Bac Ninh creates resources and strengthens "youth" in the Party

In line with the spirit of Resolution No. 21-NQ/TW dated June 16, 2022, the 5th Conference of the 13th Party Central Committee on strengthening the construction of grassroots party organizations and improving the quality of party members in the new period, the Standing Committee of the Bac Ninh Provincial Party Committee has issued important instructions and directions based on the practical situation in the locality.

The Provincial Party Standing Committee issued Conclusion No. 903/KL-TU on developing party members according to the goals of the resolutions of congresses at all levels for the 2020-2025 term. Party development work in the province focuses on schools,educational institutions, youth of military age and new recruits, where resources are abundant.

Focus on building a reliable reserve team

After graduating from high school, Bui Duy Thai, born in 2005, in Phu Du village, Quynh Phu commune, Gia Binh district, volunteered to join the army in 2024. Thai was selected from among the elite masses, union members, and typical youth of Phu Du village to participate in a Party awareness training class and was followed up, helped, and recommended for consideration for Party admission by the Party cell, mass organizations, political organizations , and social organizations of the village.

Honored to be admitted to the Party before leaving for military service, Bui Duy Thai excitedly shared: "Standing in the ranks of the Party is an honor and an important motivation for me to strive to train, strive, and mature early in the military environment."

Training and admitting young people to the Party who are preparing to join the army is a policy that the Bac Ninh Provincial Party Committee has thoroughly grasped and implemented since 2023. After nearly a year, the whole province has organized 11 classes on Party awareness with 345 participants. Through the process of training, striving and screening, the whole province has had 118 young people honored to be admitted to the Party, ready to join the army this spring. Of which, Bac Ninh city admitted 27 party members, Luong Tai district admitted 25 party members, Tien Du district admitted 16 party members, Thuan Thanh town admitted 15 party members...

According to Colonel Vu Ba Bo, Standing Deputy Secretary of the Provincial Military Party Committee, Political Commissar of the Bac Ninh Provincial Military Command: Conclusion No. 903/KL-TU of the Provincial Party Committee Standing Committee and especially the creation of sources and development of the Party among young people preparing to join the army are major policies and important instructions of the Provincial Party Committee, which are recognized and implemented very seriously by units and localities. The Provincial Military Party Committee has coordinated with district, town and city Party Committees to organize and implement them methodically.

Military agencies at all levels have played a good advisory role to Party committees at all levels in discovering sources and coordinating education, training, and introducing new Party members to ensure quality and effectiveness. Thanks to that, although it is the first year of implementation, the results have been very positive, while ensuring good implementation of the motto "quantity goes hand in hand with quality".

Regarding party development among students, Conclusion No. 903/KL-TU of the Provincial Party Committee Standing Committee on developing party members according to the goals of the resolutions of congresses at all levels for the 2020-2025 term and the guidance of the Provincial Party Committee's Organizing Committee on admitting party members who are students in the province have really removed the bottleneck in this work.

Teacher Nguyen Duc Luu, Party Secretary and Principal of Bac Ninh Industrial College, said: This is a very important and timely direction of the Provincial Party Committee, creating a separate corridor for students in the process of training and striving to join the Party, unlike before when students had to meet the same standards as teachers. At Bac Ninh Industrial College, in the past, each year, 10-15 students attended Party awareness training classes and on average, about 5 students were admitted to the Party. With the above conclusion, along with the good input of students in the school, the school determined that each year it would select 150-200 students to attend Party sympathy classes and strive to have at least 50 students honored to be in the Party ranks.

Nguyen Ngoc Huyen Trang, a first-year student at Bac Ninh Pedagogical College, was selected to attend the Party awareness training course for excellent union members and students, course I, 2024, organized by the Party Committee of the Agencies and Enterprises of Bac Ninh province. She shared: I am very honored to be one of the first 85 students to attend the Party awareness training course in 2024. The five days of attending the class helped me gain more motivation to strive, cultivate ethics, and practice my expertise to become a good preschool teacher in the future. Moreover, as Vice President of the Student Association of the school, I also hope to spread the valuable knowledge I have acquired to my friends to foster ideals, build a positive lifestyle among students, contributing to "using positivity to push back negativity", "using beauty to eliminate ugliness", for a better life.

The tasks set out

The initial improvements in the work of developing young party members in Bac Ninh province recently did not come easily, but came from the determination and efforts of the entire provincial Party Committee. At the end of October 2023, at the mid-term review conference, the Provincial Party Committee frankly acknowledged that the annual target of admitting new party members had not met the requirements compared to the targets set by the Resolution of the 20th Provincial Party Congress for the 2020-2025 term. In the spirit of immediately overcoming difficulties and shortcomings, the Provincial Party Committee Standing Committee issued Conclusion No. 903/KL-TU on developing party members according to the targets of the resolutions of congresses at all levels for the 2020-2025 term.

The conclusion clearly stated: Since the beginning of the 2020-2025 term, the whole province has admitted 3,374 party members, reaching 45% of the Congress Resolution's target. On average, 1,349 party members are admitted each year, reaching 90% of the target (the Congress Resolution set 1,500 party members/year). The number of party members admitted annually is about 2% of the total number of party members in the whole province, much lower than the requirement of Resolution No. 21-NQ/TW of the Central Executive Committee (which is to admit 3-4% of the total number of party members each year).

On the other hand, the number of party members recruited from students is not commensurate with the potential; party members have not been recruited from high school students although this source is quite abundant. From there, the Provincial Party Committee proposed remedial measures to determine to achieve the target of recruiting 1,500 new party members or more each year in the whole province; of which, recruiting 50 students from universities, colleges, and vocational high schools (15 times higher than in 2022) and 10-120 high school students (on average, each school recruits 3 students).

Comrade Nguyen Anh Tuan, member of the Party Central Committee and Secretary of the Bac Ninh Provincial Party Committee, directed to seriously and deeply grasp the content of the conclusion of the Provincial Party Committee Standing Committee on developing party members, focusing on training and recruiting party members who are students and new recruits.

The comrade requested the Provincial Party Committee's Organizing Committee to preside over and coordinate with the Party Committee of the Bloc, the Provincial Youth Union, the Provincial Military Command, and the Department of Education and Training to develop an implementation plan in the direction of closely following the grassroots and regularly reporting the implementation results to the Provincial Party Committee Standing Committee at monthly meetings. The subordinate Party Committees are clearly assigned tasks and are assigned targets for admitting Party members by the end of the term. In particular, the Party Committees focus on admitting Party members who are workers, farmers, private business owners, and religious people; pay special attention to developing Party members among the elite masses who are union members (cadres, teachers, lecturers, workers, students) in high schools, colleges, and universities; in rural areas and neighborhoods, there are young people of military age and new recruits.

Comrade Phung Duc Chien, member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee, said: The work of reviewing, discovering, and creating sources for party development has been promoted throughout the province; especially focusing on discovering and fostering party sentiment among union members and young people. In January 2024 alone, nearly 200 excellent students in Bac Ninh province participated in Party awareness training classes.
