According to Mr. Sudhanshu Mittal, Director of Technical Solutions at the National Software and Services Companies Association (Nasscom) of India, Vietnam was chosen to host the Hanoi Convention's signing ceremony due to its active role in the Convention's drafting process, along with the application of a solid legal framework demonstrated by the 2018 Cybersecurity Law, and its highly qualified workforce.
The expert stated that these factors have helped Vietnam become a "bright spot" and an ideal location to host this landmark United Nations event.
Regarding the Hanoi Convention, Mr. Sudhanshu Mittal assessed it as the first global treaty of the United Nations in 20 years on the field of combating cybercrime, aiming to harmonize national laws, promote cross-border investigative cooperation, share electronic evidence, and provide legal and technical support among countries.
According to him, the Convention will open up great opportunities for countries to strengthen international cooperation, build capacity, and improve the legal framework. Referring to India's experience in ensuring cybersecurity, Mr. Sudhanshu Mittal emphasized that this Asian nation has built a legal framework and a mechanism for close coordination between state agencies and the private sector.
Meanwhile, representatives from the United Nations Office on Drugs and Crime (UNODC) stated that the rapid development of information and communication technology in recent years is transforming society, helping to address governance issues and promote sustainable development.
However, technology not only brings new opportunities but also poses global threats, including cybercrime. The adoption of the United Nations Convention against Cybercrime is a historic milestone. According to UNODC representatives, Vietnam played a constructive and inclusive role throughout the negotiation process of the Convention, helping to narrow differences and ultimately leading to the signing ceremony in Hanoi.
