Cyber security plays an important role in the sustainable development of Vietnam's social insurance industry.
(Haiphong.gov.vn) - On the morning of March 19, Vietnam Social Security held an online conference to deploy network information security work in 2024. General Director Nguyen The Manh chaired the conference.
Attending the conference at the Vietnam Social Security bridge point were: Deputy General Director Chu Manh Sinh, Heads of affiliated units; representatives of the Department of Information Security (Ministry of Information and Communications); representatives of the Department of Cyber Security and High-tech Crime Prevention ( Ministry of Public Security ). At the Social Security bridge points of localities, there were leaders and related officials.
Proactively prevent and guard against cyber attacks
Speaking at the opening of the Conference, General Director Nguyen The Manh said that in recent years, the Government has paid special attention to the application of IT and national digital transformation, building a digital government, a digital economy , and a digital society. In the 9 important areas of developing the foundation of a digital economy and a digital society, network information security and network security are listed as a separate criterion in addition to the criteria on institutional building, digital infrastructure, digital platform, and digital data. As a government agency, Vietnam Social Security has made significant progress in digital transformation, applying digital technology to improve operational efficiency and system development. The sector has been praised by the Government and the Prime Minister, and recognized by ministries, branches, localities, units, businesses, and people. This is the pride of the entire Vietnam Social Security sector.
General Director Nguyen The Manh assessed that with all management software systems, professional software and transactions with organizations and individuals being carried out on the network environment; along with that, the National Insurance Database is being gradually completed and put into operation, shared with Ministries, Branches, localities, as well as implementing the assigned tasks in Project 06 of the Government , preparing for the implementation of the construction of the National Data Center, ensuring the safety of the entire information system of the Industry is a huge challenge in the face of the risks of cyber attacks, with increasingly advanced and sophisticated techniques of high-tech crimes as today.
“Recognizing the importance and significance of cyber security, the Party Committee of Vietnam Social Security, as well as the leaders of the Vietnam Social Security Industry, have directed the organization to research, thoroughly grasp and implement the contents of Resolution No. 30-NQ/TW dated July 25, 2018 of the Politburo on the National Cyber Security Strategy; Resolutions of the Government, Directives of the Prime Minister on ensuring cyber safety and security, and protecting state secrets in cyberspace. On March 15, 2024, the Party Committee of Vietnam Social Security issued Resolution No. 398-NQ/BCSĐ on strengthening the work of ensuring cyber security in the Vietnam Social Security Industry.”- General Director Nguyen The Manh shared.
Currently, the Industry has invested and equipped with many information security solutions and devices to help prevent attacks, protect the system, and fight against external threats. However, in the field of information security, the risk and impact on the system and information assets and data are exploited from the weaknesses within the system, especially from the inadequate awareness and lack of information security skills of the technical team and system users in the agencies and units themselves.
In order to improve the capacity, knowledge and skills of civil servants, public employees and workers in the whole industry, Vietnam Social Security has coordinated to organize specialized training courses for information security specialists, organize emergency response drills for information security incidents; train and educate all civil servants, public employees and workers on information security, raise vigilance against fraud, and prevent risks of cyber attacks.
“Today’s conference is also part of that program. I request all civil servants, public employees and workers to attend the conference, concentrate to update the situation and methods of preventing cyber-attack risks, ensuring network information security; update their skills and knowledge to handle situations, be ready to respond to risks and incidents caused by cyber-attacks to the Industry’s information system,” said General Director Nguyen The Manh.
Cyber security is an important and breakthrough task.
At the Conference, Deputy General Director Chu Manh Sinh thoroughly grasped Resolution No. 398-NQ/BCSĐ March 15, 2024 of the Party Executive Committee of Vietnam Social Security on strengthening the work of ensuring network information security of the Vietnam Social Security sector. The Resolution stated that network information security is an important and breakthrough task to create digital trust, build an honest, civilized, healthy network environment and prevent and combat violations of the law in cyberspace, protect the development of the Vietnam Social Security sector in order to successfully implement national digital transformation. The Resolution gave an overview of the outstanding results of the sector in recent times in ensuring network information security; at the same time, pointed out a number of shortcomings and limitations.
To overcome the shortcomings and limitations; promote the active and proactive role, concentrate the intelligence and combined strength of the entire Industry in ensuring network information security, the Resolution sets the goal that the entire Industry continues to organize research, thoroughly grasp and seriously implement the Party's Directives and Resolutions, the State's policies and laws on ensuring network safety and security, and protecting state secrets in cyberspace; focus on building and training high-quality human resources in network security; review, develop and promulgate directives, management documents and regulations on network security for unified implementation throughout the Vietnam Social Security industry; Build a modern, professional and effective Vietnam Social Security industry, meeting the requirements of building an e-Government, towards a digital Government.
At the Conference, representatives of the IT Center and Vietnam Social Security reported and evaluated the management situation of information security assurance in the Vietnam Social Security sector and the work of classifying and determining the level of proposal documents.
In particular, experts from the Department of Information Security (Ministry of Information and Communications) and the Department of Cyber Security and High-Tech Crime Prevention (Ministry of Public Security) presented, provided knowledge, and provided guidance on how to identify and prevent current risks of network information insecurity through the topics: "Risk of account disclosure - Identification and prevention" and "Cyberspace security and some issues of personal data protection in the current period".
Concluding the Conference, General Director Nguyen The Manh highly appreciated the enthusiastic and responsible sharing of delegates and experts towards the work of ensuring network information security of the Vietnam Social Insurance Industry.
In the next phase, to effectively implement the tasks and solutions in the Resolution of the Party Executive Committee of Vietnam Social Security on strengthening the work of ensuring network information security, the General Director requested the Heads of affiliated units and Directors of Social Security of provinces and centrally-run cities to urgently implement the following tasks:
IT Center: Specify the tasks and solutions in Resolution No. 398-NQ/BCSĐ on strengthening the work of ensuring network information security of the Vietnam Social Security sector into a detailed plan for consultation and proposal for implementation. Strengthen and promote the activities of the Network Information Security Incident Response Team, specialized network information security officers of the Social Security of provinces and cities, so that these staff will act as the core force in implementing the task of ensuring network information security at the units. Strengthen the work of urging, inspecting and guiding the units under the Vietnam Social Security, Social Security of provinces and cities in implementing technical solutions for network information security; regularly monitor and promptly prevent violations of network information security policies; localize, isolate and control incidents to minimize damage to information assets and data.
The Communication Center and Social Insurance of provinces and cities strengthen propaganda and dissemination of the meaning and role of ensuring network information security. Heads of affiliated units and Directors of Social Insurance of provinces and cities organize the study and dissemination of the content of the Resolution of the Vietnam Party Executive Committee on strengthening network information security; proactively develop action plans and programs to effectively implement the work of ensuring network information security in accordance with the direction in Resolution No. 398-NQ/BCSĐ of the Party Executive Committee.
“With the strong direction of the Government, the coordination and support of Ministries and Branches, along with the strong determination of the Vietnam Social Security Industry, I believe that the work of ensuring network information security of the Vietnam Social Security Industry will continue to make great strides, creating an important foundation for implementing digital transformation activities of the Vietnam Social Security Industry,” said General Director Nguyen The Manh.
