Since the beginning of the year, the country has had at least 346 outbreaks of African swine fever in 25 provinces and cities, with thousands of pigs culled. African Swine Fever (ASF) is transmitted through the respiratory and digestive systems via direct or indirect contact with contaminated objects such as infected pigs, barns, transport vehicles, tools, equipment, clothing, and feed containing infected pork. Due to the high survival rate of the virus, the disease tends to spread very quickly. However, ASF does not spread to humans and does not pose a direct threat to human health. However, pigs infected with ASF are at high risk of contracting other diseases such as porcine reproductive and respiratory syndrome (PRRS), influenza, and typhoid. These diseases are dangerous to humans, causing digestive disorders when people consume raw blood or undercooked pork from infected pigs. ASF is currently spreading rapidly and shows no signs of abating; there is no specific preventative measure. While the disease does not directly affect human health, it can cause or indirectly lead to other illnesses.

In light of the above situation, the Provincial People's Committee requests the Department of Agriculture and Rural Development to take the lead and coordinate with relevant departments and agencies, as well as the People's Committees of districts, towns, and cities, to launch and organize the second phase of the 2024 General Environmental Sanitation, Disinfection, and Decontamination Month, during September and October 2024, throughout the province. Simultaneously, they are to coordinate with the Department of Finance to allocate funds to ensure the full and effective implementation of the general environmental sanitation, disinfection, and decontamination as prescribed. Accordingly, the People's Committees of districts, towns, and cities shall direct the People's Committees of communes, wards, and townships to organize general sanitation teams and spray disinfectants in household livestock farming areas, markets selling live animals and fresh animal products, locations for collecting live animals and animal products for trading and business, areas for burying and disposing of diseased animals and animal products carrying pathogens, and areas for collecting and processing animal waste. Disinfection spraying should only be carried out after these areas have been swept and cleaned. Concentrated livestock farms in the province, centralized animal slaughterhouses, and poultry egg incubation facilities shall proactively allocate funds to organize sanitation, disinfection, and decontamination at their facilities and surrounding areas under the supervision of local authorities and veterinary specialists. The Provincial People's Committee stated that it will mobilize local resources to decisively handle outbreaks, preventing new outbreaks from occurring. Simultaneously, it will organize the disposal of sick, suspected sick, and dead pigs, and proactively implement policies to support livestock farmers affected by the disease in accordance with the law. It will promptly detect, prevent, and resolutely handle cases of buying, selling, and transporting sick pigs, and discarding dead pigs that spread disease and pollute the environment. It will guide livestock farmers to strengthen hygiene and disinfection measures in high-risk areas and surrounding areas. It will promote biosecurity in livestock farming, and establish disease-free farming facilities and zones. It will review and accurately compile statistics on the total pig population and the number of pigs vaccinated against African Swine Fever. Based on this, it will approve a plan, prioritize the allocation of funds for centralized vaccine purchase, and organize synchronized vaccination at the same time. Simultaneously, strictly implement disease prevention and control measures, especially in areas currently experiencing outbreaks or at risk of outbreaks, and establish disease-free livestock farming zones and chains. In addition, strengthen information and communication efforts through various means regarding the dangerous nature of African swine fever, the risk of disease recurrence and spread, disease prevention measures, and the use of African swine fever vaccines for fattening pigs according to the guidelines of the Ministry of Agriculture and Rural Development .

In particular, strictly handle cases of concealing outbreaks or delaying reporting, which leads to the spread of disease. Consider holding the head of the agency accountable if they are negligent or careless in leadership and direction, resulting in disease outbreaks in their managed area. Focus on directing, organizing, guiding, urging, and inspecting the prevention and control of African swine fever, proactively monitoring the disease situation closely, ensuring early detection, warning, and timely and thorough handling of outbreaks, preventing the disease from spreading widely…
