On the morning of March 30, at The Grand Ho Tram (Phuoc Thuan commune, Muyen Moc district), the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Ba Ria - Vung Tau province held a conference to deploy the Provincial Planning for the period 2021-2030, with a vision to 2050, and promote investment in Ba Ria - Vung Tau province. Deputy Prime Minister Tran Hong Ha attended and delivered a speech at the conference.
The conference was attended by nearly 600 guests, including leaders of central ministries and branches; representatives of embassies and consulates of countries in Vietnam; representatives of trade and investment promotion organizations and associations; leaders of provinces and cities in the Southeast region; potential domestic and foreign corporations and enterprises, and more than 200 enterprises and investors in production and business in the province.

Speaking at the opening of the Conference, Comrade Pham Viet Thanh, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the People's Council of Ba Ria-Vung Tau province, said: Over the past 33 years since its establishment and development, up to now, the role and position of Ba Ria - Vung Tau have been increasingly demonstrated in the development process of the country. Ba Ria - Vung Tau has affirmed itself as an important growth pole, with economic scale (GRDP), budget contribution and provincial competitiveness index (PCI) always in the Top 5 leading provinces and cities in the country, the economic structure is shifting towards industrialization, modernization and urbanization, the average GRDP per capita is the highest in the country. Up to now, 2 new industries have been formed compared to other localities in the country, which are the chemical industry and the wind power equipment manufacturing industry.
Along with socio-economic development, Ba Ria - Vung Tau has prioritized allocating resources to invest in human development and improving people's happiness index. There are no more poor or near-poor households in the province according to national standards; social order and safety, national defense and security are ensured, and people's lives are constantly improved.

With its existing advantages, along with strong reforms in the investment and business environment, Ba Ria - Vung Tau has become a potential destination, attracting many large corporations and enterprises to invest and expand production and business. Up to now, the province has attracted foreign direct investment (FDI) with a total registered investment capital of more than 33 billion USD and domestic investment capital of 400 trillion VND. In the first quarter of 2024 alone, FDI capital was attracted of more than 1.5 billion USD and domestic investment capital of more than 25 trillion VND. These investment projects come from 30 countries, territories, and leading corporations and financial institutions in Vietnam with advanced, modern technology, less labor-intensive, high productivity, and environmentally friendly.
“Good planning will create good development space, good development space will create good investors, good investors will create good projects”. Therefore, the work of building and implementing the Provincial Planning is an extremely important task. The province takes advantage of this opportunity to create a model for allocating development space, removing bottlenecks, renewing old growth drivers and creating new development drivers, combining the implementation of 3 strategic breakthroughs: breakthrough in multi-modal transport infrastructure system, breakthrough in digital transformation associated with administrative reform and breakthrough in improving public administration capacity.
The planning of Ba Ria-Vung Tau province was approved by the Prime Minister in Decision No. 1629/QD-TTg dated December 16, 2023. The planning clearly defines the goal as follows: By 2030: Becoming a centrally-run city with an average GRDP per capita from 18,000 to 18,500 USD.
Develop Ba Ria - Vung Tau province into a marine economic center; a maritime service center of the country and Southeast Asia; a high-quality international tourism center; and one of the largest industrial centers of the Southeast region.
By 2050, the province will achieve the goal of net zero emissions as committed by the Vietnamese Government at the COP26 International Conference on Climate Change.

Comrade Pham Viet Thanh emphasized that this is the time to continue to concretize the Party's viewpoint on always putting people at the center of development, developing in harmony with nature, maximizing "internal strength", effectively exploiting "external strength", and improving the people's happiness index as the ultimate goal of development.
The leaders of Ba Ria-Vung Tau province are committed to being ready to share, listen and continue to promote administrative procedure reform associated with digital transformation to enhance the spirit of serving development creation, for a favorable investment environment, transparency in information and long-term policy orientation, ensuring security and safety; Create the most favorable conditions for businesses and investors to confidently choose the province as a place to stand and develop.
At the conference, Ba Ria - Vung Tau also granted Investment Registration Certificates and Investment Policy Decisions to 15 typical domestic and foreign projects. At the same time, announced a list of 92 projects to promote and attract investment from now until 2030. These are large-scale projects, playing a decisive role in the comprehensive and sustainable development with a long-term vision of Ba Ria - Vung Tau.

Speaking at the conference, Deputy Prime Minister Tran Hong Ha emphasized: The planning is a step to concretize the Politburo's policy in implementing Resolution 24 on socio-economic development and ensuring national defense and security in the Southeast region to 2030, with a vision to 2045; maximizing the potential and competitive advantages of Ba Ria-Vung Tau province.
The planning will open up a development space, a driving force for innovation for the province to develop strongly, becoming one of the national marine economic centers, with a logistics system, seaports, international shipping; a high-class tourism center and one of the green energy and green industry centers with high value content. In the near future, Ba Ria-Vung Tau people will enjoy all higher social services, a multi-layered security system, living in a clean environment...
However, in order for the planning to come into practice, it is necessary to organize effective implementation. Deputy Prime Minister Tran Hong Ha noted that Ba Ria-Vung Tau province needs to pioneer in leading the green transformation trend of the whole country. In addition, with the potential of wind power, solar power and gas-based electricity, the province will become a center for renewable energy, hydrogen, green ammonia associated with the energy industry of the whole country. The Deputy Prime Minister believes that green energy will be a new strong driving force for Ba Ria-Vung Tau to become an attractive destination for investors.
According to the Deputy Prime Minister, Ba Ria-Vung Tau province needs to have a roadmap to green economic sectors, develop a circular economic model based on science and technology, digital transformation, build a green lifestyle, and take the lead in transforming, building, and developing a green, smart, and modern port system, contributing to the country's efforts to reduce emissions, towards net zero emissions by 2050.

On the other hand, the province needs to prioritize connecting the logistics industry with other service industries such as transportation, accommodation, trade, digital infrastructure development, digital utilities; aiming to develop a smart tourism ecosystem. Attract strategic investors to develop international-class tourism complexes with a highlight nature. Turn economic centers on the sea into bases to firmly protect sovereignty at sea. Link to form an economic and tourism driving force axis with provinces and cities in the Southeast region, Mekong Delta, and Central Highlands. Focus on developing the urban system to create a spillover force for economic development, linking urban areas. Focus on the urban development model according to traffic orientation (TOD). Promote the development of urban areas according to green and smart standards, based on digital transformation so that people can enjoy the best.
Deputy Prime Minister Tran Hong Ha emphasized that the decisive factor for success is the dynamic and creative spirit of the Party Committee and authorities at all levels and the role of the People and enterprises as the center, subject, driving force, and goal of the development and supervision of the implementation of this master plan. In particular, it is necessary to draw lessons from the development of coastal cities so that Ba Ria-Vung Tau is not only a place worth investing in, but also a place worth living and experiencing./.
