Some points that need to be revised and supplemented in the Draft Political Report to be submitted to the 14th National Party Congress

On October 22, 2025, the Government Electronic Information Portal published the full text of the draft documents of the 14th National Party Congress to collect comments from National Assembly deputies, the Fatherland Front, socio- political organizations, mass organizations, cadres, party members and people:

- Draft Political Report of the 13th Party Central Committee at the 14th Party Congress;

- Draft Action Program of the Party Central Committee to implement the Resolution of the 14th National Congress of the Party (attached with the Political Report); and Appendix 1; Appendix 2; Appendix 3; Appendix 4: Assessment of 5 years of implementing the 10-year Socio -Economic Development Strategy 2021-2030; Appendix 5: On summarizing Party building work during the 13th Congress term and directions, tasks, and solutions for Party building work during the 14th Congress term;

- Draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam;

- Draft Report summarizing 15 years of implementing the Party Charter (2011-2025) and proposals and directions for supplementing and amending the Party Charter.

Below are some points that need to be noted for editing and supplementing in the Draft Political Report (hereinafter referred to as the Draft).

Firstly, in general , the Draft Political Report submitted to the 14th National Party Congress has demonstrated inheritance and development, updated many new viewpoints, goals and breakthrough and stronger solutions and tasks, reflecting innovation, creativity, and revolutionary thinking and action, expressed concisely, succinctly, with focus, key points, generalization and high feasibility, suitable to the actual situation, meeting the requirements of national development in the new period.

Second, regarding the theme of the Congress , based on the addition of the strategic autonomy element compared to the draft of June 2025, the theme of the 14th Congress is: " Under the glorious flag of the Party, join hands and unite to successfully implement the country's development goals by 2030; strategic autonomy, self-reliance, self-confidence, and strong progress in the era of the nation's rise for peace, independence, democracy, wealth, prosperity, civilization, happiness, and steady progress towards socialism".

This topic has a more specific division and extends the vision and goals to two historical periods: until 2030 and the era of national and socialism's rise; corresponding to that are the necessary tools, principles and solutions for each period: joining hands and unanimity for the period until 2030 and strategic autonomy, self-reliance, self-confidence, for the era of rise...

However, the two phrases “joint efforts” and “unanimity” are similar in meaning and weaker than the phrase “solidarity”, which is the most important principle that creates the strength of the Party and the nation; at the same time, it is necessary to add the phrase “creativity”, which is becoming a great message of the new era…

In addition, separating the tool phrases according to the target stage will easily cause misunderstandings in perception and practice, as well as especially reduce the complementary systematic synergy of the principle tools and solutions needed to achieve the goals of each stage...

Therefore, it is necessary to adjust the new theme to be: " Under the glorious flag of the Party, solidarity, creativity, strategic autonomy, self-reliance, and confidence to successfully implement the country's development goals by 2030; moving forward in the era of the nation's rise for peace, independence, democracy, wealth, prosperity, civilization, happiness, and steady steps towards socialism" .

Third , the assessment of the current situation and the proposed directions and solutions need to emphasize more in the Draft the outstanding, overarching issues, challenges and risks that are the root of many limitations in the country's development in recent times, namely: Slowness and lack of breakthroughs in innovation of the Party's leadership methods; inadequacies in development thinking and institutions; stagnation and loopholes in building a national value system, identification criteria and mechanisms to protect national interests; especially shortcomings and weaknesses in personnel work, especially high-level personnel, as well as the problems of corruption, waste and term-based thinking, group, local and regional interests.

Fourth, regarding guiding viewpoints, the Draft establishes 5 viewpoints:

(1) Firmly apply and creatively develop Marxism-Leninism, Ho Chi Minh thought, and the theory of innovation; firmly maintain the goal of national independence and socialism; firmly promote the comprehensive and synchronous innovation process; firmly maintain the principles of Party organization and operation; use strategic autonomy, innovate the development model, take development for stability, stability to promote rapid and sustainable development of the country, improve the people's life and happiness, and firmly protect the socialist Vietnamese Fatherland.

(2) Early identification, taking advantage of all advantages and opportunities, overcoming all difficulties and challenges to continue to develop the country rapidly and sustainably; promoting breakthroughs in science and technology, innovation and proactive international integration, closely combining and synchronously implementing key tasks, in which: Economic and social development and environmental protection are central; Party building is key; cultural and human development is the foundation; strengthening national defense and security and promoting foreign affairs and international integration are essential and regular.

(3) Strongly arouse the tradition of patriotism, the desire for development, the spirit of solidarity, the will to be self-reliant, self-confident, self-reliant, self-reliant, and national pride; promote the strength of culture and people as endogenous resources and strong driving forces for development. Promote the construction and synchronous completion of institutions for rapid and sustainable national development, resolutely and promptly remove bottlenecks and bottlenecks, unblock and liberate production capacity, all resources, and promote all driving forces. Establish a new growth model, taking science and technology, innovation, and national digital transformation as the main driving force and private economic development as the most important driving force; perfect development institutions associated with the synchronous implementation of 4 transformations: Digital transformation, green transformation, energy transformation, and transformation of the structure and quality of human resources; attract and utilize talents, and promote the development of new productive forces.

(4) Promote the strength, mettle, and intelligence of the Vietnamese people, the great national unity bloc, and the people's hearts; combine national strength with the strength of the times; proactively, resolutely, and persistently fight to firmly protect national independence, sovereignty, unity, and territorial integrity; protect the Fatherland early and from afar; closely and harmoniously combine economic, cultural, social development, and environmental protection with strengthening national defense and security, and improving the effectiveness of foreign affairs and international integration. Ensure and protect the highest national interests on the basis of the fundamental principles of the United Nations Charter and international law.

(5) Strengthening the building and rectification of a clean and strong Party and political system in all aspects; solidarity and unity; smooth, synchronous and effective operation of the new apparatus of the political system; enhancing the role, leadership capacity, governance, fighting strength of the Party and the management, governance and development creation capacity of the State. Closely linking practical summarization and theoretical research with the building and implementation of the Party's guidelines and policies, and the State's policies and laws. Tightening the close relationship between the Party, the State and the people; promoting socialist democracy and people's mastery; strengthening control of power, resolutely and persistently fighting against corruption, waste, negativity, "self-evolution" and "self-transformation" within the Party.

A careful reading of the above 5 viewpoints shows that there are still some limitations: Although it covers most of the most important fundamental principles for building and implementing the contents of tasks, goals and solutions in the coming term, the Draft has not yet clearly and concisely named each viewpoint; the explanation of the content of the viewpoints is still overlapping and lacking focus; the order of the viewpoints lacks internal connection and logic, and the goals and tools to achieve them are not clearly distinguished; there is a lack of a consistent and comprehensive message... Furthermore, there is a lack of content "proactively fighting to protect the Party's ideological foundation" in the 5th viewpoint on Party building...

Therefore, to make the viewpoints stronger, sharper, more concise and more connected in both content and form of expression, it is necessary to edit and revise the viewpoints in the Draft in the direction of keeping the overall content intact, but rearranging the words and ideas of the arguments as suggested below:

(1) Firmly apply and creatively develop Marxism-Leninism, Ho Chi Minh thought, the Party's organizational and operational principles, theories on the renovation policy , the goals of national independence and socialism; strategic autonomy, comprehensively and synchronously promote the renovation process and development model, take development for stability, stability to promote rapid and sustainable development of the country, improve the people's life and happiness, firmly protect the socialist Vietnamese Fatherland.

(2) Early identification, taking advantage of all advantages and opportunities, overcoming all difficulties and challenges, closely combining and synchronously implementing key tasks, in which: Economic and social development and environmental protection are central; Party building is key; cultural and human development is the foundation; strengthening national defense and security; breakthroughs in science and technology, innovation and proactive international integration are essential and regular.

(3) Strongly shifting to a new growth model based on breakthroughs and improving institutional quality, promoting the development of new productive forces associated with the synchronous implementation of four transformations: Digital transformation, green transformation, energy transformation; structural transformation, quality of human resources and attracting and utilizing talents; taking the private economy as the most important driving force; science and technology, innovation, national digital transformation as the main driving force; unlocking and liberating productive forces, promoting and effectively combining all resources for rapid and sustainable development of the country.

( 4) Combining national strength with the strength of the times; promoting the strength, mettle, intelligence and culture of the Vietnamese people, resonating with the tradition of patriotism, the aspiration for development, the will to be self-reliant, self-confident, self-reliant, self-reliant, national pride, the great national solidarity bloc and the people's hearts to become endogenous resources, a strong driving force for the development and protection of the Fatherland from early on and from afar; closely and harmoniously linking economic, cultural, social development, environmental protection with strengthening national defense and security, improving the effectiveness of foreign affairs and international integration. Proactively, resolutely and persistently fight to firmly protect the independence, sovereignty, unity and territorial integrity of the nation; ensure and protect the highest national interests on the basis of the fundamental principles of the United Nations Charter and international law.

(5) Enhance the role, leadership capacity, governance, and fighting strength of the Party and the capacity, effectiveness, and efficiency of management, governance, and development creation of the State. Strengthen the building and rectification of the Party and the political system to be clean and strong in all aspects; united and unified; operate smoothly, synchronously, and effectively the new apparatus of the political system. Closely combine summarizing practices and researching theories with building and organizing the implementation of the Party's guidelines and policies, and the State's policies and laws. Tighten the close relationship between the Party, the State, and the people; promote socialist democracy and the people's mastery; proactively fight to protect the Party's ideological foundation in conjunction with strengthening control of power, resolutely and persistently fight to prevent and combat corruption, waste, negativity, "self-evolution" and "self-transformation" within the Party.

In general, it can be said that the Draft has shown many important new points in content; demonstrated courage and high political determination, the convergence and crystallization of the wisdom of the entire Party and people in the effort to overcome subjective limits in both awareness and institutions, the expectation of resonance and promotion of the strength of great national unity, effective coordination of national and international resources, creating a strong new driving force for the development of a rich, prosperous, civilized, happy Vietnam in the new era, the era of national growth and gloriously standing shoulder to shoulder with the great powers of the five continents according to Uncle Ho's sacred will...
