Solving the problem of clean water shortage
The mountainous terrain, sparse population density and people's habit of using water from streams make private enterprises less interested in investing in clean water infrastructure in mountainous communes. This is also a big challenge for Ha Long City when 10 highland communes do not have clean water. In 2022, through a review by the Provincial People's Committee, the number of rural households in the city using clean water is only about 41% and is the lowest in the province. Mr. Dinh Van Hung, Vice Chairman of the People's Committee of Dong Lam Commune (Ha Long City) shared: The commune has 2,700 people and is mainly ethnic minorities. The terrain is high, there is a lack of water in winter, so many households do not have enough water for daily use, and the commune People's Committee headquarters sometimes does not have enough water. Due to the lack of water, people are also limited in agricultural production, growing winter vegetables.
Without a water supply network, households have to spend millions of dong to draw water from upstream rivers and streams for use. The farther the house, the longer the pipeline, the higher the investment cost, and every time the pipeline is broken, some households spend all day just looking for the leak or break. Especially after storm No. 3 occurred in September 2024, most of the water pipes were destroyed, significantly affecting people's daily lives.
To solve this problem, in 2024, Ha Long City launched 4 centralized water supply projects with a total capital of more than 200 billion VND, to ensure a stable supply of clean water for about 4,000 households in 10 communes, making the city the locality with the largest budget in the province for bringing clean water to people in the highlands.
Mr. Pham Van Thuy (Dong Ho village, Son Duong commune) excitedly said: At the end of September 2024, along with the construction of schools and commune police headquarters, the clean water supply project was also started by the city. Finally, the people's expectation of clean water for many years has now become a reality. Hopefully, the project will be completed soon so that people have clean water for daily life, ensuring social security and health.
To ensure the most optimal investment efficiency, for low-lying communes such as Son Duong, Dong Lam, Vu Oai, Hoa Binh, Dan Chu, Quang La, Bang Ca and Tan Dan, the city connects and invests in building a network of distribution pipelines, service pipelines D75-D25 and booster pumping stations, and pressure tanks directly connected from Dong Ho and Hoanh Bo water plants.
In the highland communes of Dong Son and Ky Thuong, with complex terrain and far from the center, the city will invest in building a new centralized clean water supply system with sufficient flow, ensuring quality, meeting the needs of daily life and production with a capacity of 300-500m3 /day and night. In particular, the raw water source in Dong Son commune will be taken from Tan Oc stream, while Ky Thuong will be taken from Khe Tre, the raw water source meets the immediate and long-term water supply needs, without any impact on the environment, people's health and economic activities. The clean water system is invested on-site to ensure technical factors and clean water production processes such as treatment areas, tanks, filter equipment clusters, etc.
Specifically, the projects have the following scale: The project to build a clean water supply system in Son Duong, Dong Lam, Vu Oai, and Hoa Binh communes has a total investment of over 82 billion VND. Dong Ho water plant will supply water to Son Duong commune; Hoanh Bo water plant will supply water to Dong Lam commune; Duong Huy water plant will supply water to Vu Oai and Hoa Binh communes. The total water supply capacity is about 2,200m3 /day and night. The city will build a 41,100m long D315-D90 distribution pipeline and a local booster pump station on the pipeline, and synchronously build a service pipeline from D75 to D25 to supply water to households.
The project to build a clean water supply system in Dan Chu, Quang La, Bang Ca and Tan Dan communes has a total investment of nearly 92 billion VND, this is the project with the largest volume. The project uses water from Dong Ho Water Plant with a total water supply capacity of about 1,450m3 /day and night. In addition to the main pipeline, over 51,000 D225-D90 distribution pipelines will be installed and synchronously built D75-D50 service pipelines to supply water to about 2,000 households.
The project to build a centralized clean water supply system in Dong Son commune has a total investment of about 30 billion VND and uses Tan Oc stream water to supply water to the water treatment plant. At the same time, build a water dam combined with a collection pit and a raw water pumping station; raw water pipeline; a 500m3 /day and night treatment plant; build a distribution pipeline D160-D90 about 7,070m long; synchronously build a service pipeline from D75 to D25 to supply water to about 400 households, combined with renovating the existing water supply network on the basis of maintenance, repair, and upgrading to ensure capacity and avoid loss.
For the project of building a centralized clean water supply system in Ky Thuong commune, the total investment is about 24 billion VND, using Khe Tre stream water to supply water to the water treatment plant and building a water dam combined with a collection pit and raw water pumping station, raw water pipeline, and synchronously building a service pipeline from D75 to D25 to supply water to about 110 households.
Overcoming all difficulties
Recognizing the special importance of the project, after nearly 6 months of construction, the clean water supply works for the highland communes in Ha Long City have been accelerated by the construction units. However, in order for people to have clean water soon, the city has directed the construction units to strive to shorten the project implementation time by 30% compared to the original plan. In particular, speeding up the site clearance work at the locations of water treatment stations, booster pumping stations, dam areas, etc.
Recorded in Dong Lam commune in mid-April 2025, the progress of the construction project in the commune is being carried out by the units at an extremely urgent pace. For the item of building a clean water tank with a volume of 150m3 , one of the items in the project cluster to build a clean water supply system in Son Duong, Dong Lam, Vu Oai, Hoa Binh communes with a total investment of nearly 82.6 billion VND, currently after only about a month of construction, the water tank project has completed about 80% of the work volume. The entire main pipeline system from D50 to D160 in the commune has also been installed about 85%. In April, the construction unit completed the remaining parts of the tank and installed a booster pump station.
The clean water dam in Tan Oc 2 village (Dong Son commune) to supply raw water for the clean water treatment system for people's daily life is also ahead of schedule compared to the set plan. According to the design, the project includes two dam shoulders (right and left), both reinforced with concrete, along with a dam with an upstream yard and a downstream energy dissipation system. The biggest difficulty in the dam construction process is handling the flow as well as controlling the amount of water seeping from upstream to downstream. This is one of the most important items of the project to build a centralized clean water supply system with a capacity of 500m3 /day and night in Dong Son commune, with a total investment of more than 30 billion VND.
Mr. Le Dinh Hoang, Deputy Head of Construction Site Management Board (representative of the contractor , Agricultural Construction Corporation) and Thanh Hoa Rural Development Department said: The unit started construction in February 2025 and is expected to complete in July 2025. The dam construction process encountered some difficulties such as handling water flow, uneven geology, etc., but the unit made efforts to overcome them, adding more machinery and workers, ensuring high-quality construction, shortening the progress by 30% compared to the original target. After more than 2 months, 70% of the dam and over 10km of various pipelines have been completed. It is expected that by the end of April 2025, the construction of the dam and installation of pipelines will be basically completed.
For the remaining projects, Ha Long City has closely followed the progress on a weekly and monthly basis and any problems that arise to promptly find solutions. At the same time, it has required all construction units to focus on human resources, equipment, machinery, and arrange additional shifts and teams to implement the project as soon as the site is cleared. To date, nearly 70% of the work has been completed and the project is expected to be completed and put into use in the second quarter of 2025.
Mr. Ha Huu Trong, Deputy Director of the Ha Long City Construction Investment Project Management Board, affirmed: Strictly implementing the city's directive, right on the April 30 holiday and taking advantage of the favorable weather in May, the Board urged and strengthened field supervision to ensure the basic completion of all items of all 4 projects in May.
Investing in the construction of clean water supply works and systems not only improves the quality of people's lives, but is also the determination of Ha Long City in realizing Resolution No. 78-NQ/TU (dated January 2, 2024) of the Standing Committee of the City Party Committee on prioritizing resources, exploiting potentials, promoting socio-economic development of communes by 2025, with a vision to 2030. After completion and put into use, the 4 projects will provide clean water to more than 4,000 households, raising the rate of rural households in the city using clean water to over 87% (exceeding the target compared to the requirement of the Provincial People's Committee to ensure 80%), thereby increasingly narrowing the gap between mountainous areas and urban areas.
