The hypothetical situation is that at 8:00 p.m. on May 24, a fire broke out at "Winmart Store" (1st floor, TNG Village apartment building) due to a short circuit in the electrical system of the insulation cabinet. The fire broke out quite fiercely, black smoke covered the entire store. Smoke, hot air and toxic gas led to the upper floors of the building.

The automatic fire alarm and fire extinguishing system was not working due to maintenance. The fire was getting bigger and bigger, and the sales staff and security guards could not get in to use the on-site fire fighting equipment (powder and gas extinguishers) to control the fire.

From here, the fire spread in all directions and then flared up with toxic smoke. The local fire prevention and fighting force alerted and instructed people to move out of the fire area through the stairway and reported to the professional fire prevention and rescue force (114); called the Phan Dinh Phung Ward Police to assist in ensuring security and order and carrying out initial fire fighting.

After receiving the news, the leaders of the Fire Prevention and Rescue Police Department (Provincial Police) immediately dispatched Fire Fighting and Rescue Team No. 1 to the fire (including: 1 command vehicle, 1 rescue vehicle and 2 fire trucks).

People escaped from high-rise buildings by climbing ropes.

At this time, due to the amount of smoke and toxic gas on the lower floors being too much and the fire having covered the entire escape route of the building and making it impossible to bring the victims down the stairs, the Fire Police and Rescue Force quickly deployed a reconnaissance team to rescue the victims by stretcher, moving the victims out of the fire area. At the same time, a rope escape system was arranged to rescue those still trapped on the upper floors.

After 30 minutes, the fire was extinguished. The working groups promptly brought all trapped people to safety. The injured were given dedicated care and promptly taken to the emergency room, ensuring order and safety in the area.
