99 graduates were not awarded degrees, leaders asked to learn from experience

On August 15, the Departmentof Education and Training of Dak Lak province confirmed that the unit had issued a notice of inspection conclusions at Dak Lak Pedagogical College.

According to the conclusion, the enrollment of the College-level Preschool Education program, part-time program (from the Intermediate Preschool Education) at Dak Lak Pedagogical College has exceeded the target by 100.

Specifically, in the 2021-2022 school year, Dak Lak Pedagogical College recruited 184/97 targets (exceeding 87 targets).

By September 2022, the Ministry of Education and Training had organized an inspection team, discovered the incident and requested this unit to review and promptly issue degrees to students.

Although the Ministry of Education and Training pointed out the violations, in the 2022-2023 school year, Dak Lak Pedagogical College continued to recruit 55/42 targets (exceeding 13 targets). As a result, 52 candidates took the exam and graduated in June 2023, but have not yet been awarded a graduation certificate.

The conclusion also clearly stated that Dak Lak Pedagogical College recruited and upgraded teachers when it did not meet the minimum requirements to implement the training program. This resulted in 47 students who had taken the graduation exam but were not awarded a diploma and 30 candidates were not allowed to take the graduation exam.

The Dak Lak Department of Education and Training pointed out violations in enrollment and training at Dak Lak Pedagogical College, which were not corrected by previous inspection teams in previous school years and repeated in the following years. To date, the school has a total of 99 students who have taken the exam and graduated in 2023 but have not yet been awarded a diploma.

Thereby, the Department of Education and Training pointed out that the collective leadership and the head (Vice Principal in charge) of Dak Lak Pedagogical College had advised on the assignment of annual quotas that were not in accordance with regulations; did not ask for written opinions from the Department of Education and Training, the Provincial People's Committee, and the Ministry of Education and Training on adjusting quotas but arbitrarily recruited more than the enrollment quota.

The Dak Lak Provincial Department of Education and Training requested Dak Lak Pedagogical College to continue reviewing the entire enrollment, training, exam organization and related processes; promptly correct errors, ensure learners’ rights as soon as possible and report to the Department of Education and Training before September 30.

Based on the direction of the Dak Lak Provincial People's Committee and the Department of Education and Training on reviewing the responsibilities of organizations and individuals related to violations in enrollment, training, and graduation certificate issuance, the Pedagogical College has reviewed the organization and collective.

Thereby, reviewing Mr. Nguyen Ngoc Thanh, Vice Principal, in charge of Dak Lak Pedagogical College. Mr. Thanh accepted the form of review to gain experience.

The school reviews the Science and Training Council and the Training and Development Department. The groups also self-assess to gain experience.

It is known that regarding the content of the work-study program, there is a violation of recruiting beyond the quota and not in accordance with regulations. Dak Lak Pedagogical College is waiting for the Ministry of Education and Training's direction on issuing diploma blanks.
