Mr. Tran Quang Huy - Director of the Asia-Africa Market Department ( Ministry of Industry and Trade ) said that in the first 3 months of 2023, Vietnam's export turnover to China reached 11.9 billion USD, down 11.3% over the same period in 2022.
However, compared to the first two months of 2023, the rate of decline has slowed down (January 2023 decreased by 24.33%, February 2023 decreased by 18.72%).
“This shows a positive signal in the export situation to the Chinese market. It is forecasted that in the second quarter of 2023, Vietnam's export turnover to China will have certain improvements,” said Mr. Tran Quang Huy.
Among Vietnam's main export groups to China, the processed and manufactured goods group reached 9.5 billion USD, down 11.26%, and the agricultural and aquatic products group reached 1.8 billion USD, up 2.39%.
Commenting on the Chinese market in 2023, a representative of the Asia-Africa Market Department said that, in addition to good bilateral relations, China's removal of most anti-epidemic measures for people and goods entering and exiting the country from January 8, 2023 has made this country grow optimistically again.
Therefore, customs clearance activities at Vietnam-China border gates continue to be stable, with improved clearance efficiency. In some localities with important border gates for bilateral trade such as Lang Son , Quang Ninh, Lao Cai, the daily volume of goods cleared is basically equivalent to the pre-pandemic period. The above favorable factors are expected to have a positive impact on the recovery of Vietnam's export and import activities from the second quarter until the end of the year.
Based on the reality of the local market, Mr. Luong Van Tai - representative of the Vietnam Trade Office in Beijing - informed that in April 2023, the State Council of China issued "Opinions on promoting the stability of the scale and structure of foreign trade", notably amending the "Measures for managing border market pairs of trade" to create an environment and policies to diversify border market pairs of trade, increasing imports from neighboring countries.
In addition, China also regulates the registration of foreign food production enterprises (Order 248) requiring foreign enterprises to complete renewal dossiers on the Single Window Trade System (CIFER).
According to Mr. Luong Van Tai, China continues to tighten control of epidemics (bird flu, African swine fever, monkeypox...) and Vietnam has also recorded monkeypox cases, so the Associations need to actively grasp information, epidemic developments in the world and the risk of spreading in the country to promptly warn production enterprises to take measures to avoid infection and promote good food hygiene and safety.
For fruit and vegetable enterprises studying the possibility of investing or cooperating with Chinese enterprises in the field of fruit and vegetable processing, on the one hand, it increases the export value content, on the other hand, it catches up with the market trend of processed fruits and vegetables that has been constantly increasing in recent years.
Mr. Nguyen Duy Phu - Head of the Vietnam Trade Office in Guangzhou (China) - also said that in addition to machinery and spare parts, the Guangdong market has a certain demand for Vietnamese seafood, rice, and fruit.
Regarding the new policy in Chongqing (China), Ms. Trieu Thuy Nga - Chief Representative, Vietnam Trade Promotion Office in Chongqing - added that the Qua Vien Cang border gate (designated for food import) has been in operation since last March, connecting with the international railway transport route from Hanoi (Vietnam) to Chongqing (via Dong Dang - Bang Tuong border gate) and vice versa; the transport time is only about 4-5 days, which is a favorable condition if Vietnamese enterprises choose to transport goods by international railway from Vietnam, reducing transportation costs, saving time and human resources, and being safe and effective.
Exported goods from Vietnam can also go to Chongqing and connect with the China-Europe transit train, from Chongqing to Europe (via Kazakhstan, Russia, Belarus, Poland, Germany and from Germany to other European countries), time is about 20-25 days (2 trips per week).
Minister of Industry and Trade Nguyen Hong Dien noted that China is no longer an “easy market” as before, and not all goods are accepted by the Chinese market. On the other hand, although China’s economy is large, it is still mainly an export market, because China has been and will be the world’s factory. China’s export products are very similar to Vietnam’s, which creates both advantages and challenges for Vietnamese goods. Therefore, understanding information and market demand is very important. Enterprises and associations need to coordinate closely with trade offices to take advantage of export opportunities to China.
Durian expected to be a billion-dollar export item in 2023
According to the Center for Industry and Trade Information (Ministry of Industry and Trade), in the first quarter of 2023, Vietnam's durian export turnover increased by more than 8.3 times (733.2%) compared to the same period last year, to 153.5 million USD. Of which, China accounted for 87% of the market share with 133.6 million USD. According to data from China Customs, in the first quarter of 2023, China imported durian from the Vietnamese market with a volume of 27,374 tons with a turnover of 133.4 million USD, accounting for 30% in volume and 26.3% in turnover of the total durian imports of this country. Currently, the export price of durian from Vietnam to China has increased by about 10% compared to the time when it was first licensed to enter this market. However, the price of Vietnamese durian exported to China is still quite competitive with an average of 4,849 USD/ton in the first quarter of 2023 compared to 5,555 USD/ton of Thailand.
Mr. Dang Phuc Nguyen - General Secretary of the Vietnam Fruit and Vegetable Association (Vinafruit) said that durian has now risen to the second position in the list of Vietnam's main exported fruits, after dragon fruit. Vietnamese durian exported to China currently has advantages in price, transportation time and is suitable for the taste of the Chinese people. It is expected that this year, if the situation is favorable, durian export turnover will reach around 1 billion USD.
