Lesson 5: Worthy of the stature and role of the highest leadership body of the Party

The Party Charter has identified the highest leadership body of the Party as the National Congress of Delegates, at each level as the congress of delegates or congress of Party members.

This designation requires innovation in leadership methods, improvement of leadership and governing capacity, demonstration of high political determination in direction, administration and implementation. These solutions must always be resolutely implemented by Party committees at all levels, so that the Party Congress is worthy of its stature and role, ensuring the successful implementation of the goal of a rich people, strong country, democracy, fairness and civilization.

Initial surveys in localities have shown that documents and resolutions of Party congresses at all levels have overcome "old ways" and "stereotypes". To bring resolutions into life, it requires even more perseverance, determination and the ability to overcome the obstacles of "inertia" in thinking and action; improve management capacity, resolutely overcome weaknesses, stagnation, and the state of avoiding responsibility in leadership, direction and implementation; closely inspect and supervise, clearly defining collective and individual responsibilities.

Say the right thing and do it, improve management capacity

Our Party is increasingly aware of the meaning and importance of innovating leadership methods, improving the leadership and governing capacity and fighting strength of grassroots Party organizations in the ability to realize the Party's goals, vision and mission.

The documents of the 6th Congress emphasized: To lead and manage well, it is necessary to make correct and timely decisions and organize the implementation of those decisions. Decision preparation and decision making must follow a strict process. Decision makers must be responsible for their decisions. From the 7th Congress to the present, documents of Party Congresses and specialized resolutions on Party building have all set out tasks and solutions to innovate leadership methods. Resolution No. 28-NQ/TW dated November 17, 2022 of the 6th Conference of the Party Central Committee (13th tenure) sets out the goal: To create strong and substantial changes in the innovation of the Party's leadership methods for the political system, ensuring effectiveness, practicality, and closeness to reality, meeting the requirements of the Party's comprehensive leadership in the new period.

Since the 7th Congress, documents of Party Congresses and specialized resolutions on Party building have all set out tasks and solutions to innovate leadership methods.

On September 25, at a working session with the Standing Committees of the 14th Party Congress Subcommittees to review and give opinions to continue perfecting the draft documents, General Secretary To Lam affirmed that integrating the 3 reports into the Political Report helps ensure a consistent strategic logic between thinking, goals and policy tools; overcoming the situation of "speaking correctly but doing is difficult". The 14th Congress documents must carry the spirit of innovation, truly be a compass for action for the 2026-2031 term, with a vision to 2035-2045 and beyond; both highly directional and capable of specific measurement, implementation, inspection and monitoring. The viewpoint of how to immediately implement the policies, tasks and targets mentioned in the draft documents submitted to the 14th Congress without waiting for the resolution to be officially issued, and focusing on "implementation management" with the center being the people and businesses, the measure being practical effectiveness, has been thoroughly emphasized by General Secretary To Lam many times.

Surveys and observations of the local reality show that party congresses at all levels have promptly adjusted their goals and tasks to suit the changes in reality, overcoming the situation where congress resolutions are only general and vague, then slow to be implemented or implemented in a formal manner. This is what needs to be done in the process of preparing and organizing party congresses at all levels, along with the process of innovation and creativity, ensuring actions that are on par with the political determination of the entire Party and each grassroots party organization. Say the right thing and do it to be truly effective.

The Resolution of the 1st Congress of the Bac Ninh Provincial Party Committee set a target of GRDP growth rate of 11-12%/year for the 2026-2030 period (higher than the national target in the draft document submitted to the 14th National Party Congress). During the process of drafting the political report, the Bac Ninh Provincial Party Committee immediately deployed projects and tasks to promote growth. In August, the province attracted nearly 7 billion USD in investment, started the project to build Gia Binh International Airport with an area of ​​nearly 2,000 hectares and the Song Mai-Nghia Trung Industrial Park project with an area of ​​over 197 hectares...

Realizing the goal of soon turning Khanh Hoa province into a centrally-run city, the first Congress of Khanh Hoa Provincial Party Committee approved the Action Program clearly stating the plans, projects, and detailed plans for each sector and field, and at the same time determined to build a comprehensive digital platform to monitor and supervise the implementation progress, integrate inter-sectoral data, and early warning mechanisms for tasks that are behind schedule or lack resources. The draft Action Program submitted to the first Congress of Thai Nguyen Provincial Party Committee has an appendix clearly stating 23/88 programs, projects, and key tasks to be completed in 2025...

Talking to us, many cadres and party members reflected on the reality over the past years that the resolutions of the Party Committees speak the truth, but implementation is still a weak link. The words are true but the implementation does not achieve the results as promised. Party members and many people were impressed when mentioning the direction of General Secretary To Lam at the conference to disseminate the 4 resolutions of the Politburo on September 16 and expressed their hope that the policy will quickly become effective in practice: It is necessary to build a public "digital dashboard", updated weekly and monthly, to monitor core indicators, bottlenecks, progress of implementation of each resolution and to invite independent expert groups and policy appraisal departments to participate in appraising solutions, evaluating and giving objective feedback.

"Innovation to break through and lead"

Innovation in thinking in all areas of the Party and State's activities is urgent, and at the same time, a regular and long-term task. Resolution No. 06-NQ/HNTW dated March 29, 1989 of the 6th Conference of the Party Central Committee (term VI) set out 5 principles of innovation, in which it affirmed: Innovation is not about changing the socialist goal, but about making that goal be effectively realized with correct concepts of socialism, with appropriate forms, steps and measures.

When referring to the policy of summarizing 40 years of implementing the renovation process, General Secretary To Lam emphasized that the results, experiences and lessons of 40 years of renovation are not only highlights of the history of development thinking but also must become the foundation for establishing a "new track" of building and developing a socialist-oriented market economy, of the growth model, and of transforming the development motto from "innovation for development" to "innovation for breakthrough and leadership".

Studying in many localities, it is recognized that the political mettle, leadership capacity, decision-making skills, exemplary behavior and trust of the Party Committee members play a decisive role in organizing the implementation of the Party Committee's resolutions. With the responsibility of leading the organization to successfully implement the resolutions of Party Congresses at all levels and the Resolution of the 14th Congress, the new Party Committee is required by the Central Committee to be exemplary in political mettle, intelligence, moral qualities, lifestyle, capacity and prestige; to truly be a center of solidarity, purity, strength, unity of will and action; to have steadfast political mettle, vision, innovative thinking, close ties with the people; to have leadership and governing capacity, and high fighting power, meeting the requirements in the new development stage.

Conclusion No. 150-KL/TW dated April 14, 2025 of the Politburo guides the development of personnel plans for provincial-level Party committees subject to consolidation, merger, and newly established commune-level Party committees with the requirement to firmly maintain principles, ensure strictness, democracy, publicity, transparency, objectivity, fairness, impartiality, and compliance with regulations. The Politburo requires special attention and promotion of political qualities, ethics, lifestyle, leadership capacity, prestige, especially having innovative and creative thinking, daring to think, daring to do, daring to take responsibility for the common cause and having specific results and work products; not lowering standards for the sake of structure; absolutely avoiding local tendencies, local thoughts, "group interests", and negativity in assigning, arranging, and introducing cadres. The draft report summarizing 15 years of implementing the Party Charter (2011-2025) and proposing and guiding the supplementation and amendment of the Party Charter clearly states: The piloting of the Politburo and higher-level Party committees appointing the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman and deputy chairman of the inspection committee of the Party Committee directly under the Central Committee and newly established Party committees and organizations at all levels affirms the close adherence to and strict compliance with the Party Charter, the principles of organization and operation of the Party, while demonstrating flexible leadership and direction, meeting the requirements of national development in the new situation.

Sticking to reality and developing theory is the basis of breakthrough thinking. Awareness of the new era requires our Party to approach reality systematically and intelligently. “When there is a correct policy, the success or failure of that policy depends on the way work is organized, the way cadres are selected and the place of inspection. If these three things are sketchy, no matter how correct the policy is, it will be useless.” President Ho Chi Minh’s teachings are also the Party’s major orientation that Party committees and grassroots organizations are striving to practice in preparing and conducting Party congresses at all levels, “innovating to break through and lead”, spreading the motivation and aspirations for development by 2030. Vietnam is a developing country with modern industry, high average income, realizing the vision by 2045 to become a developed country with high income, steadily moving towards socialism.
