Quy Nhon Bac Ward Party Committee was established under Decision No. 1891-QD/TU dated June 16, 2025 of Binh Dinh Provincial Party Committee, on the basis of merging Nhon Phu Ward Party Committee and Tran Quang Dieu Ward Party Committee, officially put into operation from July 1, 2025. The Provincial Party Committee Standing Committee appointed the Quy Nhon Bac Ward Party Committee Executive Committee consisting of 23 comrades, the Party Committee Standing Committee consisting of 09 comrades. Comrade Tran Thi Nhu Hoa holds the position of Party Committee Secretary; Comrade Ho Thi Kim Ngoc holds the position of Standing Deputy Secretary of the Party Committee; Comrade Nguyen Thai Dien holds the position of Deputy Secretary of the Party Committee.

During the past term, despite facing many difficulties and challenges, the Party Committee, government and people of Quy Nhon Bac ward have promoted the spirit of solidarity, dynamism, creativity, effectively exploited potentials and strengths, mobilized resources, organized and well implemented political tasks, creating clear changes in many fields. The main targets according to the Resolution of the Party Congress of the two wards before the merger were basically achieved and exceeded the set targets; the economic structure continued to shift in a positive direction; the total budget revenue during the term reached nearly 279 billion VND, exceeding the assigned plan target. Urban infrastructure has been invested in and upgraded synchronously, the appearance of the local urban area has improved a lot, the urban space has been expanded towards a civilized urban area; the material and spiritual life of the people has been improved. The fields of education - training, health care, vocational training, science and technology, culture - sports have made much progress; Social security policies, especially for the poor, near-poor, and meritorious people, are timely and effectively implemented; by the end of 2024, the ward will have no more poor households, only 14 near-poor households (accounting for 0.13%). National defense and security in the area are maintained; social order and safety are maintained stably, creating favorable conditions for socio-economic development.

In the 2025 - 2030 term, Quy Nhon Bac Ward Party Committee set out the following main targets: The growth rate of local product value reached 13.1%; of which, industry - construction increased by 14.4%, services increased by 10.9%. Budget revenue exceeded the target assigned by the province. Maintaining the achievement of no more multidimensional poor households; the rate of population participating in health insurance reached 100%; creating new jobs to meet the target assigned by the province. Every year, over 90% of Party cells and Party committees complete their tasks well; the rate of new Party members is from 3% or more... To achieve the above targets, Quy Nhon Bac Ward set out 4 groups of tasks, solutions and 3 breakthroughs to create momentum for development.

Comrade Nguyen Tu Cong Hoang - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee delivered a speech directing the congress.

Speaking at the congress, on behalf of the Provincial Party Standing Committee, comrade Nguyen Tu Cong Hoang praised and congratulated the achievements of the Party committees, authorities and people of the localities before the merger; highly appreciated the spirit of solidarity and unity of Quy Nhon Bac ward throughout the process of preparing, implementing the merger, transferring and deploying tasks according to the new model, as well as in the preparation work for organizing the Congress.

Comrade Nguyen Tu Cong Hoang basically agreed with the direction, goals, main targets and key tasks for the 2025 - 2030 term stated at the congress. At the same time, Comrade Nguyen Tu Cong Hoang suggested that the Ward Party Executive Committee focus on implementing well the following key tasks: Promoting the spirit of solidarity and unity within the entire Party; building a truly clean and strong Party organization; innovating leadership methods; improving the capacity and fighting strength of the Party organization, especially the Party cells; building a team of brave, intelligent and dedicated cadres to serve the people. Thoroughly implementing the motto of action: "Close to the people to understand, innovate to progress, apply technology to be fast, study to be good, look far to be sustainable". Focus on leading and directing socio -economic development, ensuring the successful completion of the goals and targets of the Congress Resolution; Develop a specific action program and plan for implementation with the motto of "6 clear" (clear people, clear work, clear responsibility, clear authority, clear time, clear results). Do a good job of planning, managing and implementing planning, building and investing in synchronous and modern technical and social infrastructure; ensure regional connectivity and consistency in planning. Strengthen land, resource management and environmental protection. Focus on improving the effectiveness and efficiency of state management; build a modern, professional urban government serving the people, strongly shifting from administrative management thinking to serving and providing public services; taking the satisfaction of people and businesses as a measure of the quality of government operations. Promote comprehensive digital transformation. Strengthen national defense and security, maintain political stability, social order and safety. Proactively grasp the situation, promptly handle incidents right from the grassroots level, not allowing hot spots to arise; Promote the role of political and social organizations in building a national defense posture associated with a solid people's security posture. Focus on developing culture and society, improving the quality of people's lives, considering people as the center and driving force of social development. Implement well social security policies, policies for people with meritorious services, social protection subjects...
