An Giang urgently implements urgent tasks to combat IUU fishing.

On October 16, the People's Committee of An Giang province issued a document directing departments, branches and localities to urgently implement urgent tasks to combat IUU fishing.

Chairman of An Giang Provincial People's Committee Ho Van Mung, Head of the Provincial IUU Steering Committee, requested relevant agencies, units and localities to urgently carry out the tasks directed by the Prime Minister, Deputy Prime Minister, Provincial People's Committee and Provincial IUU Steering Committee in the past time.

The Department of Agriculture and Environment coordinates with An Giang Newspaper, Radio and Television to develop and submit to the Provincial People's Committee for approval a plan and budget for propaganda to raise public awareness about fighting IUU until the end of 2025.

The Department of Agriculture and Environment directed the Department of Fisheries and Fisheries Control to: Review and classify 685 fishing vessels with a maximum length of 12m or more that have been registered but have expired licenses to organize licensing according to regulations; in cases that do not meet the conditions, synthesize, report, and propose to competent authorities for handling.

Make a list of 112 fishing vessels that have been registered but not re-inspected, have expired licenses, and cannot contact the owners, and send it to the Provincial Police, Border Guard Command, and local authorities before 11:00 a.m. on October 17, 2025.

Coordinate with local authorities to request representatives of 48 vessels that are not eligible for registration under Circular No. 06/2024/TT-BNNPTNT and fishing vessels that are not eligible for fishing while anchored along the coast, islands, beaches and in rivers, canals and ditches not to leave fishing gear and fishing equipment on the fishing vessel, take photos of the location and time the vessel is anchored and hand them over to officers and civil servants to monitor, supervise closely and report when the vessel changes position and leaves fishing gear and installs fishing equipment on the vessel.

Direct the Fishing Vessel Inspection Center to organize inspections according to regulations for fishing vessels that have been registered but have expired fishing licenses; in cases that do not meet the conditions for inspection, summarize, report, and propose to competent authorities for handling, to be completed before 5:00 p.m., October 20, 2025.

Direct the Fishing Port Management Board to strengthen strict control of fishing vessels entering and leaving the port; absolutely do not allow fishing vessels without registration, inspection, or license to enter the port; compare the current crew on board with the crew in the crew register and request explanations for changes in crew members; compile monthly reports to the Department of Agriculture and Environment, the Provincial Police and the Provincial Border Guard Command.

The provincial police urgently investigate, consolidate documents, conclude the investigation, and transfer the case file for prosecution no later than October 16, 2025. Request the Provincial People's Procuracy to promptly complete the indictment and bring the cases to trial before October 31, 2025, including proposing to conduct mobile trials of 1-2 cases related to IUU acts as a deterrent.

The Provincial Border Guard Command advised the Provincial People's Committee to send an official dispatch to the National Steering Committee on IUU regarding the case of Ms. Huynh Thi Thanh's fishing boat KG-92406-TS being detained by a foreign country, requesting that the authorities provide official information to have enough basis to handle the matter properly according to regulations.

Direct border control stations and posts to step up propaganda work to raise awareness of fighting IUU; strictly inspect and control fishing vessels carrying out exit and entry procedures and pay special attention to applying technology. VNeID strictly manages crew members working on fishing vessels when leaving and arriving at stations and posts.

An Giang Newspaper, Radio and Television coordinate with the Department of Agriculture and Environment, the Department of Justice, the Provincial Border Guard Command, units under the Department of Agriculture and Environment and functional forces to develop plans and budgets to implement columns and magazines on combating IUU broadcast on radio, published in provincial newspapers and other newspapers.

The People's Committees of communes, wards and special zones with fishing vessels shall preside over and coordinate with the Department of Fisheries and Fisheries Control, the Police force and the Border Guard to: Organize the licensing of fishing vessels with a maximum length of 6 meters to less than 12 meters according to regulations, to be completed before October 20, 2025...
