The Law amending and supplementing a number of articles of the Law on Health Insurance 2024 (effective from July 1, 2025) has added 4 new groups of subjects to be granted free health insurance cards by the State, including:
1. Regular militia: This expansion shows the State's concern for groups of people who have made silent contributions to society or are in a transitional period and are most vulnerable in terms of health and finances.
Supporting 100% of health insurance for the regular militia group is an official and practical recognition by the State for the contributions and sacrifices of this force. This is not only of material value but also of great spiritual encouragement. When medical care is guaranteed, militia soldiers will be more assured in training, ready to fight and participate in sudden tasks such as natural disaster and epidemic prevention. A healthy force is the foundation for a solid national defense posture.
2. People aged 75 and over who are receiving monthly pensions, people aged 70 to under 75 who are in near-poor households who are receiving monthly pensions.
This is a group of elderly people who have lost relatives (wife, husband, children...) who are the economic pillars, and whose lives depend on subsidies from the state. At this age, the risk of illness is very high, while their income is extremely limited. They face a double burden: the pain of losing a loved one and financial instability. Previously, people aged 80 and over were granted free health insurance cards. Lowering the age to 75 (and 70 for near-poor households) is a humane step, targeting the group of people who need the most urgent protection.
3. People who are receiving monthly social pension benefits according to the provisions of the law on social insurance.
Social pension is a layer in the multi-layered social insurance system, for the elderly who do not have a pension or monthly social insurance benefits. This group includes: 75 years old or older; Not receiving a pension or monthly social insurance benefits, except for cases prescribed by the Government ; Having an application for social pension benefits; Vietnamese citizens from 70 to under 75 years old who are from poor or near-poor households and meet all the conditions (not receiving a pension, monthly social insurance benefits and having an application for benefits) will receive social pension benefits.
They are self-employed workers, farmers... who have devoted their whole lives but have not accumulated a pension fund. Providing social pension benefits is a big step forward, but providing free health insurance cards is what really completes the security package for this group.
4. Employees who are not eligible for pension and are not old enough to receive social pension benefits are receiving monthly benefits according to the provisions of the law on social insurance.
This is a group of workers who are past retirement age, not eligible for pension (less than 15 years of social insurance contributions), but not yet old enough to receive social pension benefits (under 75 years old). In this "gap", they have no pension, no income and face the highest health risks.
Thus, after the adjustment, the number of groups of subjects receiving 100% health insurance support from the State budget according to the Law amending and supplementing a number of articles of the Law on Health Insurance in 2024 will increase to 20 groups. This is not only an increase in quantity but also a policy adjustment aimed at the remaining "gaps" in social security, ensuring that all people, especially vulnerable groups in society, have full access to health care services.
Expanding the scope of subjects eligible for free health insurance cards not only helps reduce the burden of medical costs for people, but also contributes to improving the quality of public health care.
