On the morning of September 10, right after the official welcoming ceremony at the Presidential Palace, General Secretary and President To Lam and General Secretary and President of Laos Thongloun Sisoulith and delegates arrived at the Party Central Committee Headquarters to the warm welcome of the people of Hanoi.
