17/17 households affected by the North-South Expressway project through Ky Van commune (Ky Anh district, Ha Tinh ) have completed receiving resettlement land; 100% of families have received compensation to exhume and relocate graves to a new location.

The North-South Eastern Expressway Project, phase 2021-2025, the section passing through Ky Anh district is 24.41 km long, passing through 5 communes: Ky Phong, Ky Trung, Ky Van, Ky Tan and Ky Lac, belonging to 2 components (Ham Nghi - Vung Ang section: 20.44 km and Vung Ang - Bung section 3.97 km).
In Ky Van commune, the project passes through a total length of 4.35 km, with a total site clearance area of 34.5 ha (including: agricultural land area of 28.1 ha, residential land of 2.5 ha, other land of 3.9 ha). The project directly affects 246 households, of which: 24 households have houses, works and architectural structures affected, 17 households have to relocate to new places; 473 graves of 74 clans have to be removed and relocated. The locality implements 2 resettlement planning areas including a 1.2 ha residential land resettlement area and a 0.9 ha cemetery resettlement area...
Chairman of Ky Van Commune People's Committee Nguyen Cao Cuong said: "To carry out the tasks related to the North-South Expressway project, the Party Committee and the commune government determined that the workload would be large, so from the beginning, the entire political system from the commune to the village and inter-family groups focused on informing and propagating about the project so that people could grasp and understand it clearly.
In particular, the process of inventory, counting and compensation was carried out publicly in the spirit of ensuring people's rights and in accordance with legal regulations, so it received a very high consensus, and the pricing process was completed according to the set plan.
People complete procedures to receive compensation for land and graves affected by the project.
With the consent of the people, there was no construction or expansion in Ky Van commune to take advantage of the compensation policy. In a short time, the locality completed the inventory and applied compensation prices to affected households.
In particular, Ky Van commune has maximized the pioneering and exemplary role of cadres and party members in implementing relocation and resettlement. Accordingly, cadres and party members whose land, graves and structures were affected have proactively taken the lead in relocation and excavation, thus creating consensus in the community.
Resettlement area for 17 households has an area of 1.2 hectares.
Party member Tran Ngoc Kinh shared: "My family's maternal side has 3 graves that need to be exhumed and relocated. Identifying the responsibility of a party member and a commune official, I quickly mobilized and discussed with my colleagues to organize the relocation and received a very high consensus. Up to now, the exhumation and relocation process has been completed."
Party member Duong Thi Van Nga has a house located in the middle of the highway. When the relocation plan was announced, although she did not have a new place to live, she took the initiative to rent a temporary place to move and hand over her house to serve the project. “When the plan was announced, I took the opportunity to clean up and move my belongings and assets to the new rental place. Only by leading by example can others follow,” Ms. Nga shared.
Ky Van Commune mobilized forces and means to support people in moving their assets and handing over land to serve the project.
It is known that, up to now, in Ky Van, 100% of households affected by agricultural land have received compensation; 17/17 households affected by housing that had to be relocated to a new place have completed receiving land and land use right certificates, of which, 8 households have pioneered and voluntarily relocated early to temporary accommodation to hand over the site for project implementation; 74 families with 473 affected graves have received compensation with a total payment of 28 billion VND. Up to now, the government and the clans have relocated 350/473 graves, the remaining graves are waiting for the completion of cemetery resettlement for relocation, expected to be completed in June 2023.
“There are many graves whose burial time is still short, so they have to be relocated in their original state. However, thanks to good propaganda work, regular meetings with families and households, and the exemplary spirit of cadres and party members, the families and households whose graves have to be exhumed and relocated are very supportive,” added Chairman of the People’s Committee of Ky Van Commune - Nguyen Cao Cuong.
