Dong Ninh Hoa Ward was established on the basis of merging 3 wards: Ninh Diem, Ninh Hai, Ninh Thuy and Ninh Phuoc commune, with a total natural area of 134.17 km ² , a population of 43,484 people; opening up new opportunities to effectively exploit potentials and advantages, creating important driving forces to attract investment, developing Dong Ninh Hoa ward into an industrial urban area, associated with seaports. In particular, the focus is on developing renewable energy industry, oil and gas processing, shipbuilding, logistics services, maritime transport services and supporting industries... Along with that, in Dong Ninh Hoa ward, there are also urban area projects, coastal tourism services; developing traditional salt craft, combined with eco-tourism, community tourism.

In recent times, Dong Ninh Hoa ward has had many large enterprises and economic groups interested in investing in the fields of shipbuilding, seaports, energy, and oil and gas processing. Many large-scale projects are operating effectively, contributing significantly to the budget such as: HD Hyundai Vietnam Shipbuilding Co., Ltd.; Van Phong 1 BOT Thermal Power Plant Co., Ltd.; Van Phong Bonded Petroleum Warehouse; Nam Van Phong Port... On the other hand, Dong Ninh Hoa ward is located in Van Phong Economic Zone, so the locality also closely coordinates with relevant agencies to implement key traffic infrastructure projects such as: Project to upgrade and expand Provincial Road 1B (section from National Highway 26B intersection to Provincial Road 1 intersection); Project to upgrade and expand DT.652B and DT.652D routes; Coastal road project from Van Ninh commune to Dong Ninh Hoa ward... In the ward, there are also international and national tourism projects such as: Six Senses Ninh Van Bay, TTC Doc Let, Pax Ana, which have contributed greatly to the development of high-end resort tourism.

In order to achieve the goal of promoting economic restructuring, building Dong Ninh Hoa ward into a modern industrial urban area of the South Van Phong area as set out by the 1st Congress of the Dong Ninh Hoa ward Party Committee, term 2025 - 2030, in the coming time, Dong Ninh Hoa ward will focus on achieving an average annual growth rate of total product value of 16%; average annual state budget revenue of 13%. By 2030, the proportion of industry, construction and services will reach 90%; total social investment capital will reach 2,500 billion VND, an average annual increase of 25%; annual per capita income will increase by 14%; annual public investment disbursement rate will reach 100% of the assigned plan.

Synchronously deploy solutions

According to comrade Vo Nam Thang - Party Committee Secretary, Chairman of Dong Ninh Hoa Ward People's Council, to complete the above targets, the locality will synchronously deploy solutions to call for investment attraction and economic restructuring. First of all, on the Party Committee side, continue to promote the sense of responsibility and pioneering and exemplary character of the cadres and party members, especially party secretaries, heads of agencies and units. Innovate leadership methods, closely follow the grassroots, listen to the thoughts and legitimate aspirations of the people. Promote the implementation of grassroots democracy regulations, promote the supervisory role of the Front and mass organizations to create consensus and mobilize people's strength in performing the tasks of socio-economic development in the locality. Strongly innovate the work of evaluating and using cadres, building a contingent of cadres and party members to meet the requirements of innovation in the new development period. Along with that, focus resources, develop synchronous economic and social infrastructure, especially focus on developing industries, developing industrial parks, renewable energy industry, oil and gas processing, shipbuilding, logistics services, maritime transport services and supporting industries; urban area projects, coastal tourism services, developing salt production associated with traditional salt villages, combining the development of eco-tourism and community tourism.

Identifying industrial development associated with seaports as the driving force for economic development, the locality will also support, facilitate and coordinate with competent agencies to advise the province to soon implement projects in the area such as: Ninh Diem 1, Ninh Diem 2 and Ninh Diem 3 Industrial Parks; expansion projects of HD Hyundai Vietnam Shipbuilding Co., Ltd. and Van Phong Power Co., Ltd. Coordinate with the Provincial Land Fund Development Center and relevant agencies to effectively carry out site clearance, serving the implementation of investment projects, especially projects in Ninh Thuy Industrial Park. Proactively coordinate with the Provincial Economic Zone and Industrial Park Management Board and departments and branches to attract investment in projects according to the list of projects calling for investment approved by the Provincial People's Committee, including: Ninh Van Concentrated Shrimp Breeding and Inspection Area; Nam Van Phong General Port; Nam Van Phong Port Logistics Service Area; Nam Van Phong Liquefied Gas Storage Port; Nam Van Phong Petrochemical Refinery Complex; Green Hydrogen and new fuel production plant... Based on the general planning of Khanh Hoa province, the adjustment of the previous general urban planning of Ninh Hoa town and the general planning, zoning plans of Van Phong Economic Zone, the ward will also review, establish, and adjust zoning plans, detailed plans to ensure the coverage rate of the planning in the area.

In addition, Dong Ninh Hoa ward also focuses resources on developing synchronous economic and social infrastructure. In particular, priority is given to developing digital transformation infrastructure; promoting administrative reform, improving the investment environment, developing digital government, and improving local governance indicators. Strive to complete the digital government architecture framework version 4.0; promote the implementation of electronic payments and services suitable for the digital economy. By 2030, increase the rate of online public service use by people and businesses to over 80%, the rate of online payment transactions to 50% or more.
