Under the close guidance of the Hanoi People's Committee and the dedicated efforts of its staff, the Department of Ethnic Minorities and Religions has successfully completed its assigned tasks after one year of establishment, contributing to the stability and sustainable development of the Capital City in the new era.
1. Establish the Department of Ethnic Minorities and Religions of Hanoi City.

March 2025 marks a significant turning point with the establishment of the Department of Ethnic Minorities and Religions, based on the merger of the Ethnic Affairs Committee and the Religious Affairs Committee (according to Decision No. 13/2025/QD-UBND dated February 28, 2025, of the People's Committee of the city). The Department officially commenced operations as a specialized agency under the People's Committee of the city, responsible for state management of ethnic minority, belief, and religious affairs.
The Party Committee of the Department was also established according to Decision No. 12-QD/DU of the Standing Committee of the Party Committee of the People's Committee of the city, comprising 4 branches with 41 party members.
Strengthening the streamlined, effective, and efficient organizational structure has enabled the Department to be more proactive in advising and assisting the City People's Committee in managing and implementing specific policies, ensuring uniformity from the central to local levels in the context of administrative unit restructuring in 2025.

The Hanoi Department of Ethnic Minorities and Religions has made a significant contribution to the success of the activities commemorating the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025). The Department closely coordinated with other departments and agencies to widely disseminate information about the historical significance of the August Revolution, fostering national pride among ethnic minority communities and religious groups.
The units under the Department proactively ensured security and order, propagated and encouraged people to strictly abide by the law, contributing to the success of the historic parade and march. This is a testament to the unity and close ties between ethnic groups and religions with the Hanoi government during important holidays.
3. Issuing the Implementation Plan for the Project "Preserving and promoting the cultural identity of ethnic minorities in conjunction with tourism development in the period 2025-2030"

In 2025, the Department will place special emphasis on cultural preservation through the implementation of a project to preserve and promote the cultural values of ethnic minorities. Hanoi currently has 176 OCOP products from ethnic minority and mountainous regions, and the economic structure is shifting positively with agriculture, forestry, and fisheries accounting for 28.5%.
The Department, in coordination with the Department of Culture and Sports, successfully organized the Ethnic Minority Sports Festival with events such as stick pushing, crossbow shooting, and tug-of-war. To date, the city has recognized four city-level tourist areas in ethnic minority and mountainous communes, affirming the enormous potential in combining cultural identity (such as the Coming-of-Age Ceremony, New Year's Dance, and Gong Festival) with the development of resort and spiritual tourism.
4. Implement the "Digital Literacy Movement" and apply AI in management.

The Department has taken the lead in responding to the National Digital Learning Day and the National Digital Transformation Day with the "Digital Literacy Movement," focusing on eradicating technological illiteracy among people in ethnic and religious communities.
In particular, the Department has put into operation a data information system on ethnic affairs, making monitoring, evaluation, and policy development more transparent and effective. Organizing Artificial Intelligence (AI) training for civil servants and employees has created an important foundation for innovating working methods, improving the capacity to handle administrative procedures, and ensuring the city's digital transformation targets are met.
5. Summary of the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Regions, 2021-2025

This is a landmark event, affirming the effectiveness of policies for developing ethnic minority areas. By the end of 2025, the average income in ethnic minority and mountainous areas is estimated to reach 78 million VND/person/year; Hanoi will no longer have any particularly difficult communes or villages, and no longer have any poor households.
The investment results are very impressive: 174 projects have been approved with a budget of VND 2,558.220 billion; disbursement is estimated to reach 100% of the capital investment plan for basic construction by the end of 2025. For recurrent expenditure, funds have been allocated to 34 out of 36 projects, estimated to reach 100% of the disbursement plan. This success provides a solid foundation for Hanoi to continue implementing the 2026-2030 phase, aiming to narrow the gap between mountainous ethnic minority areas and suburban rural areas.
6. Ceremony to honor outstanding and exemplary ethnic minority students in Hanoi for the 2024-2025 academic year.

This is the 9th year this event has been held, demonstrating the city's special attention to future human resources. The Department, in coordination with the Department of Education and Training, honored 200 outstanding ethnic minority students.
Currently, 100% of schools in ethnic minority areas are built with solid structures, and over 80% of public schools meet national standards. Policies such as selective admissions, scholarships (equivalent to 80% of the basic salary), and financial support for education are fully implemented, providing ethnic minority students with the best possible learning conditions, thereby creating a source of high-quality personnel for the capital city.
7. Celebration of the 70th Anniversary of the Traditional Day of the State Management Sector on Religion (August 2, 1955 - August 2, 2025)

The event reviewed the glorious 70-year journey of the sector, affirming its important role in managing and guiding religious activities. Given its unique characteristics as the locality with the largest number of historical sites in the country (6,489 sites, over 1,200 festivals) and 9 religions with recognized legal status and approximately 2 million followers, state management of religion in Hanoi plays a decisive role in maintaining political stability and security.

On December 16, 2025, through the advice of the Department, the Standing Committee of the Hanoi City Party Committee held a solemn meeting with representatives of religious organizations. The event affirmed the consistent viewpoint, policies, and guidelines of the Party and State in respecting and guaranteeing the freedom of belief and religion of the people. This aimed to strengthen social consensus, promote the spirit of "good life, beautiful faith," and mobilize resources from religious organizations for social welfare activities and the building of a civilized capital city.
9. Summary of 5 years of implementing the campaign "Civilized and economical activities in Buddhist monasteries and temples in the capital city"

The Department, in coordination with the Vietnam Buddhist Association of Hanoi, has summarized this campaign, contributing to building a civilized religious environment and avoiding waste and superstition. This is evidence of the effective cooperation between the government and religious organizations in guiding healthy spiritual activities for the community of believers, in line with the modern development trends of the capital city.
10. Guiding religions in organizing religious activities in accordance with the law.

In 2025, the Department successfully chaired and coordinated many major events, including: the Grand Celebration of the 100th Anniversary of the Cao Dai Religion and the 80th Anniversary of President Ho Chi Minh's Visit; the Grand Commemoration Ceremony of the Great Compassionate Nun in Hanoi; and the Procession of the Relics of Shakyamuni Buddha - a National Treasure of India.
These activities are organized in compliance with legal regulations, security and order, environmental hygiene, and fire prevention and control. This further affirms the State's policy of freedom of religion, while emphasizing the important bridging role of the Department of Ethnic Minorities and Religion in ensuring that all religious activities take place stably, positively, and in accordance with the law in the capital city.
