Disbursement is still slow
Speaking at a conference with ministries, branches and localities on the disbursement of public investment from foreign capital sources in the last months of 2025 on the afternoon of October 15, Deputy Minister of Finance Tran Quoc Phuong emphasized that completing the disbursement of public investment capital is a key task, contributing significantly to achieving the growth target of over 8% in 2025.
Disbursement of public investment capital, especially ODA capital, is the top concern of the Government and the Prime Minister . A series of resolutions, dispatches, instructions and urgings have been issued, in which the Ministry of Finance also regularly directs and guides. However, the results achieved are still modest.
"To achieve the goal of completing the disbursement of 100% of public investment capital by 2025, we must continuously review, urge and promote disbursement progress, especially for public investment capital from foreign sources," the leader of the Ministry of Finance stated.

The Deputy Minister requested units to classify solutions into two groups. Short-term, urgent solutions need to be implemented immediately in the remaining 2 months of 2025, to accelerate disbursement in the fourth quarter. Long-term, fundamental solutions are applied for the period after 2025, to thoroughly handle long-standing problems, ensuring a more sustainable disbursement progress.
Reporting at the conference, Mr. Vu Hoang Nam, Deputy Director of the Department of Debt Management and Foreign Economic Relations (Ministry of Finance), said that the foreign capital disbursement rate by mid-October 2025 only reached 18.68%, much lower than the same period last year (30.6%) and far from the target of 100% as directed by the Government.
There are 5 ministries, branches and localities that have not yet disbursed funds, namely the Ministry of Foreign Affairs and the provinces of Lai Chau, Hung Yen, Dong Nai and Tay Ninh. The main reasons are slow site clearance, problems with bidding procedures, project adjustments, loan agreements, slow donor approval or impacts from administrative unit mergers and natural disasters.
As of October 14, the total foreign capital plan for 2025 assigned by the Prime Minister was over VND23,416 billion, of which ministries and branches received VND11,060 billion and localities VND12,356 billion. Along with that, over VND2,178 billion of capital in 2024 was extended to 2025.
To date, 85.63% of the capital plan has been entered in detail by ministries, branches and localities on the Tabmis system; of which, localities have achieved 92.14%, ministries and branches have achieved 78.35%. Some units such as the Ministry of Health, the Ministry of Education and Training, the National University of Hanoi, Ho Chi Minh City, Hanoi... have allocated 100% of the capital plan.
What are the local commitments and recommendations?
In Dong Nai, local representatives said that the disbursement progress of domestic projects is basically guaranteed according to plan. However, for ODA capital, disbursement is still slow because loan agreement procedures with foreign partners have not been completed, so the next steps have not been taken.
According to the representative of this province, all documents and implementation plans have been fully prepared and are ready to be deployed immediately after completing legal procedures. Dong Nai commits to completing the entire disbursement plan before the year-end summary, and at the same time, requests central agencies to support in removing difficulties related to the progress of approving international loan agreements.
For Hung Yen, the main difficulty comes from the appraisal and selection of international consultants for a number of ODA projects on ecological infrastructure development and environmental resource conservation. Due to high technical requirements, the process of reviewing and approving documents must be carried out carefully, leading to progress being behind schedule.
The provincial representative said that the Project Management Board is urgently completing the remaining procedures, and at the same time requested the Ministry of Finance and relevant agencies to consider adjusting the capital structure to match the actual progress, creating convenience in the disbursement process.
To speed up disbursement in the last months of the year, the Ministry of Finance requested ministries, branches and localities to speed up investment procedures, complete project legal documents; proactively coordinate with donors to remove obstacles; strictly control progress, promptly report arising issues and focus on disbursing eligible projects, ensuring completion of targets.
