Hanoi promotes youth entrepreneurship, innovation, and international integration.

Entering a new phase of development, Hanoi strives for growth exceeding 11%, focusing on science and technology, innovation, the digital economy, and identifying youth as the core force in realizing these goals.

On December 17th, Vu Dai Thang, Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Hanoi Party Committee, and Chairman of the Hanoi People's Committee, chaired the 2025 Dialogue Conference with Hanoi's Youth, themed "Hanoi Youth: Igniting Aspirations - Pioneering Creativity - Acting Responsibly."

Attending the Conference were representatives from the City Party Committee, the City People's Council, the City People's Committee; the Central Committee of the Youth Union; the Vietnam Fatherland Front Committee of Hanoi City; leaders of departments, agencies, and socio- political organizations of the city; and more than 200 outstanding youth union members representing nearly 3 million young people in the capital city.

In his opening remarks at the conference, Chairman of the Hanoi People's Committee Vu Dai Thang emphasized that dialogue with young people is an important forum for city leaders to directly listen to the thoughts, aspirations, suggestions, and ideas of young people; thereby improving mechanisms and policies, creating a favorable environment for young people to发挥 their pioneering and creative roles, and contributing to the rapid and sustainable development of the Capital city.

Prior to the conference, the Hanoi Youth Union organized a broad consultation process to gather opinions from its members and young people in various sectors and fields.

The opinions focused on five major areas: building a healthy educational environment for young people; developing youth into digital citizens; the mission of youth in the development of science and technology, innovation, and digital transformation; youth economic development; and international integration and exchange.

At the conference, many young delegates frankly raised the difficulties and obstacles they face in the process of starting and developing their businesses.

Tran Van Luc, CEO of Awake Drive Joint Stock Company, said that many young businesses face obstacles right from the start-up stage, especially legal procedures related to business registration, intellectual property protection, tax obligations, and contract signing. A lack of legal knowledge and resources causes many promising startup models to develop slowly or face risks.

Based on that experience, Mr. Tran Van Luc suggested that the city consider establishing a Legal Support Center for young businesses and startups or implementing a "Legal Advisor accompanying young businesses" program, aiming to advise, guide, provide legal forms and support young businesses in operating in accordance with the law.

In the field of economic development linked to green transformation, Mr. Bui The Quyen, Chairman of Truong Long Phat International Joint Stock Company, believes that Hanoi's orientation towards developing ecological urban agriculture and modern rural areas has opened up many opportunities for young businesses to invest in high-tech agriculture.

However, young businesses still face difficulties in accessing land, investing in technical infrastructure, and connecting to product consumption. Delegates suggested that the city should have specific policies on land, infrastructure, and supply chain linkage mechanisms to reassure young businesses and encourage them to invest and expand production.

Speaking at the conference, Deputy Director of the Hanoi Department of Agriculture and Environment, Ta Van Tuong, said that the 2024 Capital City Law has resolved many obstacles regarding the use of agricultural land in concentrated production areas; allowing the construction of facilities directly serving production, product display and introduction, and experiential education.

Hanoi currently has approximately 1,350 craft villages, which represent a significant resource for young people to develop agricultural models linked to ecotourism, experiential tourism, and creative economy.

In the field of international integration, Mr. Nguyen Luong Tu, Deputy Secretary General of the Hanoi Young Entrepreneurs Association, believes that Vietnam's participation in new-generation free trade agreements is opening up many opportunities for young businesses to participate in global supply chains. However, to effectively utilize these opportunities, young businesses need stronger support in trade promotion, international connectivity, and brand building.

Director of the Hanoi Department of Industry and Trade, Vo Nguyen Phong, affirmed that the city is ready to support young businesses in trade promotion activities, effectively utilize FTAs, and expand export markets to potential regions such as the Middle East, Africa, and South America.

In his concluding remarks at the conference, Chairman of the Hanoi People's Committee Vu Dai Thang highly appreciated the sense of responsibility, aspiration for progress, and desire for international integration of the capital's youth.

According to the Chairman of the People's Committee of the city, the opinions expressed at the conference clearly demonstrated the courage, intelligence, and constructive spirit of the youth, and also served as an important basis for the city to continue improving its institutions and policies in the future.

2025 is the final year of the 2020-2025 socio-economic development plan; at the same time, the city is implementing many major tasks, including reorganizing the local government apparatus according to a two-tier model. Despite the volatile international context, Hanoi's GRDP in 2025 is estimated to reach approximately 8.5%, higher than the set target.

Entering the period from 2026 onwards, Hanoi aims for high growth, striving to achieve an annual growth rate of approximately 11% or more, with a focus on developing modern infrastructure, science and technology, innovation, and the digital economy. In this process, young people are identified as the leading force.

The Chairman of the People's Committee of Hanoi City assigned the Department of Internal Affairs to take the lead and coordinate with the Hanoi Youth Union to research and refine mechanisms for the substantive participation of young people in the development, critique, and monitoring of public policies; assigned relevant departments and agencies to review and supplement policies on resources and funds to support young scientists, startups, and creative spaces; and at the same time, strengthen training and improve digital skills, foreign language skills, and integration capacity for young people.

The Chairman of the People's Committee of Hanoi emphasized that the youth of the capital city should not only develop within the local or national scope, but also confidently reach out to the region and the world.

The city is committed to continuing to create a favorable environment and conditions for young people to train, contribute, and grow, making practical contributions to building Hanoi into a cultured, civilized, and modern capital city.
