Yen Minh removes land problems in removing temporary houses

Faced with this reality, the district actively directs communes, towns and related sectors to urgently review and remove obstacles, ensure implementation conditions and speed up progress.

Yen Minh district is focusing on implementing housing support programs, projects and schemes. Specifically, including: The program to join hands to eliminate temporary and dilapidated houses; Project No. 1771 to support housing for poor and near-poor households under the National Target Program for Sustainable Poverty Reduction; Project 1 on housing under the National Target Program for Socio-Economic Development in Ethnic Minority Areas; Gratitude House Program for Veterans. The total number of houses currently being implemented is 1,417 newly built and repaired houses. In practice, the implementation is for households with land-related problems such as: Having a Certificate of Land Use Rights but the current status is not consistent with the land use planning and construction planning, not meeting the construction conditions according to the provisions of law; having a Certificate of Land Use Rights but it is not residential land; not yet being granted a Certificate of Land Use Rights.

Faced with that reality, the district has urgently developed a plan, roadmap, and solution, clearly assigning people, tasks, and timelines, along with evaluating the implementation results. In particular, the focus is on implementing the plan to organize land registration and issue certificates of land use rights, ownership of assets attached to land, and change land use purposes for households that have to remove temporary houses, dilapidated houses, and relocate to areas at high risk of landslides. Comrade Giang Loc Thang, Head of the Department of Agriculture and Environment of Yen Minh district, said: Through the implementation of the plan, it contributes to establishing a legal basis between the State and households that have to remove temporary houses; effectively manage, rectify, and overcome outstanding problems. At the same time, it ensures the requirements for land registration, issuance of certificates of land use rights, and change of land use purposes in a timely, accurate, and correct manner and procedures according to legal regulations; and ensures the rights and obligations of land users.

Based on the instructions, specialized sectors including: Department of Agriculture and Environment; Department of Economic Infrastructure and Urban Area; Branch of the District Land Registration Office; Tax Department of Quan Ba ​​- Yen Minh area have focused on implementing the key points, thoroughly handling each case. At the same time, establishing working groups to promptly support procedures, organizing reviews and classifying cases of temporary house removal. In which, clearly identifying subjects who are using land that have not been granted a Certificate of Land Use Rights; have been granted a Certificate of Land Use Rights as agricultural land, and have not been permitted by competent State agencies to change the purpose to residential land. Organizing measurement, preparing registration dossiers, appraisal, inspection, confirmation of current land use status; updating and correcting cadastral records and land databases according to regulations.

Communes and towns have strengthened their direction and promoted the role and responsibility of local Party committees and authorities in implementing land registration, granting certificates of land use rights and ownership of other assets attached to land for households that have to remove temporary houses. In addition, they have actively propagated to help people understand the rights and obligations of land users, proactively coordinate with competent authorities to declare and register land, grant certificates of land use rights and fulfill the obligations of land users. Currently, communes and towns have completed the review work, coordinated with district working groups to "hold hands and guide", support eligible households to set up records and promptly remove difficulties and obstacles during implementation.

Currently, Yen Minh district has completed 100% of the land review work for households whose temporary houses have been removed. The district sets a target of completing the measurement work, establishing cadastral survey plots or cadastral map extracts for land plots registered for land use, issuing land use right certificates and changing land use purposes by the end of April. Strive to complete land registration dossiers and issue land use right certificates for 395 households by the end of the second quarter, including 234 households in the poverty reduction program and 71 ethnic minority households. For the remaining 1,022 households, 706 households have been screened and are eligible to register; 351 households with non-agricultural land in rural communes and towns will continue to guide people through conversion procedures.

It can be affirmed that with the urgent and responsible participation of the Party Committee and authorities at all levels, Yen Minh district has promptly resolved land-related problems in the implementation of temporary housing elimination. Thereby, affirming the concern and encouragement for all classes of people, especially poor and near-poor households, to strive to stabilize their lives.
