs, plans, projects, as well as practical mechanisms and policies, creating strong motivation, arousing the spirit of emulation in good teaching - good learning in the whole sector, contributing to building Hue City into one of the bright spots of the country in terms of education quality and teaching tradition.
Specifically, from 2021 to present, Hue City has achieved many outstanding achievements in the national excellent student selection exam: 275 students won prizes (including 10 first prizes, 61 second prizes, 101 third prizes and 103 consolation prizes). International Olympic competitions achieved outstanding results: 3 students won medals at the International Biology Olympiad in 2020, 2022 and 2024 (1 gold medal, 2 silver medals); 1 silver medal at the Asia-Pacific Informatics Olympiad and 1 silver medal at the International Informatics Olympiad in 2021; of which 1 student will compete in the International Physics Olympiad in July 2025 in the Republic of France; 1 student will compete in the International Biology Olympiad in July 2025 in the Philippines. In addition, 3 students entered the final round of the "Road to Olympia" competition in 2023 and 2024 (won 1 Champion prize, 1 Third prize) and 1 student participated in the final round in 2025 held in October 2025.
Hue City Education Department continues to improve the scale of the school and class network in the direction of streamlining, concentration, synchronization, modernization, standardization and increasing socialization. The whole city has 569 kindergartens and general schools (Kindergarten: 208 schools; Primary school: 192 schools; Secondary school: 129 schools; High school: 40 schools); 4 Vocational Education - Continuing Education Centers; 32 facilities participating in vocational education activities.
The implementation of the 2018 General Education Program was carried out synchronously by the sector, focusing on developing learners' qualities and capacities. Teaching and learning activities were organized in a diverse and flexible manner, aiming to arouse students' initiative and creativity, while focusing on training communication skills, critical thinking and self-assessment.
The project "Integrating local cultural education into the Preschool Education Program in the city" was approved; Coordinated with the Hue Monuments Conservation Center to organize the Heritage education program; The Local Education Program has been implemented at all levels from grade 1 to grade 12 in conjunction with the construction and promotion of Hue cultural values and Hue people; Promulgated the Regulations on selecting and organizing the annual ceremony to honor Honorary Students of the whole school, creating great attention from the whole society, arousing pride and spreading the spirit of love of learning and good study of Hue students.
Hue University has continuously developed in terms of scale, type, and training quality; affirming the role and position of a key university, with the stature of a National University. With 9 member units, 1 affiliated School, 3 affiliated Faculties, the teaching staff with academic titles, professors, associate professors, and doctors accounts for a high proportion, ranking 3rd nationwide. The unit continues to affirm itself as a major center for undergraduate and postgraduate training in the country. In 2024, Hue University is one of 6 Vietnamese higher education institutions ranked as a prestigious Asian University by QS (QS Asia); always ranked in the top 5 best higher education institutions in Vietnam, top 350 leading universities in Asia.

Quality team, well-invested facilities
Currently, the team of teachers, managers, and employees of the Hue City Education sector is growing stronger. Hue University has 822 PhDs, 24 doctors with degrees I and II, 17 professors, 211 associate professors, 230 senior lecturers, and 520 main lecturers; vocational education has 20 PhDs and 182 masters. The rate of preschool and general education teachers meeting and exceeding the standard of professional training is 94.9% (30.3% above the standard). Continuing education is 98.6%. Teachers and staff are increasingly promoting good qualities, creativity, innovation, and dedication to the profession.
“Information technology infrastructure has been invested in. 100% of educational institutions in the area have put into use school management software and connected data with the Department as well as the Ministry of Education and Training. In particular, the pilot implementation of digital transcripts for 4th grade students in the whole city in the 2023-2024 school year has seen over 90% of digital transcripts synchronized to the Ministry of Education and Training's digital transcript warehouse. This is a positive result, opening up the direction for replication throughout the system.
“Education and training facilities and equipment have been improved and gradually modernized. The rate of schools meeting national standards has increased rapidly in recent years; the city has 444/569 schools meeting national standards, reaching 78.03% (145/208 preschool schools, reaching 69.7%; 171/192 primary schools, reaching 89.1%; 106/129 secondary schools, reaching 82.2%; 22/40 high schools, reaching 55.0%)” - Dr. Nguyen Tan said.
In addition, the socialization of education has been paid attention to by Party committees, authorities and the education and training sector by creating favorable conditions for investors to enjoy many preferential policies. Hue City currently has 28 non-public kindergartens and general schools, accounting for 4.9%; 1 university, 1 college, 2 secondary schools and 3 non-public vocational training centers.
The expansion of international cooperation and exchange in education and training has been of interest to all levels and sectors. Hue University has signed cooperation agreements with more than 200 universities and international organizations; implemented 19 joint undergraduate and postgraduate training programs with foreign universities, attracting a relatively large number of foreign students to study at undergraduate, graduate and doctoral levels.
In addition, the Hue City government always facilitates the organization of traditional exchange activities between international and regional schools with Quoc Hoc - Hue High School for the Gifted, Nguyen Tri Phuong Secondary School, Hai Ba Trung High School, Nguyen Hue High School, ... and qualified schools. Many students affirm their excellent capacity and integration skills to receive international study abroad scholarships. Many national and international seminars, conferences, and competitions are hosted.
Specific solutions to continue improving the Education sector of Hue City
The Director of the Department of Education and Training of Hue City affirmed that in the coming time, the sector will continue to focus on implementing a number of tasks and solutions to improve its position. Specifically, continuing to comprehensively innovate general education, vocational education and higher education, developing Hue University into a National University, maintaining stability and promoting the position of the highest quality of education in the country (top 5 in university admissions and top 10 in national and international achievements).
The sector will develop a policy for training, fostering, and attracting focused human resources, especially high-quality human resources for advantageous sectors and fields. Along with that, it will continue to improve the quality of comprehensive education and training associated with promoting the discovery, nurturing, and development of talents, continuing to increase the rate of high achievements in national and international competitions for excellent students.
“We will build a comprehensive digital education ecosystem that is student-centered. We are particularly interested in applying artificial intelligence (AI) in education. Initially, AI will support the analysis of learning data to adjust teaching methods, provide career counseling for students, support teachers in lesson design, grading and automatic feedback.
In addition, we will promote socialization and attract investment resources for education and training development, especially high-quality education and training development. Build a favorable and transparent mechanism to encourage businesses and society to invest; attract international resources. Promote scientific research and technology transfer in educational and training institutions" - Dr. Nguyen Tan, Director of the Department of Education and Training of Hue City discussed the plans.
