To speed up the implementation progress, disburse capital and prepare conditions for the 2021-2025 period summary, the province is resolutely implementing many solutions.
The total capital plan for 2025 to implement the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas is over VND966.9 billion. Of which, the central budget is VND785.322 billion (development investment capital VND492.344 billion, public service capital VND292.978 billion); the local budget is VND181.6 billion (development investment capital VND166.5 billion, public service capital over VND15 billion).
However, according to information from the State Treasury of Region XIV, the disbursement progress of capital under the program (including capital transferred to continue implementation in 2024 and allocated development investment capital in 2025) as of early May 2025 has only reached 14.4%. Many localities have low disbursement rates of development investment capital such as: Mang Yang (0.4%), Dak Doa (0.6%), Ia Pa (1.4%), Chu Puh (4.7%), Dak Po (6.3%).
In addition, the districts of Chu Se, Ia Grai, Phu Thien, Ayun Pa town and Pleiku city have not yet disbursed capital. As of May 14, the program has disbursed 83.7/368.9 billion VND, equivalent to 22.7% of the capital plan; the capital for 2024 has been disbursed 35.5/96.1 billion VND, equivalent to 36.95% of the capital plan.

The main reason for low disbursement in localities is that some contents of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas do not have sufficient legal basis for implementation; some contents no longer have support objects (objects for vocational training, objects participating in training courses on production development support; objects that were initially planned to be eligible to be excluded from the program's support because the commune has met new rural standards, escaped poverty, etc.).
In addition, some localities have not proactively reviewed and prepared investment procedures right from the planning stage, so they have been confused when applying the provisions of the (new) Law on Bidding. In addition, the fact that sectors and localities focus on the work of perfecting and rearranging the organizational apparatus also affects the focus on implementation and capital disbursement.
To speed up the implementation progress, disbursement of program capital and prepare conditions for the summary of the 2021-2025 period, the Provincial People's Committee has issued an official dispatch requesting departments, branches and sectors of the province; People's Committees of districts, towns and cities; relevant agencies and units to seriously implement solutions.
In particular, promptly remove difficulties and obstacles in the implementation process, not allowing work to be interrupted due to the process of restructuring the apparatus. The heads of units and localities assigned capital to implement the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas must take full responsibility before the Provincial People's Committee for the progress of disbursement and the effectiveness of the use of allocated capital.
Mr. Truong Thanh Tung - Deputy Director of the Department of Finance - said: "To speed up the implementation progress, the Department of Finance has coordinated with relevant departments and branches to develop a plan to allocate career capital to implement the program in 2025, then consult and submit to competent authorities to allocate funds promptly".
According to Mr. Tung, the units assigned as investors must urgently complete the documents, project approval procedures, contractor selection plans for new investment projects allocated capital in 2025; speed up construction progress, urgently complete documents, legal procedures, and payment acceptance documents as soon as the completed volume meets regulations.

In particular, the People's Committees of districts, towns and cities must forecast and overcome limitations, difficulties and obstacles after implementing the two-level government, such as directing the affiliated professional agencies and the People's Committees of communes (where the rearrangement and reorganization are carried out) to review all projects, sub-projects, and program components that are being managed, directed and implemented by the district and commune levels; review plans, make adjustments (if necessary) and clearly identify the agencies, professional units and lower-level administrative units (after the rearrangement) responsible for management, direction and implementation, ensuring continuity and effectiveness.
Speaking to reporters, Mr. Pham Quang But - Director of State Treasury Region XIV - said: State Treasury Region XIV continues to promptly make payments for completed volumes, promoting payments through online public services of the State Treasury to save time and travel costs for investors.
Regarding the unit responsible for monitoring the implementation of the program, Mr. Nguyen Ba Thach - Director of the Department of Ethnic Minorities and Religions - emphasized: "This is the last year of implementing the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas, Phase I (2021-2025).
Accordingly, the Department continues to coordinate with departments, branches and localities to promote the sense of responsibility, synthesize and report on the implementation of the program in the whole province; synthesize the difficulties and problems of units and localities to promptly resolve them.
At the same time, guide and urge the People's Committees at the district level to review, develop plans and organize the implementation of the program's tasks in administrative units carrying out reorganization; urge the implementation of work contents according to the plan, ensuring that the program is implemented according to the requirements, goals and tasks set out.
