On May 13, the Ninh Thuan Provincial Inspectorate announced that it had concluded its inspection of investment management, construction, land, and environmental protection at the Ba Be Lake Resort project in Phuoc Dinh commune, Thuan Nam district (Ninh Thuan province).
In 2009, the People's Committee of Ninh Thuan province granted an investment certificate to Son Hai Joint Stock Company (Son Hai Company) to implement the Ba Be Lake Resort project, with a total area of 20 hectares. The project's objective and scale is a tourist and resort service area with a series of motels, villas, hotels, restaurants, swimming pools, etc.

During the period 2009-2014, after being granted the investment certificate, the investor did not immediately carry out land procedures and other procedures to implement the project, but instead submitted a written request to increase the scale and area of the project, but was not approved by the People's Committee of Ninh Thuan province.
In 2011, after being leased 3.79ha/20ha of land by the State, Son Hai Company did not yet prepare a detailed construction planning for the entire project and did not implement the project.
During this time, realizing that the coastal road was in the process of being approved and started to be implemented by Ninh Thuan province, Mr. Tran Tuan Viet, Chairman of the Board of Directors of Son Hai Company, arbitrarily contacted and negotiated to transfer land from people about more than 10 hectares outside the project boundary. After that, the company arbitrarily invested in building a project called Tanyoli Mongolian Village on this land without completing the procedures according to the regulations on land and construction. This act violated the regulations on conditions for receiving transfers, receiving capital contributions, and leasing agricultural land use rights to carry out non-agricultural production and business investment projects.
In particular, in 2014, 2015 and 2016, although Son Hai Company had not yet organized the construction of the project in the area allocated by the State, there were a series of reports sent to the authorities of Ninh Thuan province with inaccurate information. Among them, there were reports from Son Hai Company confirming that 80% of the works in the project had been completed. However, in reality, these works were implemented without permission by the company at the Tanyoli Mongolian Village project. Meanwhile, in the land leased by the State, Son Hai Company had not built any items.
During the period 2015-2018, due to the confusing and inaccurate reports of Son Hai Company, the Department of Planning and Investment (at the time before the merger) of Ninh Thuan province reported the project implementation status unclearly, the content contained confusing information about the project implementation results of Son Hai Company. From there, the People's Committee of Ninh Thuan province decided to approve the project adjustment twice (3rd and 4th times). After the fourth adjustment, the scale and area of the project doubled (from 20ha to 47.7ha). In which, the illegally built land at the foot of the mountain (Tanyoli Mongol Village) was merged into the project scale.

According to the Ninh Thuan Provincial Inspectorate, 15 years have passed, and to date, due to the large scale of the project and the lack of experience and financial capacity of the investor, the project has not been completed as committed. Currently, the project has not completed land and construction procedures to be eligible to start construction. Meanwhile, the Tanyoli Mongolian Village, although not yet completed legal procedures on land and construction, the company has illegally built a series of tents, wooden bungalows, restaurants, etc. and is organizing business activities.
Based on the above violations, the authorities of Ninh Thuan province have proposed that the Provincial People's Committee terminate the investment policy of the entire Ba Be Lake resort, including the Tanyoli Mongolian Village project of Son Hai Joint Stock Company; and at the same time, reclaim 3.9 hectares of land leased by the state in this project.
The Provincial People's Committee also requested relevant departments and localities to urgently organize a review of responsibilities for errors in consulting and coordinating the implementation of assigned duties and tasks when implementing the project.
