On the afternoon of July 17, the Ministry of Agriculture and Environment issued an urgent dispatch to respond to a tropical depression that is likely to strengthen into a storm.
According to the National Center for Hydro-Meteorological Forecasting, on the afternoon of July 17, the center of the tropical depression was located at about 15.1 degrees North latitude; 126.9 degrees East longitude, in the sea east of the Philippines. The strongest wind near the center of the tropical depression was level 7 (50-61 km/h), gusting to level 9; moving in the West Northwest direction at a speed of 15-20 km/h.
It is forecasted that in the next 24 hours, the tropical depression will move in the West-Northwest direction at a speed of about 15-20km/h and is likely to strengthen into a storm; from July 20-25, there is a possibility of widespread heavy rain in the Northern region.

To proactively respond to the tropical depression near the East Sea that is likely to strengthen into a storm and cause widespread heavy rain and flooding, the Ministry of Agriculture and Environment requests the People's Committees of the provinces and cities in the Northern region and coastal areas from Quang Ninh to Dak Lak , ministries and branches based on their assigned tasks and the scope and objects affected by natural disasters to closely monitor the developments of the tropical depression.
Closely manage vehicles going out to sea; notify owners of vehicles and captains of ships and boats operating at sea of the location, direction of movement and developments of natural disasters to proactively avoid, escape or not move into dangerous areas.
Dangerous area in the next 48 hours: From 16.5-21.0 degrees North latitude, 117.0-120.0 degrees East longitude (dangerous area is adjusted in forecast bulletins).
Review and implement safety measures for bridge and port works; tourism , aquaculture, and fishing activities at sea, in river mouths, and along the coast.
Prepare measures to ensure safety, limit damage to houses, warehouses, headquarters, public works, industrial parks, factories, power grids, telecommunications systems; protect agricultural production; prevent flooding in urban areas and industrial parks.
Urgently complete the repair and remedy of recent incidents and damages to dike works; inspect and review all dike works and dike protection plans in the area.
Prepare human resources, materials, vehicles, and equipment to proactively deploy when incidents or situations occur according to the "4 on-site" motto.
Check and proactively take measures to ensure the safety of reservoirs and downstream areas, especially small, vulnerable reservoirs under construction; be ready to operate, regulate and handle situations.
Review and prepare plans to evacuate people from dangerous areas; commune-level authorities direct relevant forces to notify each household living in areas at risk of flooding, landslides, and flash floods to proactively prevent and ensure safety; prepare forces and means for rescue when required.
Ministries and sectors, according to their functions, state management tasks and assigned tasks, proactively direct and coordinate with localities to respond to tropical depressions that may strengthen into storms and widespread heavy rain.
