At the regular April press conference of the Ministry of Information and Communications (MIC) held on the afternoon of April 8, Ms. Nguyen Thi Thanh Huyen, Deputy Director of the Department of Radio, Television and Electronic Information, said that immediately after receiving information reflecting the situation of some livestream accounts on the TikTok platform calling users to switch to other applications to scam, they were still trending and distributed to many users. The Ministry immediately requested TikTok to urgently review and report measures to thoroughly prevent this situation.

Accordingly, TikTok responded that after checking, there were 2 accounts organizing livestreams and attaching links to other applications such as Telegram and Zalo, then inviting to play games, creating accounts to transfer money, showing signs of fraud.
TikTok has assigned people to monitor the content on these accounts. The Ministry of Information and Communications is also coordinating with TikTok to provide relevant information and data to be transferred to the Ministry of Public Security for coordination and handling.
According to Ms. Huyen, recently, after the Ministry resolutely implemented many measures to strictly manage cross-border platforms in general and TikTok in particular, this unit has committed to complying with Vietnamese law and is actively implementing the Ministry's requirements.
Regarding content management, especially livestream content, TikTok has committed to managing as follows:
To livestream, users need to meet the following criteria: be at least 18 years old, have an account that is at least 7 days old, pass the BRIC (Business Risk Integrated Control) internal audit, and have at least 500 followers.
TikTok will remove any violating content, even delete accounts depending on the severity of the violation.
Users can report live content, live room owners or live viewers that show signs of violation.
When any behavior or speech that violates the rules is detected, TikTok will interrupt live broadcasts.
Additionally, accounts and users involved in serious or repeated violations will be temporarily or permanently banned from Live Match, Multi-Live, or the live broadcasting feature.
The Ministry of Information and Communications also said that the Ministry requested press agencies to increase propaganda so that users are aware, proactively report violating content, and join hands to clean up cyberspace. The Ministry will continue to monitor TikTok to implement the committed content.
