Vietnam proposes some solutions to promote humanitarianism at IPU-151

Vietnam proposed the need to reasonably allocate resources for relief, recovery and reconstruction programs after disasters; encourage the participation of social organizations, businesses and local communities.

In implementing the National Assembly's 2025 foreign affairs program, the Vietnamese National Assembly delegation, led by Central Committee member and Chairman of the Committee on National Defense, Security and Foreign Affairs Le Tan Toi, attended the 151st General Assembly of the Inter- Parliamentary Union (IPU-151) and related conferences, held from October 19-23 in Switzerland.

Speaking at the Plenary Session, the Head of the Vietnamese Delegation emphasized the complex challenges currently facing the world; affirming that protecting humanitarian norms is protecting the dignity and most sacred values ​​of human beings; it is a legal obligation, the voice of conscience, and a shared responsibility of all humanity. He stressed that the spirit of humanity is a tradition of the Vietnamese people and a priority in the country's policies and development strategies.

Throughout its development, Vietnam has always placed people at the center of its development strategy, considering the guarantee of human rights and the care for the material and spiritual well-being of its people as the foundation for social stability and progress. Accordingly, Vietnam actively participates in global efforts to respond to humanitarian crises, climate change, disease prevention, protect vulnerable groups, and promote gender equality.

To contribute to the international community's efforts to uphold humanitarian standards and promote more effective humanitarian action during times of crisis, the Vietnamese delegation put forward several proposals.

First, parliaments need to continue improving the national legal framework for protecting people in emergencies and crises, including enacting and updating laws related to disaster risk management, refugee assistance, protection of women and children, vulnerable groups, and ensuring the right to access humanitarian assistance.

Secondly, it is necessary to allocate resources appropriately to disaster relief, recovery, and reconstruction programs; and to encourage the participation of social organizations, businesses, and local communities.

Third, it is necessary to strengthen the monitoring of the implementation of international humanitarian commitments. Finally, parliaments need to enhance mutual cooperation, proactively promote dialogue, and share experiences to improve the effectiveness of cross-border humanitarian action, while ensuring that all relief efforts are conducted in a humanitarian spirit.

The Vietnamese delegation also actively participated in and delivered speeches at the sessions of the Committee on International Peace and Security and the Committee on Sustainable Development. The speeches of the Vietnamese delegation were well received and highly appreciated by other countries and were compiled by the IPU Secretariat to be included in the general document of the General Assembly.

During the remaining days of IPU-151, the Vietnamese delegation is expected to continue participating in plenary sessions, the Executive Council, the Sustainable Development Committee, the Committee on United Nations Affairs, and the discussion on urgent issues.

Within the framework of the Association of Secretaries-General of Parliaments (ASGP) Conference, held concurrently with IPU-151, on October 21, Ms. Le Thu Ha, Deputy Head of the Office of the National Assembly of Vietnam, was elected to the ASGP Executive Board for the 2025-2028 term with the highest number of votes among the candidates.

This is the first time the Vietnamese National Assembly has had a trusted representative elected to the leadership of the ASGP, marking an important step forward in the process of proactively and actively integrating into international parliaments; at the same time, affirming the trust and appreciation of the world parliamentary community for the role, prestige and practical and responsible contributions of the Vietnamese National Assembly in multilateral parliamentary activities in recent times.

In addition, on the sidelines of the General Assembly, the Vietnamese delegation held bilateral meetings to discuss inter-parliamentary cooperation and preparations for upcoming delegation exchanges.
