According to the report of the Department of Agriculture and Environment of Quang Ninh, as of May 23, the district level has received 686 dossiers, completed the assignment of sea areas to 613 individuals and is completing procedures for 73 individuals under its authority. Regarding the progress of sea allocation under the provincial authority, up to now, 4 dossiers have been received, of which 1 dossier has assigned sea areas, and 3 dossiers are being appraised. Regarding the licensing of marine aquaculture, up to now, 16 dossiers have been received and consulted, of which 11 dossiers have been licensed, 2 dossiers are being reported to the Standing Committee of the Provincial Party Committee, and 3 dossiers are seeking opinions from the sectors.
In the process of granting licenses for marine aquaculture, there are still some localities where no organizations, enterprises or cooperatives have submitted applications for licensing or sea area allocation, or where there are applications but the project description does not accept amendments according to the direction of the Provincial People's Committee, the guidance of the Department of Agriculture and Environment and the provisions of the 2017 Fisheries Law.
In some localities, the planning of aquaculture areas has many overlapping areas with the national maritime and inland waterway planning, so the appraisal of each project of cooperatives and enterprises is delayed because it is necessary to seek opinions from the Vietnam Maritime and Waterways Administration. Regarding this content, the Department of Agriculture and Environment has worked with the Vietnam Maritime and Waterways Administration and issued Document No. 1640/SNN&MT dated April 14, 2025, but it has not yet been resolved. Therefore, each project still has to seek opinions from the Administration, and the response time is very slow.
Conclusion of the meeting, comrade Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, emphasized that the results of handling sea area allocation dossiers for cooperatives and enterprises are still very limited. The resolution of difficulties in dossiers is still slow and not yet complete. The capacity of cooperatives, enterprises and consulting units in preparing project descriptions is still sketchy and general, so they are not qualified to submit to the Provincial People's Committee for decision on sea area allocation.
He requested that localities and relevant departments and branches immediately rectify the delay in completing sea transfer procedures, leading to the emergence of illegal aquaculture. For the dossiers of established cooperatives and enterprises, they must be urgently submitted before June 30, 2025, and specialized agencies must provide maximum support to promptly complete and submit to the Provincial People's Committee for approval. The Department of Agriculture and Environment advised the Provincial People's Committee to launch a peak period of construction and complete the dossiers of qualified cooperatives and enterprises for submission to the Provincial People's Committee for approval. By October 30, 2025, those who do not complete the dossiers for sea transfer will have to stop aquaculture activities.
He requested the Department of Agriculture and Environment to update the handbook on procedures for transferring aquaculture land and widely publicize it on platforms so that organizations, individuals and local professional agencies can access and grasp information on the order, procedures and sample documents in preparing dossiers for procedures for transferring aquaculture land; localities should proactively develop criteria for selecting and attracting investors to their local marine farming areas to promote marine farming activities.
