On December 17th, the Standing Committee of the Hanoi City People's Council held a conference to implement the digital transformation plan for the activities of People's Councils at all levels in the city in 2026. The aim is to improve the quality and effectiveness of People's Councils at all levels in the period 2026-2031 and beyond, and to strengthen the dissemination and promotion of digital transformation in People's Councils at all levels in the city.
The conference focused on implementing the Digital Transformation Plan of the People's Councils at all levels of the city in 2026, the key tasks for the period 2026-2031 and subsequent years; signing the Coordination Regulations on digital transformation work at the People's Councils at all levels between the Office of the National Assembly Delegation and the People's Council of the city and the Digital Transformation Department, Office of the National Assembly; and between the Office of the National Assembly Delegation and the People's Council of the city and the Public Administrative Service Center; introducing and launching several applications for managing election information in Hanoi, the QCabinet paperless meeting room; and introducing and training on the use of the application for resolving voter petitions submitted to the city level, and the Artificial Intelligence application of the People's Councils at all levels.
The conference focused on implementing the "Digital Literacy Movement - Digital Parliament" at the City People's Council and commune/ward People's Councils to disseminate basic digital knowledge and skills, and equip officials and representatives of People's Councils at all levels with the skills to work in a digital environment.
In her concluding remarks at the conference, Vice Chairwoman of the Hanoi People's Council Pham Thi Thanh Mai stated that Hanoi is the first locality to implement digital transformation in the activities of People's Councils at all levels.

In the context of the need to deploy digital platforms, business software not only serves the regular operations of the People's Council but also directly meets the requirements of the National Election Council.
The Office of the National Assembly Delegation and the City People's Council will closely coordinate with the Public Administrative Service Center to continue strictly implementing the signed coordination regulations; at the same time, it will promptly advise on the issuance of a complete legal basis, especially documents related to ensuring the security and safety of the system, creating conditions for the synchronized deployment of digital platforms.
The Vice Chairman of the City People's Council emphasized that the deployment of software and systems serving the election must be substantive and have a legal basis; installation must be operational, avoiding mere formality.
To achieve this, it is necessary to ensure adequate technical infrastructure, from internet connections to equipment at the local level, especially at the commune and ward levels.

The city has allocated over 9,000 billion VND, equivalent to 4% of the total budget expenditure in 2026, for science and technology, innovation, and digital transformation, exceeding the central government's requirement. Based on this, the Department of Science and Technology is requested to urgently review and strengthen infrastructure and hardware in 126 communes and wards, considering this a key political task for 2026.
In particular, a database is only meaningful when it ensures that it is "accurate, complete, clean, active, and interconnected." The construction, sharing, and exploitation of common data must be carried out seriously, not only to serve the activities of the People's Council but also to be linked to the city's large database and the national database.
The implementation of digital transformation must adhere to the "six clear principles": clear person, clear task, clear time, clear responsibility, clear effectiveness, and consistency and uniformity.
Communes and wards should not mechanically copy the city's plan, but must concretize it to suit their practical conditions so that results can be measured and evaluated.
Digital transformation needs to be closely linked to job position reviews, linking implementation responsibilities to KPIs for each official, civil servant, and People's Council representative, especially the specialized team.
The use of digital platforms such as QCabinet should become a mandatory requirement in organizing sessions and conferences of the People's Council, minimizing paperwork and improving operational efficiency.
“Digital transformation is a major shift, requiring the enhancement of the capacity of the staff. Each official and delegate must proactively learn and responsibly use technology and artificial intelligence, ensuring accurate and authentic data. The Office of the National Assembly Delegation and the City People's Council is responsible for monitoring progress and results according to planned milestones, and promptly advising on adjustments and additions to meet practical requirements,” said the Vice Chairman of the City People's Council.
The Vice Chairman of the City People's Council requested that the People's Councils of communes and wards closely cooperate with the City People's Council, resolutely implementing digital transformation effectively, linked with "digital literacy education" and "digital National Assembly," striving to build a two-level digital People's Council of the Capital that operates increasingly effectively and efficiently in the future.../.
