Closing Ceremony
Attending the Closing Session were comrades: Trinh Viet Hung, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Pham Hoang Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Huy Dung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee; Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee; leaders of departments, branches, units, localities and delegates of the 14th Provincial People's Council.

At the Closing Session, the Provincial People's Council delegates voted to pass 30 resolutions (8 regular resolutions, 22 thematic resolutions) on socio -economic development in 2025; development investment and capital allocation plans; mechanisms, policies and other contents. These are important resolutions, promptly meeting the requirements and tasks of socio-economic development of the province; serving as an important legal basis and basis for the Provincial People's Committee, all levels and sectors to implement and strive to successfully complete the socio-economic development plan in 2025 and the entire period of 2021 - 2025.
Comrade Pham Hoang Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council requested the Provincial People's Committee to urgently develop a plan to effectively implement the resolutions that have just been passed.
In order for the resolutions to soon come into life, contributing to the successful completion of the set socio-economic development goals, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested: The Provincial People's Committee directs all levels and sectors to be determined, make efforts, and take drastic and effective actions to complete the main socio-economic targets of 2024 at the highest level; at the same time, urgently develop a plan to organize and effectively implement the resolutions that have just been passed; review and supplement practical solutions for implementation right from the first days and months of 2025.
Emphasizing that 2025 is a breakthrough year for development, it is necessary to make great efforts and determination to achieve at the highest level the goals and targets of the Resolution of the 20th Provincial Party Congress, the Chairman of the Provincial People's Council requested the Provincial People's Committee to focus on directing the removal of difficulties and obstacles to unblock all resources, speed up the progress of key projects and works; continue to carry out administrative reforms, strongly improve the investment and business environment; effectively prevent and combat waste and negativity; urgently complete and rearrange the streamlined apparatus, operate effectively and efficiently. The Provincial People's Committee directed to review and carefully study the laws passed by the 15th National Assembly at the 8th Session to promptly advise and develop legal documents under its authority; direct competent agencies to seriously implement the recommendations pointed out by the Supervisory Delegation of the Provincial People's Council. At the same time, focus on effectively implementing the work of ensuring security and order, ensuring the supply of goods, stabilizing prices, especially during the Lunar New Year, social security policies, the Program to eliminate temporary and dilapidated houses...
The Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council also requested the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, the delegations of the Provincial People's Council and the Provincial People's Council delegates to continue to innovate, improve the quality, effectiveness and efficiency of the People's Council's supervisory activities; innovate the work of meeting voters, receiving citizens, urging the settlement of citizens' complaints and denunciations; immediately after the Session, develop a plan to meet voters, to report the results of the Session and the content of the resolutions just passed, creating consensus and unity in implementation.

3. Resolution on the results of monitoring the settlement of voters' opinions and recommendations sent before and after the 19th Session and the opinions and recommendations in Resolution No. 39/NQ-HDND dated July 26, 2024 of the People's Council of Thai Nguyen province
4. Resolution approving the results of thematic supervision of the implementation of the medium-term public investment plan of Thai Nguyen province, period 2021 - 2025
5. Resolution on supporting vocational training funding under the Project Development Agreement between Samsung Electronics Co., Ltd. and Thai Nguyen Provincial People's Committee
6. Resolution approving the state budget settlement of Thai Nguyen province in 2023
7. Resolution on allocation of state budget estimates for 2025 in Thai Nguyen province
8. Resolution approving adjustments and supplements to investment policies for a number of projects in the fields of agriculture and rural development
9. Resolution approving adjustments and supplements to the Medium-term Public Investment Plan for the period 2021 - 2025 and approving the Public Investment Plan of Thai Nguyen province in 2025
10. Resolution on giving opinions on the Medium-term Public Investment Plan for the period 2026 - 2030 of Thai Nguyen province
11. Resolution on assigning administrative civil servant establishment, deciding on career establishment in 2025 of Thai Nguyen province
12. Resolution on the assignment of the number of commune-level cadres, civil servants and non-professional commune-level workers in Thai Nguyen province in 2025
13. Resolution regulating the level of expenses for reception, visit and congratulations for a number of subjects implemented by the Vietnam Fatherland Front Committees at all levels in Thai Nguyen province.
14. Resolution amending and supplementing Resolution No. 04/2023/NQ-HDND dated May 10, 2023 of the Provincial People's Council regulating the content and expenditure levels from the state budget to implement the Information Communication and Poverty Reduction Project under the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025 in Thai Nguyen province.
15. Resolution regulating expenditure levels for local industrial promotion activities in Thai Nguyen province
16. Resolution to abolish resolutions of Thai Nguyen Provincial People's Council
17. Resolution stipulating the authority to decide and approve tasks and budget estimates for purchasing assets and equipment; stipulating the decentralization of authority to decide and approve tasks and budgets for renovating, upgrading, expanding, and constructing new construction items in invested construction projects.
18. Resolution approving the plan to repay the loan and the source of repayment to implement the Project on developing infrastructure adapting to climate change to support production for ethnic minorities in the northern mountainous and midland provinces, and Thai Nguyen province.
19. Resolution providing opinions on the number and types of cars serving the general work of agencies, organizations and units under the management of Thai Nguyen province as prescribed in Clause 5, Article 8 of Decree No. 72/2023/ND-CP dated September 26, 2023 of the Government.
20. Resolution on selecting Vo Nhai district to pilot decentralization in management and organization of implementation of national target programs for the period 2024 - 2025
21. Resolution on naming 06 streets in Giang Tien town, Du town, Phu Luong district, Thai Nguyen province

Resolution regulating the prices of medical examination and treatment services on the list paid by the health insurance fund, prices of medical examination and treatment services paid by the state budget, prices of medical examination and treatment services not on the list paid by the health insurance fund but not medical examination and treatment services upon request for state-owned medical examination and treatment facilities under the management of Thai Nguyen province.

25. Resolution stipulating preferential regime of land rent exemption according to Point a, Clause 1, Article 157 of the 2024 Land Law and Clause 15, Article 38 of Decree No. 103/2024/ND-CP dated July 30, 2024 of the Government in Thai Nguyen province.
26. Resolution regulating the authority to decide on the management and use of public assets and the purchase of goods and services of agencies, organizations and units under the management of Thai Nguyen province.
27. Resolution approving the list and adjusting the list of land recovery projects, projects with change of land use purpose of rice fields, production forest land, and protective forest land in Thai Nguyen province.
28. Resolution on confirming the results of the dismissal of the Head of the Legal Committee, People's Council of Thai Nguyen province, term XIV, 2021 - 2026.
