Proposing the regime and number of deputy commanders of the commune military command when abolishing the district level

Accordingly, the number of deputy commanders and assistants of the commune-level military command includes: key commune-level administrative units on national defense have 2 deputy commanders and 1 assistant; commune-level administrative units not in the above case arrange 1 deputy commander and 1 assistant.

The Ministry of National Defense is seeking opinions on the proposal for subsidies and the number of deputy commanders of commune military commands when the district level is abolished.

Regarding allowances, commanders, political commissars, deputy commanders, deputy political commissars, and assistants of commune-level military commands with a working period of 60 months or more are entitled to seniority allowances.

The allowance level is as follows: after 5 years (60 months) of work, the employee will receive a seniority allowance equal to 5% of the current salary and position allowance, seniority allowance exceeding the salary scale (if any) or current monthly allowance; from the 6th year onwards, each year (12 months) will be calculated with an additional 1%.

Commanders, political commissars, deputy commanders, deputy political commissars, and assistants of commune-level military commands who have worked in other professions and are entitled to seniority allowances shall have that time added to the time holding the positions of commanders of commune-level military commands to calculate seniority allowances. The time for calculating seniority allowances as prescribed in Clause 1 of this Article, if interrupted, shall be accumulated.

The seniority allowance of the commander, political commissar, deputy commander, deputy political commissar, and assistant of the commune-level military command is calculated and paid with the monthly salary and allowance. The seniority allowance of the commander, deputy commander, and assistant of the commune-level military command is calculated and paid for by social insurance and health insurance.

The budget to ensure the implementation of the regime and policies according to regulations is guaranteed by the People's Committee at the commune level for the militia managed by the commune level; the People's Committee at the provincial level ensures the budget for the militia managed by the local military agency at the provincial level.

The Commander of the Hanoi Capital Command, the Commander of the Ho Chi Minh City Command, and the commander of the provincial military command shall submit to the chairman of the provincial People's Committee for decision; the commander of the commune military command shall report to the chairman of the commune People's Committee for decision.

Within 3 working days from the date of receipt of the application, the Chairman of the Provincial People's Committee shall decide on the allowance for the militia. Within 5 working days from the date of issuance of the decision, the Commune People's Committee shall be responsible for paying the allowance to the militia.
