The Ministry of Agriculture and Environment (MARD) said that this is considered an important step forward, promising to open a new era for Vietnam's livestock industry, towards modernity, sustainability and contributing to ensuring food security, protecting the environment and increasing the value of national agricultural production.
The Ministry of Agriculture and Rural Development cited practical examples from China - the world's largest pork producer and consumer - which has applied the "apartment" model for pigs since the African swine fever crisis in 2018. To date, more than 4,500 multi-storey pig farming buildings have been built, applying high technologies such as artificial intelligence (AI), blockchain, and automation, helping to control diseases, reduce pollution, save costs, and increase farming efficiency far beyond the traditional model.

Vietnam is the 6th largest pork producer and supplier in the world, with nearly 5.2 million tons of live pigs sold in 2024, accounting for 4.3% of global pork output. Pork accounts for 65% of total domestic meat production, playing an essential role in ensuring consumption.
The African swine fever epidemic in 2019-2020 caused more than 9 million pigs to be destroyed, causing losses of more than 30,000 billion VND. At times, the price of live pigs reached 105,000 VND/kg, causing the consumer price index to increase sharply, affecting the entire economy .
Since the beginning of the year, African swine fever has been raging, with outbreaks occurring in 30/34 provinces and cities, with more than 43,000 pigs forced to be culled, causing major impacts on the livestock industry. This requires the livestock industry to make a strong transformation to develop and ensure food security for the whole country.
According to the Ministry of Agriculture and Environment, two large domestic enterprises have sent documents asking for the ministry's opinion on implementing the "apartment" model for pigs, including a business that has entered into a strategic partnership with a Chinese corporation to invest in a 6-storey pig farm complex in Tay Ninh.

Vietnam is also promoting the modernization of the livestock industry through policies and regulations that encourage the application of high technology, automation and environmental protection. The Law on Livestock, Resolution 57-NQ/TW and many projects and development strategies until 2030 are all aimed at a safe and sustainable livestock farming model. In 2024, Vietnam will issue TCVN 14209:2024 on multi-storey pig farms, creating a legal foundation for high-tech livestock farming and ensuring disease safety.
