Achievements of the policy system
The year 2024 marks a turning point in the journey to build a "Happy Province" when the "Happiness Index" of Yen Bai people reaches 66.52%, an increase of 13.22% compared to 2020. This increase is not just the result of dry numbers, but the achievement of a policy system built on the foundation of putting people at the center of all development decisions.
Localities in the province have issued their own plans to improve the Happiness Index. From Nghia Lo town with the goal of achieving comprehensive satisfaction of the people, to Mu Cang Chai district - where the Happiness Index skyrocketed to 56.53%, exceeding the plan by 102.7%, or Van Yen district, with a completion rate of over 90% of the task of improving the Happiness Index in the year, all show a strong, synchronous and comprehensive political determination. Happiness cannot be sustainable without a solid economic foundation.

Realizing that, in 2024, Yen Bai has carried out 232 specific tasks in Plan 163-KH/TU on improving the Happiness Index; in which, socio-economic development continues to play a key role. Thanks to that, the province's GRDP growth rate is estimated at 7.91% - exceeding the set plan; average income per capita reached 56.3 million VND, total social development investment capital was over 21,000 billion VND. In particular, the tourism industry made a breakthrough with more than 2.27 million visitors, an increase of 33.7% compared to the original plan. These numbers not only reflect growth, but are the existing foundation for each person to have a more prosperous, safer life and more expectations for the future.
The challenges
Yen Bai has achieved remarkable achievements in improving the Happiness Index for its people. However, the province is also facing many challenges on the journey to realizing this goal. First of all, the concretization and implementation of solutions to improve the Happiness Index is facing many difficulties because this is a new field, without precedent.
This shows that Yen Bai is pioneering in a field that requires high creativity and has no existing model. The next challenge comes from the limited awareness of some officials, civil servants and people about the Happiness Index; then the investigation and survey work because collecting and processing data accurately and effectively is extremely important to correctly assess the current situation and propose appropriate solutions. The coordination between agencies, units and localities in implementation is sometimes not tight, which is also an obstacle.
To achieve the highest efficiency, there needs to be smooth and synchronous coordination between the relevant parties, avoiding overlapping and shirking of responsibilities. Finally, funding for solutions to improve the Happiness Index is still limited. Investing financial resources reasonably and effectively is a key factor to ensure the successful implementation of solutions to improve the Happiness Index.
Synchronize solutions
Yen Bai clearly defined the goal that by 2025, the People's Happiness Index will increase by 15% compared to the beginning of the term. With a long-term vision and a great aspiration, Yen Bai is gradually realizing the goal of becoming a province with fast and sustainable development in the direction of "Green, harmony, identity and happiness". In that flow, improving the People's Happiness Index is no longer a slogan but has been and is being concretized by many consistent policies, persistent actions and strong commitments from the provincial to grassroots levels.
According to comrade Tran Huy Tuan - Secretary of Yen Bai Provincial Party Committee, people's happiness is not only a goal, but also a measure of value for all policies and strategies of the province. Economic development must be associated with human development, culture and social justice. With that spirit, Yen Bai determined: to overcome the specific difficulties of a mountainous province, it is necessary to continue to synchronously implement many key solutions. First of all, it is necessary to well implement socio-economic development policies, especially focusing on supporting ethnic minorities and vulnerable groups.
National target programs on sustainable poverty reduction, new rural construction, and development of ethnic minority and mountainous areas continue to be the "backbone" of the strategy to improve the overall quality of life. At the same time, the province focuses on linking economic growth with cultural development, promoting human values, and ensuring harmony between progress and social justice.
The restructuring of the administrative apparatus towards streamlining, effectiveness and efficiency is being promoted - not only to improve the capacity to serve the people, but also towards building an administration that serves, is close to and for the people. The province also pays special attention to improving the capacity to manage resources, protect the ecological environment, prevent natural disasters and respond to climate change in the context of increasingly abnormal weather conditions.
In the coming time, Yen Bai will regularly update and evaluate the implementation situation, replicate advanced typical models, learn from experience and flexibly adjust policies. From a grassroots perspective, Tram Tau district - one of the particularly difficult areas, also offers specific directions and solutions to improve the Happiness Index.
Vice Chairman of the District People's Committee Khang A Chua said: "In the coming time, Tram Tau district will continue to synchronously deploy many solutions to improve the Happiness Index for the people. First of all, we clearly identify that thoroughly understanding the goals, requirements and tasks of the Happiness Index does not stop at propaganda, but must become a guideline in the actions of the entire political system, from the team of cadres, party members to each citizen. We will focus on effectively implementing policies to support socio-economic development in accordance with the direction of the Provincial Party Committee, creating jobs, increasing income, gradually improving the quality of life both materially and spiritually for the people".
In Van Yen district, many synchronous solutions to improve the Happiness Index have been and are being implemented. Mr. Le Thanh Hung - Vice Chairman of the District People's Committee shared: "In 2025, Van Yen district will focus on synchronously implementing solutions to improve the quality of life for people, striving to achieve a Happiness Index of 71%, an increase of 0.96% compared to 2024. To achieve this goal, we will continue to develop the economy in a sustainable manner, focusing on social security policies, improving living conditions and protecting the environment. In addition, the district will also focus on propaganda to mobilize the participation of the entire community, creating practical actions such as developing social housing models, improving infrastructure and creating job opportunities for people. These solutions not only improve the Happiness Index but also arouse a strong desire for development in every Van Yen resident".
The journey to become a "Happy Province" cannot be measured by years or terms, but by the smallest changes in people's lives. What Yen Bai has done and is doing is a clear demonstration of the development mindset that takes people as the root. The dream of a place that is "Green, harmonious, unique and happy" as the goal of the Provincial Party Congress Resolution will no longer be far away. Happiness is present every day in every growth figure, every student's smile, every new house in remote areas, every dedicated cadre in the village... The road ahead still has many challenges, but with determination, unity and perseverance, Yen Bai will certainly continue to move forward not only on the development journey but also on the path of sustainable happiness for all people.
