Strictly handle environmental violations, protect sustainable development

In recent times, environmental protection work in Long An province has always been focused on, with the drastic participation of the entire political system. Along with promoting socio-economic development, functional branches and the provincial police force have stepped up the fight and strictly handled violations, contributing to maintaining legal discipline, protecting people's health and the living environment.

Proactively check and handle violations

In recent times, environmental protection work in the province has achieved many results. Awareness of compliance with environmental protection laws of agencies, organizations, businesses and people has changed positively. Many models of environmental protection have been deployed, bringing positive results. Environmental protection infrastructure has been gradually invested. Environmental pollution prevention and treatment work at key projects and works has been carried out drastically. Thereby, contributing to curbing the increase in environmental pollution, serving sustainable development, protecting health, and improving the quality of life of people.

In the fight against environmental crimes , the Provincial Police proactively advised on organizing many peak periods of attacking and suppressing crimes, synchronously deploying professional measures to prevent, inspect, and handle violations. In 2024 alone, the Provincial Police inspected and detected 28 cases of violations of environmental protection laws.

In which, the Investigation Agency has prosecuted 1 case, 1 defendant for the crime of "Causing environmental pollution" under Article 235 of the Penal Code. Specifically, on July 24, 2024, the Investigation Police Agency of the Provincial Police
prosecuted a director of a company with a factory located in Thanh Hoa district. According to the investigation conclusion, this factory does not have the function of waste treatment but still signed contracts with many partners inside and outside the province to treat organic waste.

From 2021 to May 2024, this factory was repeatedly administratively sanctioned for discharging waste beyond standards and dumping ordinary solid waste into the environment. Upon inspection, the total volume of illegally dumped waste reached 4,000 tons, causing serious environmental pollution and public outrage.

According to the province's assessment, in the context of the province continuing to promote investment attraction, industrial development, trade and services, environmental pollution has also arisen in certain establishments, areas and locations. Meanwhile, state management in the environmental field is still not strict. Proactive prevention and handling of acts causing environmental pollution is still limited, lacking deterrence, and prevention effectiveness is not high.

Improve efficiency, coordinate information sharing

Implementing Plan No. 135/KH-BCA, dated March 1, 2025 of the Ministry of Public Security on "General review, combat and handle crimes, law violations and advise on handling polluting establishments, areas and locations with serious environmental pollution", recently, the Provincial Police Department has submitted a document advising the Provincial People's Committee to issue a document directing all levels and sectors to carry out key tasks and solutions to strengthen prevention, detection, handling and resolution of establishments, areas and locations with environmental pollution.

Implementing the above direction, all levels and sectors are assigned to coordinate with the Provincial Police to review, share, and provide information, lists of polluting facilities, areas, locations of environmental pollution, and environmental monitoring data in the province to serve the work of preventing and combating crimes and violations of environmental laws.

According to Colonel Lam Minh Hong - Director of the Provincial Police, the police force is assigned to preside over and effectively implement Plan No. 135/KH-BCA according to its functions and tasks, in conjunction with the actual situation of violations in the area. The Provincial Police develop a comprehensive program, promote professional measures, review and strictly handle pollution "hot spots"; at the same time, resolutely transfer criminal proceedings to acts with signs of crime with the motto "Do not trade the environment for economic benefits".

The consistent viewpoint is “Handling one case to warn an entire region or field”, “Not applying administrative measures instead of criminal handling”. Resolutely not allowing the formation of “hot spots, complications” of environmental pollution that cause public outrage and negatively affect human health.

The provincial police also set up a hotline for people to report acts of environmental pollution, closely coordinated with media agencies and local authorities to promote propaganda in many forms to raise public awareness.

According to Colonel Lam Minh Hong, through investigation and handling activities, the Provincial Police also promptly advised and proposed solutions to overcome shortcomings in mechanisms, policies, laws and state management. Along with that, step by step improve the effectiveness of prevention, detection and handling of violations, contributing to building a safe and sustainable living environment for people, serving the socio-economic development goals of the province./.

On May 6, 2025, Vice Chairman of the Provincial People's Committee - Nguyen Minh Lam directed all levels and sectors to carry out key tasks and solutions to strengthen prevention, detection, handling and resolution of facilities, areas and locations of environmental pollution. Mr. Nguyen Minh Lam requested heads of all levels and sectors to coordinate with the Provincial Police to review, share and provide information, lists of polluting facilities, areas and locations of environmental pollution and environmental monitoring data in the province to serve the work of preventing and combating crimes and violations of environmental laws.
