According to the forecast of the National Center for Hydro-Meteorological Forecasting: From the evening of July 2 to July 4, the mountainous and midland areas of the North will have moderate rain, heavy rain and thunderstorms, locally very heavy rain with common rainfall from 40 - 80 mm, locally over 150 mm.
The Northern Delta region will have showers and thunderstorms, with some places experiencing over 80 mm of rain; the upper reaches of the Da River, Thao River, and Lo River may experience a flood. There is a risk of flash floods and landslides in mountainous areas and flooding in low-lying areas in the northern mountainous provinces.
Currently, it is the peak period of floods in the North. The Prime Minister requests the Minister of Agriculture and Rural Development and ministers and chairmen of provincial and municipal People's Committees not to be negligent, subjective, or lose vigilance, to closely monitor, proactively direct, and promptly and effectively implement flood response work to ensure safety of life, limit property damage, and impact on people's production and daily life.
In particular, the Chairmen of the People's Committees of provinces and cities focus on directing the assurance of people's lives and safety, directing local media agencies to strengthen communication, dissemination, and guidance for people to implement safety measures and limit damage when floods occur.
Organize to review, promptly detect, proactively evacuate, relocate people, vehicles and assets in dangerous and unsafe areas, especially in deeply flooded areas, along rivers, streams, and areas at risk of landslides and flash floods.
Organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, areas with strong currents, areas where landslides have occurred or are at risk of landslides; resolutely do not allow people and vehicles to pass if safety is not ensured; do not let unfortunate human losses occur due to carelessness or subjectivity.
Coordinate with relevant agencies to direct the safe operation of irrigation and hydroelectric works and reservoirs in the area to ensure safety for the works and safety for downstream areas; deploy work to ensure safety of dikes and dams according to regulations, minimizing damage.
Proactively arrange forces and means in key areas to promptly deploy rescue work when situations occur; direct the overcoming of natural disaster consequences according to the provisions of law.
The Ministry of Natural Resources and Environment closely monitors and supervises natural disaster situations, warns, forecasts, and provides complete and timely information to competent authorities to serve the direction and response to floods and storms according to regulations.
The Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade, according to their assigned state management functions, coordinate with localities to direct the effective operation and ensure the safety of irrigation and hydroelectric reservoirs; and direct the work of ensuring safety for agricultural and industrial production.
The Ministry of Transport directs coordination with localities to ensure traffic safety, promptly handle incidents, and ensure smooth traffic, especially on main traffic routes.
The Ministries of National Defense and Public Security proactively direct forces stationed in the area to coordinate and support localities in implementing flood response work according to regulations.
