Building Bac Ninh cultural tourism products and brands on the basis of national cultural values (*)

Chairman of the Provincial People's Committee Nguyen Huong Giang delivered the opening speech at the Festival "Returning to Quan Ho land - 2023"

Bac Ninh - Kinh Bac, a land of outstanding people, the birthplace of the Ly dynasty - the dynasty that opened and developed Dai Viet civilization, the first Confucian center of the country. Over thousands of years of history, a diverse, rich and unique cultural heritage system has been created and crystallized in the land of Bac Ninh - Kinh Bac with ancient temples, architectural works, art, valuable documents, artifacts and treasures.

Bac Ninh is also known as the land of traditional festivals with beautiful customs and practices, folk performances with unique nuances, typically Bac Ninh Quan Ho folk songs which have been recognized by UNESCO as a representative intangible cultural heritage of humanity. On behalf of the leaders of Bac Ninh province, I would like to respectfully send greetings and best wishes to the delegates, guests and all the people, artists and artisans inside and outside the province participating in the Quan Ho Festival 2023.

Bac Ninh was once famous for its tradition of studiousness and mandarin education, giving birth to many heroes. In the Ho Chi Minh era, Bac Ninh was also the birthplace and nurturing of outstanding people, outstanding communist soldiers, making important contributions to the revolutionary cause of the Party and the nation such as: General Secretary Nguyen Van Cu, Comrade Ngo Gia Tu, Comrade Hoang Quoc Viet, Chairman of the National Assembly Le Quang Dao. The history, tradition and depth of cultural foundation along with the typical qualities of the people of Bac Ninh - Kinh Bac have contributed to the glorious history of the Vietnamese people.

Continuing to promote the patriotic tradition of the homeland in the context of many advantages, difficulties and challenges intertwined, over the years, Bac Ninh province has always promoted its fine historical and cultural traditions. Under the leadership of the Party and the State, all levels, sectors, cadres, Party members and people of all walks of life have strived to compete and constantly strive to achieve many outstanding results in all fields. People's lives have continued to improve, social security and welfare have been ensured, administrative reform, anti-corruption and waste have changed positively; political security and social order and safety have been maintained; foreign affairs and international integration have been expanded; the great national unity bloc has continued to be consolidated; Party building and political system building have achieved many important results; the work of building and developing human culture in Bac Ninh province has received attention. Cultural products are increasingly rich and diverse. The system of tangible and intangible cultural heritage has been promoted in value, especially Bac Ninh folk songs have been invested in, preserved and promoted to spread their value strongly domestically and internationally; many cultural, sports and tourism events have been successfully organized at national and international scale.

To preserve and develop Bac Ninh culture in the new period, on August 29, 2022, the Executive Committee of the Bac Ninh Provincial Party Committee, Term XX, issued Resolution No. 71 on building and developing Bac Ninh human culture by 2030 to meet the requirements of sustainable development. The Resolution focuses on a number of consistent viewpoints on building and developing Bac Ninh human culture to develop comprehensively, towards truth, goodness and beauty, imbued with national spirit and homeland identity, improving the material and spiritual life of the people, narrowing the gap in cultural enjoyment between localities, regions and population groups in the province; effectively preserving and promoting cultural heritages, creating many high-quality cultural products and typical tourism products imbued with the identity of Bac Ninh - Kinh Bac and in line with the trend of the times.

The 2023 Quan Ho Festival is a major cultural day with 30 unique cultural, sports and tourism activities taking place in the province, connecting the quintessence and cultural identities of ethnic groups representing regions across the country to converge and shine on the thousand-year-old land of Bac Ninh. In addition to introducing and performing the unique cultural quintessence of Bac Ninh Quan Ho folk songs, a representative intangible cultural heritage of humanity, the program of this Festival also has the participation of localities across the country, with intangible cultural heritages recognized by UNESCO. These are Phu Tho xoan singing, Nghe Tinh vi dam (Ha Tinh), Hue royal court music, Central Highlands gongs (Dak Lak), Southern amateur music (Bac Lieu), and Bai Choi (Quang Nam).

With a series of activities, the highlight of which was the opening program of the Quan Ho Festival 2023, the Prime Minister's decision to recognize 3 artifacts and groups of artifacts of Bac Ninh province as national treasures was received, increasing the number of artifacts recognized as national treasures in the province to 17 artifacts and groups of artifacts.

Through the Quan Ho Festival 2023 connecting the quintessence of intangible cultural heritages recognized by UNESCO, Bac Ninh hopes to turn this event into a large-scale annual cultural and tourism activity, aiming to build cultural products and Bac Ninh cultural and tourism brands on the basis of national cultural values; promote exchange activities, create opportunities to connect cultural heritages with localities across the country, strengthen the spirit of solidarity, cohesion and cooperation, and development. On this occasion, on behalf of the Party Committee, government and people of Bac Ninh province, I would like to sincerely thank the leaders of the Party, State, National Assembly, Government, central departments, ministries, branches, provinces and cities nationwide, the domestic and foreign business community for actively caring for and helping Bac Ninh province on the path of construction and development.
