The program aims to prioritize resources, gradually master technology, promote innovation, develop and strongly apply cloud computing to contribute to building an advanced, modern, synchronous, secure, safe and sustainable Vietnamese digital infrastructure, capable of providing high-performance computing resources; comprehensively improve national competitiveness, strongly promote the digital economy , create momentum to realize socio-economic development goals, strive to bring Vietnam into the group of leading countries in the ASEAN region in data centers and cloud computing services by 2030, towards a developed, high-income country by 2045.

100% of state agencies and enterprises use cloud computing services by 2030

The specific objectives of the Program by 2030 are to basically complete the following goals: Developing and attracting domestic and foreign investment capital to build large-scale, modern, high-performance computing data centers that meet international standards, are safe, sustainable, and follow green standards, allowing the provision of cloud computing services and meeting technical requirements for deploying artificial intelligence (AI) applications.

Developing national data centers, national multi-purpose data centers; regional multi-purpose data centers applying cloud computing to serve the operations of state agencies and socio-economic development.

100% of government agencies prioritize the deployment of new information systems and IT services on cloud computing platforms if qualified. Organize assessment, classification and conversion of at least 70% of existing information systems and IT services of ministries, branches and localities (in order of priority if qualified) to cloud computing environment.

100% of state agencies and state-owned enterprises; 70% of private enterprises and over 50% of people use cloud computing services provided by domestic enterprises.

100% of national databases are deployed on cloud computing platforms at the National Data Center in accordance with legal regulations, ensuring network information security, network security and are managed and operated stably and effectively.

There are at least 03 “Make in Vietnam” cloud computing platform products certified to meet international standards, capable of providing services to support the deployment of AI applications and compete in the region.

Contribute to bringing Vietnam into the group of 3 leading ASEAN countries in terms of scale and quality of data centers; connecting domestic cloud computing technology data centers to form a network that allows data sharing and high-performance computing capacity to promote the deployment of AI applications, develop digital government and comprehensive digital transformation in Vietnam.

Promoting the application of cloud computing technology to serve digital transformation

To achieve the above goals, the Program sets out tasks and solutions, first of all, perfecting institutions to serve and promote the development of infrastructure and services using cloud computing technology.

In particular, research, develop and promulgate a detailed implementation plan to implement the National Action Program on development and transition to using cloud computing platforms; research, develop and promulgate legal documents regulating the Government cloud platform to create a legal basis for the construction and implementation of this platform to serve the development of digital Government and comprehensive digital transformation in Vietnam.

Research, develop and promulgate policies to encourage state-owned enterprises, private enterprises and people to participate in using cloud computing products and services provided by domestic enterprises.

Research, develop and issue preferential policies to support technology startups and digital enterprises to invest in research, development, innovation, and self-mastery of infrastructure technology, cloud computing products and services "Make in Vietnam" certified to meet international standards and have the ability to compete in the region.

In addition, the Program also sets out tasks and solutions to comprehensively improve the capacity of technical infrastructure, applications, services and promote the application of cloud computing technology to serve digital transformation in state agencies and the whole society.

Develop National Data Centers, Centers for Innovation and Creativity applying cloud computing technology; deploy national databases on the cloud computing infrastructure of the National Data Center; organize construction, management, exploitation and operation according to the Data Law 2024, Resolution No. 175/NQ-CP dated October 30, 2023 of the Government approving the National Data Center Project.

Develop national multi-purpose data centers; regional multi-purpose data centers using cloud computing platforms according to Decision No. 36/QD-TTg dated January 11, 2024 of the Prime Minister approving the planning of information and communication infrastructure for the period 2021 - 2030, with a vision to 2050.

Encourage, support and promote digital enterprises, telecommunications enterprises, leading enterprises in essential and key sectors of the economy (industry, healthcare, education, logistics, import-export, finance, agriculture, environment...) to gradually convert information systems to cloud computing environment, strongly apply cloud computing solutions to optimize production costs, improve processes, enhance competitiveness and create a ripple effect to the whole society.

Ensuring network security in cloud computing environment

Another key task is to implement solutions to ensure network information security, network security, and data protection for information systems deployed in cloud computing environments in accordance with legal regulations.

Announce important policies and commitments such as: Data management; independent auditing; ensuring network information security, network security; disaster preparedness; ability to convert between cloud computing platforms.

Check and evaluate the level of compliance with network information security and cybersecurity requirements of cloud computing solutions to connect to the cloud computing platform of the National Data Center. Encourage businesses to research, produce and master technologies, solutions and products to ensure network information security and cybersecurity in the cloud computing environment.

The program also encourages cooperation, exchange, sharing of experience, knowledge and technology transfer on cloud computing. Strengthen domestic and international cooperation to share and exchange knowledge and lessons learned on technology, management, development, construction, operation and maintenance of cloud computing infrastructure.

Promote cooperation between state agencies and universities, vocational training institutions, academies, research institutes and digital enterprises to promote training and development of staff and talents in cloud computing.

Organize programs and courses to train and coach management, operation, exploitation and use skills of cloud computing products and services.

Organize technology seminars and conferences with the participation of domestic and foreign enterprises and technology talents to share experiences and knowledge, promote agreements and strategic cooperation, and record opinions related to reform and improvement of the investment environment; create conditions for foreign enterprises to provide direct services in Vietnam and transfer technology to domestic enterprises./.
