Phuoc Ha commune was merged from Nhi Ha and Phuoc Ha communes, the total natural area of the commune is more than 22,999 hectares, the population is about 8,900 people, with 8 villages. The commune Party Committee currently has 17 branches and affiliated party committees with 273 party members. Implementing the arrangement and streamlining of the apparatus after the merger, the commune Party Committee has focused on leading and directing urgently, resolutely, synchronously, operating effectively and efficiently in accordance with the policies and conclusions of the Central and Provincial Party Committees, in accordance with the actual conditions of the locality. During the past term, the Phuoc Ha Commune Party Committee has had many creative ways to bring the contents of the resolution into life. Along with that, taking advantage of support resources from superiors, local Party committees and authorities focused on leadership and direction close to the grassroots reality, effectively exploiting potentials and strengths, contributing to improving people's lives, creating an increasingly prosperous appearance of rural mountainous areas.

Identifying agricultural production as an important goal, playing a leading role in local economic development, the commune has implemented many programs and projects to support production promotion; scientific and technical advances have been gradually applied and widely replicated, creating clear changes in the crop structure, productivity, and quality of agricultural products have continuously increased. The area of crop conversion and fruit tree development suitable to the soil has been continuously expanded; some short-term crops have applied water-saving irrigation and netting models, bringing high economic efficiency. In particular, the model of growing melons, apples, and custard apples is outstanding, estimated at more than 500 million VND/ha/year and there is 1 melon product recognized as meeting 3-star OCOP standards. Livestock continues to be maintained and developed stably, with a total herd of livestock (such as cows, goats, sheep, pigs) of more than 8,500 heads; Some models of forest economic development combined with agricultural and forestry production with community participation have been effectively promoted, creating jobs, increasing income, and significantly improving people's lives.

At the same time, the economic structure towards increasing the proportion of trade - services and industry has also been gradually transformed clearly. The locality has proactively coordinated with departments and branches to promote administrative procedure reform, actively supported businesses to speed up the site clearance process, creating favorable conditions for the development of renewable energy industry. Thanks to that, in the area, there are currently Thien Tan 1.2 Solar Power Plant and Thanh Vinh Solar Power Plant completed and connected to the national grid. Small-scale handicraft establishments and industries such as: purchasing, processing agricultural products, welding, mechanics... continue to be maintained, opening up many job opportunities for local workers.

Attention and focus have been paid to education and training; improving the material and spiritual life of the people. Medical stations have been invested in and upgraded to serve the people's medical examination and treatment needs; the rate of people participating in health insurance is high. Policies for people with meritorious services, the elderly, children and social protection beneficiaries have been implemented in a safe and proper manner; the rate of poor and near-poor households in the area has decreased rapidly. Political security and social order and safety continue to be maintained...

Main targets for the 2025 - 2030 term:
- The Party Committee of the commune is annually classified as having completed its tasks well or better; more than 90% of Party organizations and Party members are evaluated and classified as having completed their tasks well or better; the rate of admission of new Party members out of the total number of Party members of the entire Party Committee is more than 3%/year; the quality of Party cell activities is good, reaching 90% or more; 100% of Party members study and thoroughly understand the Party's resolutions, directives and regulations; every year there is at least 1 effective model in studying and following Ho Chi Minh's ideology, morality and lifestyle.
- The average annual growth rate of total product value is 11.1% (reaching 762 billion VND by 2030); the growth rate of total state budget revenue is 12%/year; the proportion of industry, construction and services in the total product value is 70.4%; total social investment capital strives to increase by an average annual growth rate of 22.5% (reaching 450 billion VND by 2030); average income per capita increases by 5.9% (striving to reach 63 million VND/person by 2030); the annual disbursement rate of public investment capital reaches 100% of the assigned capital plan.
- The rate of poor households according to the multidimensional poverty standard by 2030 will decrease to below 7%; the annual unemployment rate will be below 15%; the rate of online public service use by people and businesses will reach over 85%; the level of satisfaction of people and businesses with the government will increase by 5% compared to the beginning of the term.
- The rate of young people joining the army reached 100% of the annual assigned target; the construction of the militia and self-defense force reached 0.3% of the population; the rate of handling denunciations, reports of crimes, and recommendations for prosecution reached over 90% and 100% of communes met the standard of "Safe in security and order".

In particular, studying and following Ho Chi Minh's ideology, morality and style are closely linked to the implementation of political tasks of each agency, unit and locality; the work of creating sources and developing new party members is of interest and focus, with 49 new party members admitted, reaching 115% of the resolution's target. Inspection and supervision work; grasping developments in the ideological situation, orienting public opinion among cadres, party members and people are always maintained regularly. Mass mobilization work, activities of political and social organizations are well implemented; many emulation movements and campaigns launched by superiors are implemented synchronously and practically, creating a widespread influence in the community.

In the 2025 - 2030 term, Phuoc Ha Commune Party Committee sets out development directions and goals with many key, breakthrough tasks that are close to local reality. Comrade Tran Do Oanh - Secretary of the Party Committee of Phuoc Ha commune said: "The merger of the two communes will greatly expand the development space; the potentials and advantages of each commune will be maximized, complementing each other for development. However, the locality also clearly identified the difficulties to be faced, especially the situation of climate change affecting agricultural production, the uneven economic development between regions... Therefore, the Party Committee, government and people of the commune will focus on leading, directing, operating and organizing the implementation of tasks of the political system in a truly creative and flexible manner; strengthening the strength of the solidarity bloc of ethnic groups, organizing patriotic emulation movements in a practical and effective manner; maintaining political stability, social order and safety, firmly ensuring national defense and security".

The commune will also accelerate the process of economic restructuring and building a growth model, increasing labor productivity; exploiting and maximizing the commune's potential and advantages such as forest economy, renewable energy, high-tech agriculture; mobilizing and effectively using resources; strengthening the management and sustainable development of state budget revenue; continuing to invest in completing a synchronous rural infrastructure system, ensuring connectivity. In addition, the commune promotes administrative reform, improving the investment and business environment; building and developing digital government; developing culture and people to truly become the foundation and great driving force for development in the new period; Effectively implement economic development policies and strategies associated with social progress and equity; create development opportunities for all people, reduce the gap between rich and poor, and inequality in society.
