CHARGE TEST FEE TO THE WRONG SUBJECT
In the period of 2020-2021, the total budget allocated for purchasing for COVID-19 prevention and control in districts and cities is more than 72.1 billion VND; medical centers in districts and cities have purchased more than 62.6 billion VND.
However, Vinh Thuan District Medical Center spent more than 477 million VND of budget funds for the wrong purpose, Giang Thanh District Medical Center spent 17.4 million VND incorrectly. Phu Quoc City Medical Center used funding for COVID-19 prevention and control for the wrong purpose and made purchases not in accordance with the approved budget.
The organization of procurement of medical equipment, medical supplies, biological products, and testing kits for COVID-19 prevention and control has implemented a total of 313 bid packages, with a winning bid value of over 63 billion VND. The procurement method includes 8 open bidding packages, 165 designated bidding packages, 134 direct procurement packages using invoices and contracts; and 6 competitive bidding packages.
Based on the allocated budget, the medical centers of districts and cities will build the bid package price based on comparing 3 quotations from 3 different suppliers with the lowest prices to make a bid package estimate, send it to the finance and planning department for appraisal and submit it to the People's Committee of the district or city for approval.
However, the inspection discovered errors such as not making a bid package estimate, approving the estimate based on a supplier's quotation, and performing procurement procedures without proper authority.

Most district and city medical centers do not post contractor selection plans and contractor selection results on the national bidding network for competitive bidding and designated bidding packages.
Some purchasing units did not approve the contractor selection plan. Contractor selection was not carried out in accordance with the approved contractor selection plan. Goods were purchased in the form of contracts and invoices, without contract negotiation minutes or purchase contracts. Medical centers in 12 districts and cities collect COVID-19 testing fees from inpatients, relatives of patients, and outpatients transferred to other facilities with a total testing fee of more than 5.6 billion VND, which is not in accordance with the direction of the Ministry of Health .
Phu Quoc City Medical Center inspected the remaining COVID-19 test kits for the bid package of 40,000 kits, showing that the quantity was sufficient but the batch number was incorrect according to the goods receipt. The procedures for importing and exporting medical supplies, test kits, and biological products for 9 bid packages purchased from funding sources were not in accordance with regulations such as purchasing without a goods receipt and delivery record, incomplete warehouse receipts, and no warehouse receipts. 4 bottles of RNAse away were lost...
Phu Quoc City Medical Center has implemented 2 bidding packages related to Viet A Technology Joint Stock Company from the funding source, the medical center directly contacted businesses that purchased COVID-19 test kits and paid by invoice with a total amount of 775 million VND. HANDLING MULTIPLE INDIVIDUAL RESPONSIBILITY
The Chairman of the People's Committee of Kien Giang province assigned the Department of Health to review the responsibility of the collective leadership of the medical centers of districts and cities in the period of 2020-2021 for violations. The Chairmen of the People's Committees of Tan Hiep, Go Quao, Kien Luong, Giang Thanh, Hon Dat, An Minh, U Minh Thuong, and Kien Hai districts organized a review to consider the responsibility in the work of advising on budgetary financial management for the collective leadership of the district's finance and planning department in the period of 2020-2021 for violations.

The Chairman of the People's Committee of Kien Giang province assigned the Department of Health of Kien Giang province to seriously review and draw lessons from many other individuals; leaders of medical centers of districts and cities to determine the nature and extent of violations, organize reviews to consider the responsibilities of chief accountants, heads of pharmacy departments, and individuals directly implementing procurement packages that caused violations; depending on the nature and extent, appropriate sanctions will be imposed.
