In a document sent to Project Management Board 6 and Phuc Thanh Hung Joint Stock Company, the Ministry of Transport emphasized that the Dien Chau - Bai Vot Expressway is an important national project. At the 8th meeting of the State Steering Committee, Prime Minister Pham Minh Chinh directed that the project must be completed before April 30, 2024.

However, according to the report of Project Management Board 6 and the Department of Construction Investment Management (Ministry of Transport), the project progress has not met the set plan. Up to now, it has only reached VND 5,720.40 billion, equivalent to 66.55% of the contract value.
Currently, the project implementation time is only about 4 months, with the remaining output of about 2,660 billion VND (not including 214.65 billion VND for building the intelligent traffic control system), the average monthly project must reach 665 billion VND (equivalent to 7.74% of the contract value).
The Ministry of Transport requires contractors to concentrate resources more than in 2023, about 2.12 times more, to be able to meet the project's progress. Notably, Hoa Hiep Company Limited's remaining output is up to 1,291/2,660 billion VND, accounting for 48.53% of the remaining construction volume of the project.
The Ministry of Transport severely criticized the project enterprise for not decisively directing the contractors to implement the critical items to meet the overall progress of the project. Slow to develop a plan to implement the completed items such as: foundation, road surface, traffic safety, toll stations...
In particular, the project is progressing slowly but there is no solution or continuous construction plan to compensate for the progress; there is no proactive resolution of problems related to site clearance and design adjustments arising according to the provisions of the contract.
Investors and project enterprises must consider and transfer workload or consider terminating contracts with construction units that do not meet the progress of the Dien Chau - Bai Vot expressway.
In particular, urgently handle according to the contract regulations for contractors (Hoa Hiep, Thai Yen, 456 and Vina2) who are slow in construction and do not resolutely concentrate resources to promptly overcome the progress of delayed items.
In addition, the investor consortium must review each personnel position of the project enterprise, consider adjustments and replacements to enhance effective management capacity, and meet the requirements of project quality and progress.
Construction contractors must focus resources, increase equipment, human resources, supplies, and materials to speed up the progress of the project's critical road items. Prioritize the completion of overpasses (N2, N5, QL48E, QL8A) to ensure traffic.
Complete the remaining 3.6 km of embankment work, dig the Xuan Duong hill roadbed, the roadbed between Than Vu 1 and Than Vu 2 bridges, without affecting the progress of other construction items of other units.
The 49.3 km Dien Chau - Bai Vot expressway project has a total investment of VND 11,157.82 billion, under the PPP form, starting construction in May 2021, and is scheduled to be completed in May 2024.
