BHG - The 17th Provincial Party Congress, term 2020 - 2025, identified the development of transport infrastructure as one of the three breakthroughs. On December 22, 2021, the Provincial Party Committee issued Resolution No. 22 on breakthroughs in transport infrastructure for the period 2021-2025 and until 2030 (Resolution 22).
According to Resolution 22, in the period of 2021 - 2025, focus on and prioritize resources to upgrade provincial roads DT.176, DT.176B, DT.177, DT.178, DT.183, striving to complete at least 170 km of grade IV roads during this period; invest in and complete upgrading to provincial roads the route connecting Ha Giang city - Kim Ngoc (Bac Quang) connecting with National Highway 279, 55 km long, meeting grade IV road standards; invest in routes to border gates to develop border trade economy; invest in bypass routes through the center of Ha Giang city, Viet Quang town (Bac Quang), Vi Xuyen town (Vi Xuyen); pay attention to building large bridges across rivers to connect regional traffic, border gate economic zones, and expand urban areas.

Comrade Ha Thi Minh Hanh, Vice Chairwoman of the Provincial People's Committee, said that, implementing Resolution 22, the Provincial People's Committee has issued Plan No. 191/KH-UBND directing functional departments, branches and project investors to resolutely implement the contents of the resolution. The province has also identified key projects to develop implementation plans, prioritizing inter-provincial and regional traffic routes, handling black spots on national highways; having specific plans to mobilize resources to invest in traffic works... After more than 3 years of implementing Resolution 22, our province has achieved positive results.
Implementing Plan No. 191, the whole province deployed 44 key traffic projects in the period of 2021-2025. To date, 43/44 projects have been started, including roads, permanent bridges, inland waterways... Many projects have become the "blood vessels" of traffic connecting remote areas with the provincial center, creating conditions for socio-economic development and ensuring national defense and security.
One of the notable highlights is the Tuyen Quang - Ha Giang Expressway Project, the section passing through the province with a length of more than 27 km, a scale of two lanes, the project has disbursed 100% of the allocated funds, and is under construction according to schedule. The four-lane completion phase is under study. This is expected to create a strong breakthrough in regional connectivity and promote tourism and service development.

At the same time, many national highways and provincial roads have been renovated and upgraded such as National Highway 279, National Highway 2, and routes DT176, DT177, DT178, DT183, etc., contributing to completing the province's horizontal and vertical traffic network. Some routes that were seriously eroded due to natural disasters such as National Highway 4C and National Highway 34 have also been quickly repaired to ensure safe traffic.
Not only focusing on national highways or expressways, the province also pays special attention to investing in the rural transport system. In the period of 2021-2025, 24 district road projects with a total length of nearly 376 km were implemented, of which 86.7 km were completed and put into use. Commune, village, and intra-field roads... have been hardened with a total length of 1,438 km - exceeding the set target by 50 km.
Ensuring that 100% of border villages have roads meeting New Rural standards by 2025 is a meaningful goal, both economically and in terms of national defense. To date, 85% of border villages have standard roads.
In urban areas, the province has invested in 6 road projects, including the completed Phung Hung Road. The remaining projects are in the process of design adjustment and site clearance and will continue to be accelerated in the coming time.
In particular, the Ha Giang City Bridge and Dam project is being implemented with many items being constructed synchronously such as cofferdams, spillways, valve towers, electrical systems, transformer stations, etc. This project is expected to improve the urban landscape, regulate water resources and serve the development of eco-tourism.
However, the province is still facing many difficulties. Compensation and site clearance in some places have not met the schedule due to the lack of consensus among some people; determining the origin of land in some areas has also encountered difficulties due to historical factors. In addition, harsh weather conditions, especially prolonged rain and floods, have significantly affected the construction progress of many projects. The depletion of construction materials at some quarries has also disrupted the supply for projects.
To put the resolution into practice, our province has set out clear directions, which are: Strengthening the leadership of Party committees and authorities; mobilizing the whole society to participate in implementation; stepping up propaganda and promoting the role of leaders in direction. In addition, focusing on leadership and direction to improve the quality of planning work, effectively using resources, tightening the management of traffic corridors and promptly removing arising difficulties. At the same time, promoting the application of science and technology in the exploitation and management of traffic and transport, contributing to the modernization of the infrastructure system, creating a sustainable and comprehensive development in the coming years.
