Speaking at the meeting, Mr. Mai Van Khiem, Director of the National Center for Hydro-Meteorological Forecasting, said: The intensity of Ragasa storm is at level 17, above 17. In the North, there is a continental high pressure with humidity of only about 30-40% (dry air). This air mass has the ability to affect the storm. It is forecasted that around September 24, the continental high pressure will affect the storm, weakening it in the coming days. The possibility of storm No. 9 moving to the North is higher. International forecasting agencies are relatively unanimous in their opinion that Ragasa storm will move to the North of Luzon Island (Philippines).
It is forecasted that on September 23, the storm will maintain its intensity of level 16 when it is near Hainan Island (China), then the storm will weaken further. There will be large waves in the East Sea, which will be dangerous for ships, but when it enters the Gulf of Tonkin, the storm will weaken. From the morning of September 25 to the night of September 25, strong winds on land should be taken into account. The Northern and North Central regions will have rainfall of 100-150 mm, especially in the mountainous provinces of the North and North Central regions, there may be localized rain with rainfall of 200-350 mm. Because the forecast is 3 days in advance, the accuracy cannot be high, and daily rainfall needs to be monitored.
According to the report of the Department of Dyke Management and Natural Disaster Prevention and Control ( Ministry of Agriculture and Environment ), as of 4:00 p.m. on September 22, the border guards had coordinated with the authorities of coastal localities to notify, count, and guide 54,058 vehicles with 215,743 workers, of which 338 vehicles with 2,117 workers were operating in the Hoang Sa special zone. The vehicles had received warning information, and no vehicles were in the storm's affected area.
Provinces and cities from Quang Ninh to Hue have 161,354 hectares of aquaculture, 31,812 cages, and 3,875 aquaculture huts.
Regarding reservoirs, the total remaining capacity of the reservoirs in the Red River basin for flood control is 2.177 billion m3 , of which: Son La 761 million m3 ; Hoa Binh 1.126 billion m3 ; Tuyen Quang 184.85 million m3 ; Thac Ba 105.91 million m3 .
Irrigation reservoirs: The Northern region has 2,495 reservoirs, with an average storage capacity of 63-97% of the design capacity. Currently, 137 reservoirs are damaged; 53 reservoirs are being repaired, upgraded, or newly built.
North Central: There are 2,323 reservoirs, with capacity reaching 80-88% of design capacity. Currently, there are 132 damaged reservoirs; 65 reservoirs are under construction.
Regarding the situation of dikes, on the sea dikes and river estuaries of the provinces from Quang Ninh to Hue, there are 62 key locations of weak dikes (Quang Ninh: 2; Hai Phong 8; Hung Yen: 9; Ninh Binh: 9; Thanh Hoa: 1; Ha Tinh: 15; Quang Tri: 14; Hue 4).
The sea dykes are currently designed to withstand storms of level 9-10, average tides of 5%; there is a high risk of being unsafe when storms are strong at level 10-11, gusts of level 13 (exceeding the design level). On the sea dykes and river estuaries of the provinces and cities from Quang Ninh to Hue, there are 5 projects under construction (Hai Phong 2; Hung Yen 1; Ninh Binh 1; Hue: 1).
According to Major General Pham Hai Chau, Deputy Director of the Department of Rescue and Relief (General Staff of the Vietnam People's Army), to respond to storm Ragasa, the Ministry of National Defense has issued three dispatches directing agencies and units to deploy response work; at the same time, mobilizing 300,000 officers, soldiers, militia and self-defense forces on duty; 8,000 vehicles and 6 aircraft are ready to participate in rescue operations when requested.
Concluding the meeting, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep said: This is the strongest storm in history when entering the East Sea. It is possible that when approaching the Vietnamese mainland, the storm will weaken. However, this is a 72-hour forecast, so the accuracy may not be high. We must not be subjective, we need to immediately deploy strict control of vessels. Regarding aquaculture in the Northern and North Central regions with an area of about 165,000 hectares, protective measures must be deployed. In particular, it is necessary to carefully calculate and immediately deploy measures to ensure the safety of reservoirs (hydroelectric and irrigation reservoirs), and at the same time, it is necessary to pay attention before the storm enters to prevent thunderstorms and whirlwinds that may occur, causing damage to people and property.
