During the two days of National Mourning (May 24 and 25), agencies, units, enterprises, schools, hospitals, and armed forces units will fly the national flag at half-mast, with a black mourning ribbon or black cloth band tied around it; the flag will not fly and will only be raised to 2/3 of the flagpole's height; the flag will be flown at half-mast at the daily flag-raising position; and all public entertainment activities will be suspended.

People coming to pay their respects and delegations from agencies, units, enterprises, schools, hospitals, and armed forces units coming to pay their respects to comrade Tran Duc Luong have assigned heads of delegations, dressed solemnly, in dark colors, and seriously according to the National Funeral protocol.
Individuals must not carry handbags, must bring a citizen identification card with an electronic chip or a mobile phone with VneID installed and activated at level 2 to scan the QR code when entering; must not bring wreaths, fruits, incense, and candles, but must only bring a funeral ribbon (black, white letters), with a line of text stating the unit's name to attach to the rotating wreath prepared by the Organizing Committee of the Funeral and Funeral Ceremony.
