On the afternoon of July 17th, in Hanoi, Professor, Doctor Nguyen Xuan Thang, Member of the Politburo , Director of the Ho Chi Minh National Academy of Politics, and Chairman of the Central Theoretical Council, received and held a working meeting with Mr. Doron Avnin, Vice President of Google, in charge of government relations and public policy for emerging markets.
Welcoming Mr. Doron Avnin, Vice President of Google, in charge of Government Relations and Public Policy for Emerging Markets, and members of his delegation to the Academy, the Director of the Ho Chi Minh National Academy of Politics, Nguyen Xuan Thang, expressed his pleasure in receiving representatives of one of the world's leading technology corporations and said he was very impressed by the outstanding achievements of Google - a leading technology corporation, a pioneer in many fields, such as: search engine (Google Search); Android operating system; cloud computing platform and artificial intelligence (AI) - technologies that have been and are being widely applied in Vietnam; contributing significantly to supporting management and operation of systems as well as improving the quality of life for the people.
The Director of the Ho Chi Minh National Academy of Politics emphasized the importance of expanding international cooperation, especially in the context of Vietnam entering a new stage of development, with high determination in implementing the major policies of the Party and State on innovation, digital transformation, and the development of high-quality human resources, especially leaders, managers, and civil servants in the political system.

According to Mr. Nguyen Xuan Thang, reality shows that there is a certain gap between officials who have technological knowledge but lack management experience and, conversely, officials with management experience but who are not adequately equipped with digital knowledge and skills. This is a key issue that requires a comprehensive solution, in which technology is not only a tool but also a deeply integrated element into the entire public service management ecosystem of the entire political system.
In response to that request, the Director of the Ho Chi Minh National Academy of Politics, Nguyen Xuan Thang, proposed collaborating with Google to develop a comprehensive AI-based training model suitable for Vietnam's context, meeting different levels of needs in training and developing cadres to meet the demands of the new era.
During the meeting, Mr. Nguyen Xuan Thang also mentioned the need to build a shared Big Data database for the entire Academy system and the entire political system, considering it a "dormant resource" that needs to be effectively exploited to serve the work of summarizing practical experiences, formulating policies, conducting theoretical research, and training cadres within the political system.

Mr. Nguyen Xuan Thang expressed his desire for the collaboration of reputable technology partners such as Google and FPT Group - which is closely cooperating with the Academy in the fields of technology, data science, and digital transformation.
On behalf of Google, Mr. Doron Avnin thanked the Director of the Ho Chi Minh National Academy of Politics, Mr. Nguyen Xuan Thang, for taking the time to meet and highly appreciated Vietnam's strategic vision.
Mr. Doron Avnin affirmed that Google is always ready to accompany Vietnam on its digital transformation journey, especially in the field of education and training high-quality human resources.
Sharing about the AI training models that Google has implemented in many countries, Mr. Doron Avnin said there are three main levels: disseminating basic AI knowledge to the general public; training civil servants and officials in applying AI to their daily work; and in-depth training programs for research and innovation teams.
According to Doron Avnin, the collaboration between Google and the Ho Chi Minh National Academy of Politics represents a promising combination of a top-tier educational institution of the Vietnamese Party and State and a global technology corporation with leading expertise in science, technology, innovation, digital transformation, and artificial intelligence.

During the meeting, both sides agreed to soon sign a Memorandum of Understanding (MOU) on science, technology, innovation, digital transformation, and AI applications; and to cooperate in developing programs and organizing training at the Academy.
This memorandum will serve as an important legal basis for implementing science and technology development programs, innovation, digital transformation, AI applications, and training programs, developing digital platforms to support learning, organizing thematic workshops, and building an innovation, digital transformation, and AI application ecosystem relevant to the Vietnamese context.
At the same time, the signing of the MOU will also open up opportunities for deeper cooperation in areas such as national AI policy development, establishing AI ethical standards, applying AI in strategic consulting activities on policy planning and implementation of the Party and State, as well as raising public awareness of new technologies within the framework of the Academy's functions and tasks.
