The 2-year intermediate training system only teaches vocational skills, not general education at school, so management is somewhat disadvantageous. Moreover, students who graduate are not old enough to enter the labor market for heavy and hazardous occupations, and have difficulty finding jobs because businesses do not recruit workers under 18 years old.
