On the morning of December 24, Senior Lieutenant General Le Huy Vinh, member of the Party Central Committee and Deputy Minister of National Defense, attended and gave a speech at the Conference to issue a Resolution on leadership in implementing tasks in 2025 of the Party Committee of the General Department of Engineering.

In 2024, the Party Committee of the General Department of Engineering has led and comprehensively deployed all aspects of work, achieving good results. Notably, it has provided advice and direction to ensure adequate and timely technical equipment for training tasks, combat readiness, parades, and marches during the 70th Anniversary of Dien Bien Phu Victory and exercises; assessed and accepted programs and projects for purchasing, manufacturing, repairing, improving, and modernizing technical equipment. Well implemented the contents of Party work, political work, organized the 50th Anniversary of the General Department of Engineering's Traditional Day and received the Ho Chi Minh Medal, ensuring solemnity, practicality, efficiency, safety, and economy. The General Department of Engineering is stable, united, and unified, completing its tasks well.

Regarding the direction of leadership in implementing the tasks in 2025, on the basis of clearly defining the leadership motto "Solidarity, democracy, innovation, efficiency", the Party Committee of the General Department of Engineering determines to focus on doing a good job of advising the Central Military Commission, the Ministry of National Defense and directing the entire army to do a good job of technical work; focus on improving and modernizing technical equipment, enhancing the capacity of technical support facilities, technical equipment warehouse systems; well implementing the 50 Campaign. Speaking at the conference, Senior Lieutenant General Le Huy Vinh requested the Party Committee and the General Department of Engineering to continue to better and more effectively lead the strategic advisory function with the Central Military Commission and the Ministry of National Defense on technical assurance work, meeting the requirements of building a lean, strong, and elite Army. Lead, direct, advise, and synchronously and effectively implement key programs and targets, ensuring weapons and technical equipment for missions. Continue to lead and direct the synchronous implementation of solutions to build a comprehensively strong General Department that is "exemplary and typical".

Strictly implement the plan to merge the General Department of Engineering and the General Department of Logistics according to the Plan of the Ministry of National Defense. The merger process must be extremely proactive, flexible, sensitive, carried out methodically, in the right order and on schedule. Immediately after the merger, quickly consolidate and stabilize all aspects to perform the task. Timely consolidate Party committees and Party organizations at all levels, especially in separated, merged and reorganized units. Direct the review, supplement the planning, rotation, transfer and consolidation of command and management cadres at all levels, in conjunction with the implementation of the Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army; prepare personnel for the new term Party committees; lead and direct the preparation and successful organization of Party congresses at all levels in the General Department Party Committee for the 2025-2030 term./.
