
At the working session, the delegation listened to the leader of My Hiep commune report on the arrangement of administrative units and the two-level local government organization model.
Ms. Tran Thi Bich Du, Secretary of the Party Committee of My Hiep commune, said that the Party Executive Committee and the Standing Committee of the Party Committee of the commune have focused on leading the timely implementation of documents from higher-level Party committees on the arrangement of the apparatus, administrative units and the model of organizing the 2-level local government. The arrangement work was carried out in accordance with the set orientation and plan, the apparatus was more streamlined, effectiveness and efficiency were improved, the staff and civil servants were stable, the sense of responsibility was high, and the people agreed and supported the policy.
However, through the implementation, there are still some difficulties such as: some commune-level cadres and civil servants have not adapted promptly to the requirements of new tasks; financial resources and facilities at the commune level are still limited; the application of new management software to work is facing many difficulties due to the new approach, so it is necessary to organize more training courses for cadres and civil servants; there is no official coordination mechanism between communes in the same area, leading to difficulties in solving inter-regional issues such as: environmental management, security and order, traffic - irrigation planning, etc.

At the meeting, Prime Minister Pham Minh Chinh requested My Hiep commune to be more flexible in arranging working locations, and to take advantage of the working locations of merged communes to help reduce the load on the commune headquarters. At the same time, it is necessary to increase the application of technology, mobilize community digital technology groups and youth and students to support the settlement of administrative procedures for people and businesses.
Thoroughly grasping the spirit of transforming from a management administration, passively solving work for people and businesses, to an administration that creates and serves people and businesses, the Prime Minister requested My Hiep commune in particular and communes of Dong Thap province in general not to let congestion in solving administrative procedures for people; to solve administrative procedures quickly and smoothly; not to let any people go without medical examination and treatment; all students must go to school.

In particular, the Prime Minister requested My Hiep commune in particular and Dong Thap province in general to effectively handle arising problems; creatively apply the Party and State's policies and guidelines to suit the locality; Any matter within one's capacity must be resolved immediately, any matter beyond one's capacity must be reported, and absolutely no waiting or relying on others.
Along with that, the Prime Minister noted that localities should organize well the Party congresses at all levels with the spirit of constant innovation and drastic action; constantly consolidate, strengthen and promote solidarity and unity; arrange and screen the staff, select those with qualifications, enthusiasm and spirit of serving the people; encourage and motivate people to participate in building and implementing the Party's guidelines and policies, the State's policies and laws; continue to promote local socio-economic development, contributing to the whole country's growth of 8.3-8.5% in 2025.
We must ensure social security, not let the reorganization of the apparatus affect people's lives; take care of healthcare, education, and culture, especially strengthening grassroots healthcare, health stations, building boarding schools for students in border areas and disadvantaged areas; do a good job in foreign affairs, building a peaceful, friendly, cooperative, and developing border.

On this occasion, Prime Minister Pham Minh Chinh visited and presented gifts to policy families and meritorious people in My Hiep commune on the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025).
Accordingly, the Prime Minister visited and presented gifts to the family of Mr. Nguyen Thanh Hoa, born in 1949, a war invalid, class 2/4, and the family of Mr. Nguyen Van Phuoc, born in 1966, a war invalid, class 2/4.

* On the same day, Prime Minister Pham Minh Chinh inspected the progress of Component Project 1, Cao Lanh – An Huu Expressway at the intersection between Component Project 1 and Component Project 2 Cao Lanh – An Huu. At the inspection, representatives of the Dong Thap Provincial Project Management Board reported to the Prime Minister on the project implementation status.

The Prime Minister requested that contractors focus on "3 shifts, 4 shifts", "working during the day is not enough, take advantage of working at night", "eating quickly, sleeping urgently", working through holidays and Tet, "overcoming the sun, overcoming the rain", speeding up to ensure the project's progress is accelerated.
Currently, the Cao Lanh - An Huu expressway project phase 1 (Component project 1 in Dong Thap province) 16km has reached nearly 60% progress, completing phase 1 loading. The investor is trying to coordinate with units to come up with a plan to shorten the construction time, striving to complete in 2025.

The Cao Lanh – An Huu Expressway Project, component 2, has completed construction with a value of about VND 875.20 billion, accounting for 35.7% of the total construction and installation value of the project. The joint venture is mobilizing vehicles, equipment, staff, engineers and workers to speed up the progress, striving to complete and put into use by the third quarter of 2026. The completed project will connect the Southern expressway network, serving the socio-economic development of the Mekong Delta region.
