According to the report of the Department of Agriculture and Environment, the new rural construction program continues to spread widely throughout the province, mobilizing the participation of the entire political system and the active response of the people. The rural landscape is increasingly prosperous; the economic structure has shifted positively, in which industry and rural services have grown rapidly. Agricultural production has grown steadily, forming many specialized agricultural areas to promote the advantages of the province and gradually meet market demands. Linkages along the value chain are increasingly developed; cooperatives promote the role of linking farmers with enterprises. OCOP products are rich and diverse, contributing to creating jobs and increasing people's income. People's living standards have improved, the rural landscape has changed positively, and people's support is increasingly widespread.
Up to now, the whole province has 79/93 communes meeting the NTM standards (84.95%), of which 14 communes meet the advanced NTM standards (17.72%) and 4 communes meet the model NTM standards (5.06%). It is expected that by the end of 2025 (if the province is not merged), the whole province will have 81 communes meeting the NTM standards (87.1%, exceeding 6 communes compared to the target), 18 communes meeting the advanced NTM standards (22.22%, exceeding 2 communes) and 10 communes meeting the model NTM standards (12.35%, exceeding 2 communes)...

Conference overview
The province pays special attention to the direction and implementation of the National Target Program on Sustainable Poverty Reduction, with the coordination of the Provincial Party Committee, People's Council and Provincial People's Committee. Along with the support of capital sources from the Central Government, the provincial budget is balanced to implement poverty reduction projects and policies. Poverty reduction policies are implemented promptly, such as supporting health insurance cards for poor and near-poor households; providing preferential credit loans; supporting production, livelihood development, etc., helping to improve people's income and life.

The poverty rate of the whole province according to the multidimensional poverty standard at the beginning of the 2022-2025 period was 3.2%, by the end of 2024 it decreased to 1.43% (down 1.77%). It is estimated that by the end of 2025 it will be 1.04%, an average decrease of 0.54% per year, reaching the set target (0.4 - 0.6%/year). For ethnic minorities, the poverty rate decreased from 13.1% at the beginning of the period to 5.6% by the end of 2024, expected to be 3.6% by the end of 2025; an average decrease of 2.4% per year, exceeding the planned target (1.5 - 2%/year).
The whole province has deployed 226 models and projects to support the development of production, business, services, tourism, startups, etc. to create jobs and sustainable livelihoods for poor, near-poor and newly escaped poverty households, adapt to climate change and epidemics, etc.
Concluding the conference, Vice Chairman of the Provincial People's Committee Nguyen Minh assessed: the implementation of the two national target programs on new rural construction and sustainable poverty reduction has achieved many positive results, creating a clear change from awareness to action in the entire political system, with high consensus of people and businesses in the whole province. The program has contributed to changing the appearance of the countryside to become more spacious, synchronous and modern. The material and spiritual life of the people has gradually improved. The gap between urban and rural areas has gradually narrowed, while traditional cultural values continue to be preserved and promoted...

However, in addition to the remarkable results, the implementation still has some difficulties and limitations that need to be overcome soon. The Vice Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to preside over and closely coordinate with departments, branches and localities to review all directive documents of the Central Government and the Provincial People's Committee, professional instructions, implementation plans, as well as assigned tasks. It is necessary to focus on inspecting and reviewing works and projects using capital from the National Target Program, ensuring proper procedures and processes, speeding up disbursement progress, and promptly removing arising problems at the grassroots level.
Currently, the arrangement of the apparatus and organization of the two-level local government is being carried out. Departments and branches need to proactively guide the new communes to receive and effectively operate the works and projects after the merger. Immediately after receiving instructions from the Central Government, the Department of Agriculture and Environment urgently advised the Provincial People's Committee to issue a plan to implement the National Target Programs for the period 2026 - 2030; complete the draft program summary report and send it to the Ministry of Agriculture and Environment before June 11.
The Vice Chairman of the Provincial People's Committee also emphasized: The program of building new rural areas and sustainable poverty reduction is a long-term process, with a starting point but no end point. It is necessary to absolutely avoid complacency and subjectivity, especially in localities that have met the new rural standards, because if neglected, it will lead to "falling standards". Each Party Committee and locality of new communes must consider this a regular, continuous, long-term task, in which promoting the role of the people as subjects in building new rural areas and sustainable poverty reduction is a key factor to maintain and improve the quality of new rural criteria, towards comprehensive and sustainable rural development.
