Ensuring funding for staff benefits when streamlining the apparatus

BHG - Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 62/CD-TTg requesting ministries, branches and localities to focus on implementing policies and regimes for cadres, civil servants, public employees, workers and armed forces in the process of reorganizing the political system towards streamlining and efficiency.

The Prime Minister directed to promptly arrange funds to pay benefits to cadres, civil servants and public employees when reorganizing the apparatus.

Accordingly, the system of documents on policies, regimes, and implementation instructions has been fully issued by the Government, ministries, and functional branches in a short time, with excellent policy content to contribute to the goal of streamlining the apparatus, reducing staff, ensuring benefits for retired officials, and at the same time evaluating, screening, and retaining competent officials, improving the effectiveness and efficiency of the political system, improving the quality of public services, and promoting socio -economic development.

The Prime Minister requested localities, ministries and branches to proactively and promptly arrange funds to pay benefits to officials according to regulations, including from regular spending savings. In case of lack of funds, it is necessary to report to the Ministry of Finance for synthesis and submit to competent authorities for supplementation.

The Ministry of Home Affairs is assigned to grasp the actual situation, promptly guide and remove difficulties, ensure progress and goals of apparatus arrangement. The Ministry of Finance is responsible for balancing the state budget, striving to increase revenue by over 15% compared to the 2025 estimate and mobilizing additional legal resources to ensure expenditure sources.

Deputy Prime Minister Ho Duc Phoc will directly direct the Ministry of Finance in allocating funds to implement the policy. The Government Office will monitor and urge the implementation and report to competent authorities on issues beyond its authority.
